In April 2002, NOAA Research’s Office of International Activities (IA) submitted a proposal to the U.S. Department of State’s (DOS) Oceans and International Environmental and Scientific Affairs Initiative (OESI) to assess the feasibility of adapting the Sea Grant model of linked applied research, extension and education to Latin America and the Wider Caribbean region. The overall goal was to determine whether or not university-based programs with these three features could serve as an appropriate institutional mechanism to address critical marine and coastal resource issues in a developing country context. Models Of Urban Governance And Planning In Latin America And The United States: Associationism, Regime Theory, And Communicative Action, Clara Irazabal

In many American and Latin American cities alike, urban governance and planning are either in urgent need of reform or are currently undergoing haphazard reform. In many cases, innovative attempts to implement reforms have failed because the inability of cities to develop their 'civic capacity' -- the capacity to build and maintain broad social and political multi-sectoral coalitions in pursuit of common goals. This article argues that these significant points of convergence are productive building blocks for the construction of more generalizable models of urban governance and planning in democratic cities in the Americas and beyond. The Middle East is a demographic time bomb. According to the United Nations De¬velopment Program’s (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a fig¬ure equivalent to more than two Egypts. Even under the UNDP’s more conserva¬tive scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30. This paper describes the defining features of the U.S. Sea Grant College Program, summarizes the experience of Sea Grant with international partnerships, reviews applications of Sea Grant type programs in other countries, and explores other similar program experience with linked education, research and extension. This paper is part of a NOAA initiative to identify strategies for adapting the Sea Grant model to selected developing nations and to create a global network of institutions dedicated to discovering and applying the knowledge, values and technologies needed for more sustainable forms of coastal development and conservation.

This phase of the Sea Grant International program has provided an extensive foundation of research and analysis by which to assess the feasibility of adapting the Sea Grant model to an international context. From this experience we propose to establish a university-based network in Latin America and the Caribbean (LAC) that integrates activities in extension, public education and applied research to address the issues posed by the accelerating decline of the region’s coastal and marine ecosystems. The IASTE 2004 conference proposes that "postglobal is not an end to globalization but the emergence of a different kind of engagement that is sharply at odds with the visions of liberal, multicultural globalization. Here, both religious fundamentalism and imperial hegemony begin to emerge as the new forms of." Yet, there are other types of (post)globalizations (Sklair, 2002). And at least one such alternative form of global engagement is that which (desperately) holds on to the visions of a liberal, multicultural globalization in the politics of nation building, particularly as enacted in urban spaces.
