How A Young University Can Launch And Grow A Digital Repository, And Why It Should, Singapore Management University, Pin Pin Yeo

In 2010, Singapore Management University (SMU) was just 10 years old with aspirations to keep growing and attain a global reputation. But how could the University highlight the hard work taking place in its schools and institutes? A core group of stakeholders decided that a digital repository was crucial to making the institution’s intellectual output openly discoverable in order to achieve a more globally visible profile. This case study shares SMU’s journey, as well as tips that can help other young institutions launch a digital repository and open their research and scholarship to discovery by the world.

For instance Title / author / abstract metadata is available in Crossref, references are freely available via many sources such as Crossref itself, Microsoft Academic, Pubmed and Altmetrics data is available via the Crossref Event data. Singapore Management University’s (SMU) Li Ka Shing Library was renovated in 2014. During the renovation, the Investment Studio was created within the library to house high-end financial databases such as Bloomberg and Thomson Reuters (now Refinitiv). Usage of the space was assessed using quantitative and qualitative data, comparing the first academic terms across two academic years, 2017 and 2018. The data provided evidence to support anecdotal evidence and library staff’s knowledge and observation. The assessment resulted recommendations for further action. It also provided opportunity to engage with users and stakeholders of this unique space.

In this talk I cover the rise of open scholarly metadata thanks to efforts to create open infrastructure by non profits such as Crossref, Datacite, ROR as well as efforts from organizations such as JISC CORE, Opencitations, I4OC (Initative for open citations) to harvest and extract scholarly data. I talk about how libraries have benefited from all this data (most of which is available via APIs) and how Lens.org has brought most of this data together to create a compelling open service.

With advancements in Artificial Intelligence (AI) and Machine Learning (ML), we have seen a rise in the use of bots, specifically chatbots, to deliver information services. Motivated by the Smart Nation programme, these chatbots have sprung up in sectors as transport, healthcare, banking and education in Singapore. What are these chatbots? How do they work? This chapter presents the feasibility study conducted at SMU Libraries as part of an overall strategy aimed at engaging key stakeholders and getting their buy-in, right from the planning stage, for the migration and implementation of a library management system. Scholars have unprecedented access to subscription and open access (OA) content, yet figuring out how to discover and access legitimate versions of articles remains an aggravating experience for many researchers. They face authentication hoops, myriad vendor platforms with uncertain holdings, and mystifying an obscure OA source. Researchers that start with Google Scholar may bypass library authentication and face paywalls. Conversely, library discovery tools fail to expose and deliver much of the available OA content, and especially under-represent Green OA from repositories.
