Article 1 of the US Constitution assigns the US Congress numerous responsibilities. These include creating new laws, revising existing laws, funding government programs, and conducting oversight of these programs' performance. Oversight of US Government agency space policy programs is executed by various congressional space policy committees including the House and Senate Science Committees, Armed Services, and Appropriations Committees. These committees conduct many public hearings on space policy, which invite expert witnesses to testify on US space policy programs and feature debate on the strengths and weaknesses of these programs. Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. This paper describes an innovative approach to standards education in an undergraduate mechanical engineering technology design course. The work is focused on making standards appeal to students by using “everyday objects” (e.g. toaster, ladder, grill, etc.) as catalysts to introduce the topic of standards in a way that connects to students’ daily lives. The project involves instructor-librarian collaboration to incorporate information literacy and campus library resources into the standards curricula, so that students not only become familiar with standards resources, but also proficient at searching for and locating the documents. This joint collaboration between the library, the Mechanical Engineering department shows the current research of localizing an Android smartphone using big data collection and sensor fusion techniques. The original work is Autonomous Indoor Localization via Field Mapping Techniques which primarily designed as indoor fire and safety aid.

This joint collaboration between the Purdue Libraries and Cyber Center demonstrates the next generation of computational platforms supporting interdisciplinary collaborative research. Sharing research data and scholarship is of national importance due to the increased focus on maximizing return on the government’s investment in research programs. Recent policy changes have directly affected the management and accessibility of publically-funded research. On January 18, 2011 the National Science Foundation (NSF) required data management plans to be submitted with all grant proposals. On February 22, 2013, the Office of Science and Technology Policy of the President of the United States extended a similar requirement to all federal agencies with research and development budgets of more than $100 million.
