This article examines the development of the affirmative action issue since its inception, and compares its dynamics and evolution with the broader civil rights movement of the 1950s and 1960s. It identifies and discusses three periods or phases of the affirmative action regime. This vein of research helps provide at least a partial explanation for why policies in related areas of civil rights may produce different outcomes, and explicates the broad resistance to key elements of the anti-discrimination effort of the last three decades. Crop raiding by wild elephants is one of the most significant sources of park–people conflict in Sumatra, Indonesia. The distribution, impact and conservation implications of elephant crop-raiding in 13 villages that border Way Kambas National Park in southern Sumatra were studied for 18 months. The data are based on rapid village and field assessments, data logs maintained by village observers and a quantitative household survey. Elephants raided crops year-round at a mean rate of 0.53 elephants per day for the entire study area. Objective: Homelessness and patterns of service use were examined among seriously mentally ill persons in an area with a well-funded community- based mental health system. Methods: The sample consisted of 438 individuals referred between 1990 and 1992 to an extended acute care psychiatric hospital after a stay in a general hospital. Those experiencing an episode of homelessness, defined as an admission to a public shelter between 1990 and 1993, were compared with those who were residentially stable. Data from a longitudinal integrated database of public mental health and medical services were used to construct service utilization measures to test the …

This essay analyzes challenges and opportunities of the newly independent East Timor, a territory in the process of nation-building and conflict transformation. The analysis focuses on two levels of tranformative capacity building—the formal government institutions and the social relationships outside the government. At the institutional level, East Timorese military personnel, political parties, and elected representatives possess the potential to develop dynamic relations conducive to the sustainable capacity of domestic conflict transformation.
