In response to COVID-19 pandemic supply chain issues, the State of California issued Executive Order (EO) N-19-21 to use state land to increase warehousing capacity. This highlights a land-use paradox between economic and environmental goals: adding warehouse capacity increases climate pollution and traffic congestion around the ports and warehouses, while there is a deficit of affordable housing and high homeless rates in port-adjacent underserved communities. This study aims to inform regional policymakers and community stakeholders about these trade-offs by identifying current and future supply of and demand for warehousing and housing in Southern California through 2040. Public transit is a key tool to reduce greenhouse gas (GHG) emissions to combat climate change; improve safety for pedestrians, cyclists, and drivers; and expand accessibility and mobility for all. However, we can only realize this potential by making sufficient investments to provide transit service levels that attract and retain greater ridership. Wildfire management in California is an expensive program totaling over $3 billion in 2020, where the state provides two-thirds of the budget from the general fund (Peters et al., 2020). California has consistently used the state military to assist in wildland fire mitigation efforts; however, for the first time it has created a year-round team to reduce fuels to clean up the state’s forests. The Supplemental Nutrition Assistance Program (SNAP), formerly known as Food Stamps, and called CalFresh in California, is the largest federally funded food assistance program in the United States. The program aims to reduce food insecurity and poverty by increasing access to nutritious food for low income eligible individuals (California Department of Social Services [CDSS], 2021a). Water pollution negatively impacts the environment and human population. The problem persists despite various mitigation efforts, strategies, and the implementation of regulatory requirements. It is estimated that Californians dispose of approximately 40 million tons of consumer items and waste materials annually (California Department of Resource Recycling and Recovery, 2019). As the population increases, it is expected that negative impacts of trash on the environment will be exacerbated. As cannabis cultivation can be highly energy-intensive, the legalization of cannabis growing has created concerns for energy forecasting, electric system reliability, rate design, and energy efficiency policies, as well as possible ramifications for the state’s electricity grid (California Energy Commission, 2018b). Indoor cannabis cultivation in California accounts for 3% of the state’s total energy consumption (Mills, 2012), and as the industry continues to grow, its energy consumption will result in significant greenhouse gas emissions, unless otherwise mitigated (Warren, 2015). Because SB 1421 vastly expanded the CPRA, demand for law enforcement record requests has significantly increased in volume.
