Immigrants-Natives Complementarities In Production. Evidence From Italy, Agnese Romiti

This paper studies the impact of immigration on the Italian labour market using administrative data on Italian private-sector employees during the period 1995-2004. The analysis adopts a structural model based on a two levels CES production function extending the model in Card (2001) in order to allow for imperfect substitution between immigrants and natives within the same area-skill cell, other than between high and low skilled labour inputs. The endogeneity of labour supply is controlled for by using an instrument based on the (1985) historical immigrants' settlement as in Card (2001). In this study, I use qualitative and quantitative methods to gauge the effect that consumption of highly polarized news-media (i.e. Glen Beck, Chris Matthews, etc.) has on its consumers. Using PEW survey data, I compare those who frequently consume such media against those who do not, and I find that consumers of polarized media are more likely to score highly on a current events test, and are more likely to be registered to vote, with 95% confidence.

Scholars who discuss copyright often observe that the voices for stronger copyright have more financial and political capital than their opponents and thus tend to win in Congress. While the playing field is still quite slanted toward stronger copyright, the politics around the issue are much messier and less predictable. This study, a detailed political and legislative history of the major proposals regarding copyright and digital rights management from 1987 to 2006, illustrates how this policy dynamic has changed so drastically. In 1987, there was no organized opposition to copyright’s expansion. By 2006, however, there was a substantial coalition of …

This paper attempts to analyze Turkish politics in the post-1980 period with a special reference to the relationship among the state elites, political elites and societal actors, and its impact on the constitution of civil society in Turkey. After the 1980 military intervention, the political and economic realms of Turkey witnessed a relative degree of liberalization through Özal’s neo-liberal policies. The January 24 economic decisions paved the way for economic liberalization as well as letting new economic and societal actors emerge. Abstract This paper analyses hegemonic use of the press in the process of top-down Kemalist modernization in the early periods of the Turkish Republic that is characterized by one party rule between early 1920s and 1950. In addition to helping Westernization attempts of the Kemalists, the press in this period also was hegemonically engaged in vilification of the past. Moreover, intolerant attitude towards pluralism and plurality of views was the discursive norm of the Turkish press at that time. Climate change and disaster pose a serious and growing risk to sustainable urban development planning, with disasters having quadrupled in the last three decades. Establishing adequacy of psychometric properties of an instrument involves acquisition and evaluation of evidence based on item content and internal structure. Content validity evidence consists of subject matter experts providing quantitative ratings of the extent to which items are a representative sample of targeted domain. Evidence of internal structure includes factor analytic studies and examination of item interrelationships based on item responses from participants. Although subject matter expert ratings and participant response data are traditionally analyzed separately, each serves to inform the other in important ways. This Article studies amendment processes, their specific characteristics, and how these characteristics shape institutional design outcomes. Amendment processes are in between the extraordinary creation of new constitutions and the ordinary process of lawmaking. Our central claim is that the design of institutions through amendments is influenced by variables that do not regularly figure in the analysis of constitution making because of their bias toward new constitutions and the “politics of the extraordinary.” In particular, we argue that the design of the existing institutions and the political leverage of actors that do not participate directly in constitutional reform may exert an …

Coming to power with an overwhelming majority in 1997, New Labour had the opportunity to lead the world by adopting a much needed progressive, pragmatic and scientifically informed approach to the management of substance use and misuse in the twenty-first century: by some distance, they failed to deliver on the election promise of change. Over the past decade, literacy-oriented instruction has emerged as a potential solution to the language-literature divide that has plagued foreign language programs, and a body of research regarding literacy-based practices and text-based curricular reform now exists (e.g., Allen, 2009; Byrnes & Sprang, 2004; Kern, 2000; Swaffar & Arens, 2005). Within this line of research, literacy is conceived of more broadly than reading and writing; literacy entails the complex and contextually sensitive relationships among readers, writers, texts, culture, and language (Kern & Schultz, 2005). This talk explores the role of literature in the foreign language curriculum and its contribution to students’ foreign language literacy by first establishing a working definition of literature and identifying goals of literature instruction at all levels. Next, to facilitate integration of literature across the foreign language curriculum and bridge the gap between the more language-oriented goals of lower level courses and the more content-oriented goals of upper level courses, a multiliteracies approach to literature instruction is proposed. Judge Sonia Sotomayor’s assertion that female judges might be better than male judges has generated accusations of sexism and potential bias. An equally controversial claim is that male judges are better than female judges because the latter have benefited from affirmative action. These claims are susceptible to empirical analysis. Primarily using a dataset of all the state high court judges in 1998-2000, we estimate three measures of judicial output: opinion production, outside state citations, and co-partisan disagreements. For many of our tests, we fail to find significant gender effects on judicial performance. Where we do find significant gender effects for …

The scholarship on urban politics often focuses on the political economy provided by regimes, or long-term coalitions between local politicians and private actors like the business community. Notably absent from the regime scholarship is any substantial investigation of the role that urban regimes play in the promotion of the interests of women living in urban areas. A comparison of the priorities of urban regimes with the interests of women in politics suggests substantial conflicts. The implications for women serving in urban governance are explored, as are the consequences for urban politics, women in politics, and democracy.

Incidents such as the Japanese Nuclear Meltdowns and the British Petroleum oil spill in the Gulf of Mexico remind us that environmental issues can be central to activating political activity and influencing political opinions. While the literature suggesting a relationship between environmental risk and action is extensive, few scholars directly examine the relationship between perceived environmental threat and political behavior, and even fewer adopt research designs appropriate for making causal inferences. The representation of historically marginalized groups in the democratic policy process serves many purposes, including introducing new and differing perspectives to the policymaking process, opening the policymaking process up to disenfranchised groups, and changing the deliberative process of urban policymaking. This study explores the ways in which Critical Reading (CR) practices can improve reading comprehension ability of Iranian EFL students. In the present study, the following null hypothesis was proposed: The application of critical reading has no significant effect on improving the reading comprehension ability of Iranian EFL students. The proposed design was a pretest-posttest groups design. Hence, a group of seventy homogeneous students were selected. They were randomly assigned to control and experimental groups.
