Three Essays On Governance, Inequality, And Social Equity, Sarah Ausmus Smith Jan 2022

Three Essays On Governance, Inequality, And Social Equity, Sarah Ausmus Smith

Theses and Dissertations--Public Policy and Administration

Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

In the first essay, I ask: does localizing welfare governance impact geospatial access to the social safety net? This is an important question because proximity is highly salient to program utilization. I geocode the location of human services nonprofits from tax filings in eight states using …

Parents’ Awareness And Perspective Of School Choice Scales: Development, Revision, And Validation Using The Rasch Model, Katherine Leung Robershaw

Theses and Dissertations--Education Sciences

Parents want the best for their children. But for those who also believe in equal educational opportunity, they struggle with the moral dilemmas raised by school choice. To investigate where parents stand in this dilemma, this study is devoted to the creation of the Parents’ Awareness and Perspective of School Choice (PAPSC) scales, a survey instrument capturing a continuum of conversations surrounding parental school choice, from parents’ awareness of school choice policies or programs to debates surrounding parental freedom of school choice. This study also emphasized the use of well-developed, validated survey tools in educational policy and school choice …

Strategic Educational Leadership Within The Policy-Making Arena: The Promulgation, Passage, And Practice Of Tennessee's High Performing School Districts Flexibility Act Of 2013, Robert Lawrence Hullett Jr. Jan 2021

Strategic Educational Leadership Within The Policy-Making Arena: The Promulgation, Passage, And Practice Of Tennessee's High Performing School Districts Flexibility Act Of 2013, Robert Lawrence Hullett Jr.

Theses and Dissertations--Education Sciences

In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. In 2012, the Williamson County Schools (WCS) superintendent requested mitigation for relieve from the Tennessee …

Judicial Elections, Public Opinion, And Their Impact On State Criminal Justice Policy, Travis N. Taylor Jan 2020

Judicial Elections, Public Opinion, And Their Impact On State Criminal Justice Policy, Travis N. Taylor

Theses and Dissertations--Political Science

This dissertation explores whether and how the re-election prospects faced by trial court judges in many American states influence criminal justice policy, specifically, state levels of incarceration, as well as the disparity in rates of incarceration for Whites and Blacks. Do states where trial court judges must worry about facing reelection tend to encourage judicial behavior that results in higher incarceration rates? And are levels of incarceration and racial disparities in the states influenced by the proportion of the state publics who want more punitive policies? These are clearly important questions because they speak directly to several normative and empirical …

Essays On Economic Development Policies, Hakyeon Lee Jan 2020

Essays On Economic Development Policies, Hakyeon Lee

Theses and Dissertations--Public Policy and Administration

Tax increment financing (TIF) policy is the most popular economic development policy in the United States. Despite the popularity of research on TIF, only a few comprehensive reviews of previous studies on TIF policy tool have been conducted. In light of this, the purpose of this paper is to review previous TIF studies relating to the controversy surrounding TIF programs. Specifically, previous studies do not provide clear answers about the efficacy of TIF and, indeed, raise more questions than answers. At the same time, this situation begs the question: why do local governments frequently use economic development policies? This is …

Move Or Improve? Place, Policy, And Educator Labor Markets, Cory Curl Jan 2020

Move Or Improve? Place, Policy, And Educator Labor Markets, Cory Curl

Theses and Dissertations--Public Policy and Administration

What is the role of place and policy in shaping educator labor markets during the decade following the Great Recession of 2008? This research leverages data on Kentucky students, educators, schools, and school districts from 2009 to 2018, with a focus on the rural, isolated Appalachian region. Many counties in the region have long struggled with poverty, low rates of labor force participation, lower educational attainment, and dependence on public transfers (Ziliak, 2019). Despite these challenges, the people of Appalachia demonstrate a strong attachment to the region. With this research, I enhance understanding of contexts and conditions, such as unique …

Does The Emission Trading System Reduce Greenhouse Gas Emissions & Coal Consumption And Lead To An Increase In Renewable Energy? – Evidence From Oecd Member Countries, Pilmu Ryu Jan 2019

Does The Emission Trading System Reduce Greenhouse Gas Emissions & Coal Consumption And Lead To An Increase In Renewable Energy? – Evidence From Oecd Member Countries, Pilmu Ryu

MPA/MPP/MPFM Capstone Projects

The Emission Trading System (ETS) on greenhouse gas (GHG) is a climate change policy well-known as a market-based mitigation mechanism. However, policymakers have faced strong opposition of many stakeholders and failed to persuade them in the process to introduce the ETS. Objective evidence on ETS impact not only provides information to policymakers but also may help alleviate controversy between stakeholders and policymakers. Also, empirical results on ETS will be able to contribute to the theoretical economic study of cap-and-trade. In this context, this research aims at empirical analyses of ETS impact with regard to GHG emissions, coal consumption, and renewable …

Evaluating The Impact Of Fine Particulate Matter Pollution Standards On Mortality Rates In The Southeastern United States, Lauren Wice

MPA/MPP/MPFM Capstone Projects

The Environmental Protection Agency (EPA) continuously monitors six criteria pollutants that are known to have impacts on public health and welfare. One of these pollutants, fine particulate matter, or PM2.5 (which includes particles that are smaller than 2.5 micrometers in diameter), is easily inhalable and can enter the lining of the lungs and the bloodstream, posing a great risk to human health. Standards for allowable concentrations of PM2.5 were amended in 1997, 2006, and again in 2012, becoming increasingly stringent each time. According to the EPA, health organizations, and other research studies, these particles can specifically contribute to …

Markey Cancer Center Faculty Publications

Background: A large number of highly impactful technologies originated from academic research, and the transfer of inventions from academic institutions to private industry is a major driver of economic growth, and a catalyst for further discovery. However, there are significant inefficiencies in academic technology transfer. In this work, we conducted a data-driven assessment of translational activity across United States (U.S.) institutions to better understand how effective universities are in facilitating the transfer of new technologies into the marketplace. From this analysis, we provide recommendations to guide technology transfer policy making at both the university and national level.

Methods: Using data …

Municipal Responses To The Shifting Environment Of Shopping Mall Retail, Paul Kleier Iii Jan 2018

Municipal Responses To The Shifting Environment Of Shopping Mall Retail, Paul Kleier Iii

MPA/MPP/MPFM Capstone Projects

Economic development is a vital local government responsibility because it guides the provision of jobs for residents, markets for the purchase of goods, and revenue for the government itself. Shopping malls have been key drivers of local economic activity for decades, but their viability going forward has become uncertain since the turn of the century. This paper considers both reasons for this uncertainty and strategies that have been or can be implemented to improve mall sustainability and profitability. While literature addressing this topic focuses almost exclusively on the role played by mall management, this paper places special emphasis on the …

Assessment Of The Current Reporting Requirements Of The Kentucky Immunization Registry, Lindsey Lewis Jan 2017

Assessment Of The Current Reporting Requirements Of The Kentucky Immunization Registry, Lindsey Lewis

MPA/MPP/MPFM Capstone Projects

Immunizations are essential to societal health and wellbeing. Throughout one’s lifespan, immunizations are to be administered incrementally to decrease the prevalence of preventable diseases. Despite this, there are disparities in the rates of vaccinations across the country. Numerous guidelines and regulations have been published regarding the administration and scheduling of vaccines. Certain vaccinations are mandatory in order to be able to attend school or hold certain occupational positions and normally proof of administration is required.

Immunization registries were created to monitor and record patient-specific data about administered vaccines. These confidential reporting systems were developed to improve population health by allowing …

A Study Of The Determinants Influencing The Legislative Success Of A Government-Proposed Bill In Korea, Byung Jun Ahn Jan 2017

A Study Of The Determinants Influencing The Legislative Success Of A Government-Proposed Bill In Korea, Byung Jun Ahn

MPA/MPP/MPFM Capstone Projects

As there is a widespread perception of legislative gridlock and subsequent failure in addressing national problems in Korea, this study examines what factors influence the legislative success and legislative time of a government-proposed bill in Korea. This study uses government-proposed bills from 1988 to 2016 to estimate the effect of explanatory variables such as divided government, the year of presidential term (one to five year), the presidential approval rate, the unemployment rate, filibusters, jurisdictional area of a bill, and the ratio of members’ bills to government-proposed bills.

The results of regression analyses show that there is no evidence divided government …

State Retirement Systems: Examining The Impact Of Partisan Political Control Of State Government Institutions On The Funded Ratio, Jared Gray Jan 2017

State Retirement Systems: Examining The Impact Of Partisan Political Control Of State Government Institutions On The Funded Ratio, Jared Gray

MPA/MPP/MPFM Capstone Projects

Since the Financial Crisis of 2008, pension plans in the United States have sunk into a crisis that there seems to be no escape from. While all 50 states have at least one retirement system for employees, several of these systems have been repeatedly hit by massive problems involving funding for future benefits and paying out current obligations. Taken as a collective whole, public retirement systems in this country have been estimated to be underfunded anywhere from $934 billion to $3.2 trillion. Several states barely have half the money needed to meet all obligations promised. While several studies have been …

Measuring The Effect Of Electric Utility Deregulation On Residential Retail Prices In A Midwestern State, Sam Owens Jan 2017

Measuring The Effect Of Electric Utility Deregulation On Residential Retail Prices In A Midwestern State, Sam Owens

MPA/MPP/MPFM Capstone Projects

The deregulation of the electric utility industry is one of the largest deregulation efforts in U.S. history. Proponents argue that getting rid of the outdated utility model of regulated monopolies and introducing competitive markets will lower prices, increase efficiency, and result in a net benefit for the nation. Opponents, on the other hand, believe that both the tumultuous history of the electric utility industry and experiments with deregulation have shown that competitive markets for electricity are too open to manipulation and will result in increased prices for consumers and dangerous volatility in the provision of electricity. This paper will attempt …

The Impact Of Intellectual Property On Provincial Unemployment Rates In South Korea, Soon Ho Shin Jan 2017

The Impact Of Intellectual Property On Provincial Unemployment Rates In South Korea, Soon Ho Shin

MPA/MPP/MPFM Capstone Projects

Intellectual property is drawing attention as an important policy tool to lower the unemployment rate in low-growth economies. The Korean Intellectual Property Office (KIPO) provides services that facilitate companies to effectively create intellectual property by operating local intellectual property support centers in connection with local governments. In this context, this research examine how the differences of intellectual property registration affect provincial unemployment rates by analyzing 10 years (2006-2015) of panel data with a fixed-effects regression model. According to my estimation results, intellectual property registrations have a statistically significant impact on provincial unemployment rates in South Korea. Since the reduction of …

MPA/MPP/MPFM Capstone Projects

The Korean government has recently recognized the importance of residential environment for the disabled, and has begun to establish various housing support policies as a social safety net. In this context, the Korean government has enacted the Housing Support Act for the Underprivileged (HSAU) which includes the disabled in 2012. The goal of this legislative action is to strengthen the Housing Support Policy for the Disabled (HSPD) and establish a legal basis for HSPD (NLIC, 2017). The purpose of this study is to analyze whether the introduction of HSAU has a positive effect on the policy satisfaction for the disabled. …

The Effects Of Land Use Deregulations In The Capitol Region On Gross Regional Domestic Product In South Korea, Youngchul Kim Jan 2017

The Effects Of Land Use Deregulations In The Capitol Region On Gross Regional Domestic Product In South Korea, Youngchul Kim

MPA/MPP/MPFM Capstone Projects

South Korea has implemented strong land use regulations controlling the growth of the capitol region (Seoul, and around areas) in order to encourage balanced regional development between the capitol area and the non-capitol area. However, there are ongoing debates about the relationship between the regulatory policies and the balanced regional development.

The purpose of this study is to examine the extent of the effect that the land use deregulation in the capitol region has on growth of both regions. To address this question, I use a difference-in-differences model to empirically analyze how the land use deregulation in the capitol region …

Comparative Storage And Utilization Analysis Of Insulin Across Inpatient Hospital Settings, Tristan A. Moorman Jan 2017

Comparative Storage And Utilization Analysis Of Insulin Across Inpatient Hospital Settings, Tristan A. Moorman

MPA/MPP/MPFM Capstone Projects

Insulin is the primary medication used by health systems across the nation to provide glucose control to those patients who need it. As this medication is generally available in a multi-dose vial, proper administration techniques should be used to minimize waste and optimize the cost effectiveness of the drug. Even though dosing guidelines for hospital use of insulin exist each institution has the opportunity to choose their administration technique. In this paper I will to identify administration characteristics utilized by four different hospitals in the central Kentucky area, compare and contrast those techniques through data collection, and analyze the findings …

An Evaluation Of Lfucg Economic Development: Making Strides Towards Strategic, Performance-Driven Partnerships, Sarah Ausmus Smith Jan 2017

An Evaluation Of Lfucg Economic Development: Making Strides Towards Strategic, Performance-Driven Partnerships, Sarah Ausmus Smith

MPA/MPP/MPFM Capstone Projects

Like many other municipal governments, Lexington utilizes a web of partnerships to support economic development. These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. This report sets the foundation for future strategic management efforts by identifying opportunities and weaknesses that might be addressed by LFUCG through an environmental scan and establishing a performance management framework for existing contractual economic development partners. The key findings are as follows: …

Financial Implications Of The Medicaid Expansion For Academic Medical Centers, Madeleine Oritt Jan 2016

Financial Implications Of The Medicaid Expansion For Academic Medical Centers, Madeleine Oritt

MPA/MPP/MPFM Capstone Projects

On March 23, 2010, President Obama signed into law the Patient Protection and Affordable Care Act (ACA), with the goal of reforming the United States health care system and providing insurance for millions of uninsured citizens and residents. One component of the legislation was the expansion of Medicaid eligibility, which would extend to include all individuals “under age 65 whose family income is at or below 138 percent of the federal poverty guidelines ($14,484 for an individual and $29,726 for a family of four in 2011)” (NCSL, 2015). This provision was challenged in the United States Supreme Court, which ruled …

Did Municipal Stabilization Funds Effectively Smooth Expenditures During The Great Recession?, Lauren Kesselring

MPA/MPP/MPFM Capstone Projects

Budget stabilization fund (BSF) is a general term for rainy day funds, contingency funds, and reserves. Historically, researchers have studies BSFs at the state level. However, after the Great Recession municipalities have increasingly adopted BSFs. So far, there are several unknowns surrounding municipal BSFs. The intent of this paper is to start addressing some of these unknowns. The paper seeks to answer the question, did municipal BSFs smooth expenditures over the Great Recession? This study uses data from Lexington-Fayette Urban County Government and eleven comparable municipalities.

The municipality BSF literature is in its infancy. Previous research has focused on state …

The Determinants Of Childbirth Grants Of Local Governments In South Korea, Gi-Jung Kim Jan 2016

The Determinants Of Childbirth Grants Of Local Governments In South Korea, Gi-Jung Kim

MPA/MPP/MPFM Capstone Projects

Declining fertility is one of the top policy issues in South Korea. To increase the birth rate, the government of South Korea has been enacting several fertility encouragement polices. Although almost all of the birth encouragement policies have been led by the central government, a childbirth grant program was developed by primary local governments themselves. The grant levels vary significantly between local governments.

I examine what explains the differences in the childbirth grant level by analyzing twelve years (2004-2015) of panel data with a fixed-effects model. Prior studies indicate that the extent of demand for a policy and the availability …

A Benefit-Cost Analysis Of Korea's "Advance Passenger Information System", Chanyoung Lee Jan 2016

A Benefit-Cost Analysis Of Korea's "Advance Passenger Information System", Chanyoung Lee

MPA/MPP/MPFM Capstone Projects

Since the tragic 9/11 terrorist attack on the United States in 2001, many countries have been following the US's decisions on the introduction of an air security program. At the heart of the program is the Advance Passenger Information System or the API system. Considering major developed countries' stances and related international organizations' efforts toward the API system's advance, it seems that the introduction of the API system is expected to be a necessity or a kind of obligation both to border control agencies and air flight companies in the near future. However, this does not mean that the introduction …

Perspectives On The United States Environmental Protection Agency's Clean Air Scientific Advisory Committee: A Survey Of State Air Agencies, Cassandra Yannelli

MPA/MPP/MPFM Capstone Projects

The U.S. Environmental Protection Agency’s (EPA) Clean Air Scientific Advisory Committee (CASAC) was created in 1977 under section 109 of the Clean Air Act (CAA). The role of CASAC is to provide technical and scientific advice to the EPA Administrator on National Ambient Air Quality Standards (NAAQS), required under the CAA. The standards themselves and the science upon which the standards are established for the six “criteria” pollutants included in the NAAQS are reviewed periodically by CASAC. The committee also exists to bridge new research developments to current environmental requirements.

Section 109(d) of the CAA requires the chartered CASAC to …

Does The Mentors & Meals After School Program Have An Effect On Student Grades?, Lisa Caswell Johnson Jan 2016

Does The Mentors & Meals After School Program Have An Effect On Student Grades?, Lisa Caswell Johnson

MPA/MPP/MPFM Capstone Projects

While technology continues to progress and the United States continues to be considered one of the most privately wealthy nations in the world, the education gap for African American and Hispanic students continues to be a concern for teachers, school administrators, state and local politicians, and all who study public education policy. School districts persistently look for ways to improve student achievement in traditional as well as non-traditional ways, while aligning with state and local education goals and staying within budget.

This study examines a new mentoring model for middle school students. The program, Mentors & Meals (M&Ms), was the …

Housing Satisfaction In South Korea, Yoo Gunseuk Jan 2016

Housing Satisfaction In South Korea, Yoo Gunseuk

MPA/MPP/MPFM Capstone Projects

Since April 2013, the Korean government has implemented a series of plans to stabilize the housing market, which has suffered from falling housing prices and surging rent after the 2008 financial crisis. This study estimates the effectiveness of the government's plans by analyzing the housing satisfaction of 2012 and 2014 Korea Housing Survey (KHS). The data used in this study are collected from the KHS carried out by the Ministry of Land, Infrastructure and Transport (MOLIT)

This study uses 2012 and 2014 KHS to show that some variables and subcategories of household and housing attributes have positive or negative correlation …

From Bail Bondsmen To Risk Assessments: Assessing Kentucky's Pretrial Release Approaches, Ismaila Ceesay Jan 2016

From Bail Bondsmen To Risk Assessments: Assessing Kentucky's Pretrial Release Approaches, Ismaila Ceesay

MPA/MPP/MPFM Capstone Projects

As one of only four states that ban bail bond companies, Kentucky is an experiment in the “laboratory of democracy,” which is made even more interesting because the state has tried three different approaches to pretrial release—the Pre-1976 approach, the 1976 to 2011 approach, and the 2011 to present approach. An assessment of these approaches show s how state actions and inaction can affect the right to pretrial release and underscores the importance of adopting appropriate state pretrial release policies.

The Impact Of Increased Cigarette Prices On Cigarette Consumption, Bohyun Yoo Jan 2016

The Impact Of Increased Cigarette Prices On Cigarette Consumption, Bohyun Yoo

MPA/MPP/MPFM Capstone Projects

The objective of this study examines whether the way to raise cigarette prices drastically and discontinuously is effective in reducing cigarette consumption. We use monthly data for cigarette consumption to measure the price elasticity of cigarettes’ demand and adopt real cigarette prices, real individual income, education level, and unemployment rate as independent variables. We consider how consumers adjust their consumption practices in response to the increased prices. After examining the result of regression, we conclude that cigarette real price has a significant association with the reduction in cigarette consumption. If we divide the last twelve years into periods when prices …

Vocational Rehabilitation Outcomes For Hispanic Consumers In Traditional Settlement Areas And New Immigrant Destinations: A 17-Year Trend Analysis, Karen E. Waddle Cinnamond

Theses and Dissertations--Social Work

At the end of the 20th century, economic and political forces converged to create an unprecedented migration of Hispanics across and within U.S. borders. Many migrated for work in new destinations like the Southeast instead of traditional regions in the Southwest. In the Southeast many communities struggled to meet the economic and social needs of its newest members of a population that grew seemingly overnight.

The state-federal vocational rehabilitation system is an important service to meet the economic and social needs of people with disabilities that impair their ability to work. Current scholarship suggests Hispanics and other minorities experience …
