This work provides historical and contemporary overviews of this critical geopolitical problem, describes the policy actors addressing this in the U.S. and selected other countries, and provides maps and information on many undersea cable work routes. These cables are chokepoints with one dictionary defining chokepoints as “a strategic narrow route providing passage through or to another region."

Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. NASA can more effectively perform its missions by transferring its aeronautic responsibilities to the Federal Aviation Administration and be renamed the National Space Agency. The U.S. must also recognize that space is an emerging arena of international competition and conflict and militarily protect its space assets from China which seeks to use space to restrict the U.S.' ability to defend its strategic interests in regions such as the Western Pacific.
