The last three decades have witnessed a proliferation of studies on the globalization of corruption or convergence of anticorruption strategies. These studies have been motivated by scholarly concerns from various administrative, economic, and political fields. In view of these interdisciplinary concerns, the purpose of this article is to provide a comparative analysis of corruption phenomena and the demand for public integrity because these developments pertain to the discourse on globalization issues in some South-Eastern European nations within the last decade. Community Improvement Districts In Georgia: Administrators' Views On Their Effectiveness, Performance, And Accountability, Andrew Ewoh, Kristin Rome

Since the early 1990s, Georgia has been a leading participant in public-private partnerships, as exemplified by its many community improvement districts (CIDs). The goals and uses of CIDs vary, but commonly include fundraising, maintaining aesthetically pleasing business environments, controlling traffic flow, and infrastructural improvements. A survey research method was used to examine the effectiveness, performance, and accountability of CIDs in Georgia as perceived by their leaders. Lack of citizen participation was found to be a major problem of CID governance; this has serious public policy implications that can only be remedied by demands for inclusion by residents.

In the past three decades, the developments of the processes and phenomena concerning corruption and public integrity highlight more obvious connections with globalization. More often, relevant analyses and studies reveal ”the globalization of corruption” or convergence of anti-corruption strategies etc. Those assertions are supported by the forms of expression of globalization in various fields, such as the economic, political or social fields. The federal General Schedule system, established under the Classification Act of 1949, has received increasing criticism within the past decade. Scholars and practitioners alike have decried it as being outdated, inefficient, and restrictive in allowing government to acquire the critical talent it needs to administer. Nigeria has a federal system of government where political power is shared between the national and state governments. Nigeria returned to this system of governance on May 29, 1999 after sixteen years of military rule. In terms of religion, the country is uniquely split between Christians and Muslims. Christians are the majority in the south, while Muslims dominate the north. In 2000, Governor Sani of Zamfara State introduced an Islamic law popularly known as Sharia in his state. Some of the most important basic services provided by any level of government are the primary responsibility of municipalities, and urban managers devote more time and attention in making sure that these services are delivered. The availability of public services in any local jurisdiction usually depends on location, history, laws and regulations. Some local governments use alternative service delivery such as public-private partnerships, intergovernmental agreements, and contracting out or privatization. The emergence of environmental nongovernmental organizations (NGOs) in China is increasingly drawing attention from observers interested in Chinese environmental politics. In the 1980s, the Chinese government started introducing environmental laws as well as seeking assistance from international NGOs, and bilateral and multilateral aid organizations. The 1990s witnessed a shift in government's focus on command and control regulation to more progressive citizen participation and market incentive laws. In fact, many ambitious environmental and energy efficiency targets were included in both the 10th and the 11th five-year plans. Globally business improvement districts have proliferated as the most influential public-private mechanisms for revitalizing business districts and promoting infrastructure improvement projects. Community improvement districts in Georgia share the same characteristics of business improvement districts (BIDs) as in other states or countries. The Georgia constitution enables the state legislature to create BIDs, called community improvement districts (CIDs) in Georgia, in any city or county or any combination thereof to deliver public services. This analysis explores the CIDs' governance structures, financing mechanisms, and promotion strategies through CIDs' provision in various projects and their impacts in the Atlanta metropolitan area.
