The Effectiveness Of State Ethics Commissions On Curbing Corruption And The Effect Of Corruption On State Economic Performance, Anthony J. Prato
UNLV Theses, Dissertations, Professional Papers, and Capstones
This dissertation investigates the effectiveness of anti-corruption policies implemented across the United States that significantly reduce public sector corruption. In addition to the normative desire to combat corruption, it documents, the economic impact that corruption has on each state's per capita gross domestic product. To investigate public sector corruption articles between the years 2010 – 2015were reviewed for news stories that report on public sector corruption at the state level and below. The practical implications of this dissertation, if incorporated into a state level anti-corruption policy, could be used to reduce public sector corruption and increase that states' economic health. …
Supranational Identity Politics: Sovereignism In The Eu, Emilio Jacintho
Supranational Identity Politics: Sovereignism In The Eu, Emilio Jacintho
UNLV Theses, Dissertations, Professional Papers, and Capstones
The implementation of identity politics policies conceived at a supranational level appears to motivate the coordination of populist movements, the radicalization of their discourses, and an increasing resentment towards minority groups. I investigate the reaction of populist sovereignist political movements, among recently admitted EU member states, to the implementation of European Union policies that involve the positive discrimination of minority groups and mandated refugee relocations. The implementation of such policies seems to have contributed to the resentment toward policy-favored minorities, the increase of anti-immigration values, the success of extremist political expressions, and the mistrust of political institutions and traditional parties. …

Higher Education Reform: A Time For Action, The Lincy Institute
Brookings Scholar Lecture Series
The Lincy Institute has been at the forefront of research and analysis on higher education governance reform in Nevada. Following numerous statewide studies, The Lincy Institute has produced reports and policy briefs recommending significant structural changes to the State’s higher education landscape. To provide future generations of students with quality education and training in our 21st-century economy, researchers summarized findings and presented model legislation to improve the quality of education offered by Nevada’s eight institutions of higher learning. All Nevadans should demand an honest and transparent discussion of higher education reform. The 2019 legislative session will be a time for …
The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero
The Growing Need For Diverse Teachers In The Mountain West, Michael Hansen, Diana Quintero
Brookings Mountain West Publications
This policy brief examines the racial and ethnic diversity of the public teacher workforce in five Mountain West states, drawing on survey data from 1993 to 2016. We find increases in student diversity are generally outpacing teacher diversity in the region, though important differences in teacher-student parity and access to nonwhite teachers across states are also evident. In addition, we demonstrate the recruitment and retention of nonwhite teachers in these states lag considerably behind the rest of the U.S. This brief concludes with recommendations to help Mountain West states and districts promote greater racial and ethnic diversity among their teacher …

In the weeks following the tragedy, the nation and the Las Vegas community, including UNLV, responded with tributes to the victims, short- and long-term memorials to those killed and wounded, and calls to investigate the circumstances that led to this tragic event and to find ways to prevent future atrocities. Following the one-year anniversary of the 1 …

Unlv School Of Medicine: Rethinking Governance, Planning, And Economic Impact, The Lincy Institute
Brookings Scholar Lecture Series
The launch of the UNLV School of Medicine presented a unique opportunity for Southern Nevada to address two critical issues: the absence of adequate healthcare services for a region of more than 2.2 million people, and the economic impact of a new medical school resulting in an expanded regional health care economy. A collaborative process that engages local, state, and private sector interests is essential to the development of the UNLV School of Medicine and the expansion of an effective, efficient, and profitable healthcare economy.

Journal of Health Disparities Research and Practice
Abstract
Alternative financial services (AFS) such as, payday lenders, pawn brokers, tax refund loans, and check cashers are more prevalent in minority and lower income neighborhoods. These are neighborhoods also found to have disparities in health, compared to more affluent neighborhoods and communities. The focus of this paper is to determine if any relationship exists between use of AFS and health disparities.
Using data from a survey performed by the Federal Deposit Insurance Corporation (FDIC), we compared four banking variables to several measures of health for 85 metropolitan statistical areas (MSA) across the nation. The four banking variables all related …

UNLV Theses, Dissertations, Professional Papers, and Capstones
Despite substantial growth within the Latinx population and its access to higher education, there are still significant gaps with regard to degree attainment. In 2015, 36% of U.S. adults aged 25 and older had at least a bachelor’s degree. However, only 15% of those adults were Latinx, the lowest percentage amongst any racial/ethnic minority (NCES, 2016). While 67% of non-Hispanic White students entering four-year colleges complete their degree in six years, only 47% of Latinxs do so (Carey, 2009). These gaps represent an attainment disparity within higher education based upon population demographics. The purpose of this study was to address …

UNLV Theses, Dissertations, Professional Papers, and Capstones
Horror stories of ineffective nonprofit organization management arise in the media far too often. When these stories emerge, the public demands accountability from those responsible. Ultimately, accountability rests with the fiduciaries of the organization. For nonprofit
organizations in the United States, fiduciary responsibility and accountability reside with the board of directors.
Board governance has been widely studied in the for-profit sector. Due to the critical nature of the work nonprofits perform, there has been an increasing effort to study board governance in nonprofit organizations. Employing in depth interviews, with both executive
directors and board members, checks and safeguards such as …
