The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats. Their rationale was that cyber vulnerabilities posed a new, unaddressed challenge to infrastructure security. This approach was further questioned by the events of September 11, …

Unemployment has remained at relatively high levels across most European countries for a generation now. There have been a number of suggested explanations for this, with correspondingly different policy implications. Two of the major hypotheses relate, first, to the impact on the European economies from increased international competition, and `globalisation’ more generally, and, secondly, to the effects of new technology and innovation. The effects of both globalisation and technology on growth and employment in Europe have been researched over the past two years through an EU-funded project, the results of which, relating in particular to innovation, are reported in this …

Understanding the nature of armed conflict in Africa requires more than a political and military analysis of forms of warfare such as the employment of children as fighters. Children are seldom only instruments for other causes but can actively support their own agenda through the choices they make. Problems of governance, resource use and social organisation also need to be considered. There are often no clear lines between civilians and militaries and a simplistic ‘oppressor vs victim’ dichotomy is of limited use. For the past several decades, leisure researchers have investigated the impact that race has on leisure behavior and preferences, but there remains a paucity of research that addresses the issue of race in the leisure services workplace. Therefore, the purpose of this study was to investigate the perceptions of inequity, discrimination, and promotion opportunities among African Americans in the field of public parks and recreation. The study was conducted in multiple phases, and all included African Americans who were working for public recreation agencies in a midwestern state. There has been a significant amount of research that has indicated divergent patterns of leisure participation among African Americans and European Americans;however, there has been a paucity of research that addresses the leisure patterns of interracial couples and families. Therefore, the purpose of this study was to investigate the leisure patterns of interracial couples and families, specifically African American and European American couples. A qualitative design was employed to gather in-depth interview data from six couples. This paper develops a model of the employment impact of innovation considering, on the one hand, the interactions with demand and labour costs and, on the other, the variety of patterns of technological change. Different technological strategies are considered. First, a search for technological competitiveness is based on product innovation and productivity rooted in quality advantages; second a strategy of active price competitiveness has productivity growth rooted in process innovation-based restructuring; third a passive price competitiveness strategy is pursued by noninnovators relying on cost-cutting. When the new City Charter took effect on July 1, 2000, Los Angeles cast aside a seventy-five year old governing structure in favor of a streamlined system more reflective of the political realities of a twenty-first century metropolis. It was in many ways a typical Los Angeles moment. Dissatisfied with a municipal institution designed for another age, voters looked to the future and embraced sweeping changes in the fundamental operations of the city. Fully sixty percent of voters rejected a venerable but outdated document and chose a new but unproven one. More importantly, voters opted for legislation that reflected the …
