Al-Sunna Wa Jama’a (ASWJ), a violent Islamic Insurgency within the Cabo Delgado province of Mozambique, is likely to continue to exercise control and pose a strategic threat to United States (US) interests and possessions in the region due to violence, various illegal activities, and exploitation of regional humanitarian crises. Based on trend analysis, it is likely that these activities will contribute to an overall continuation of ASWJ’s influence. We also considered the true ideological nature of ASWJ and whether or not they have ties to other well known terrorist organizations. Eroding The Barrier Between Peace And Justice: Transitional Justice Mechanisms And Sustainable Peace, Jeffery D. Pugh

International Journal of Peace Studies

The expansion of international trials over the last decades has reinvigorated the debate surrounding the efficacy of retributive justice over restorative justice in response to mass humanitarian crises. This study examines the ways different transitional justice models contribute to stable peace. It suggests that a hybrid utilization of both restorative justice mechanisms (e.g., amnesty) and retributive justice mechanisms (e.g., trials) is most effective in achieving a stable peace in a post-accord state, and that context is an important intervening factor. Using a mixed method approach, I first examine a group of 25 test cases, analyzing the relationship between restorative and …

In June 2014, State Parties to the Anti-Personnel Mine Ban Convention (APMBC) met in Maputo, Mozambique, for the 3rd Review Conference of the APMBC, fifteen years after its entry into force. As the review conference approached, State Parties faced a growing call from civil society and some State Parties to commit to complete all obligations in the treaty as rapidly as possible. The majority of State Parties have already completed their APBMC obligations to destroy stockpiles of anti-personnel (AP) mines. In the 1990s, Mozambique ranked among countries such as Afghanistan, Angola, Bosnia and Herzegovina, Cambodia, and Iraq as one of the most mine-contaminated countries in the world. At the time, experts estimated that clearing all landmines in Mozambique would take 50 to 100 years. Landmines were widely used by all sides during the conflicts that ravaged Mozambique from the mid-1960s until 1992. These nuisance minefields usually consisted of small numbers of mines in seemingly random or undefined areas mostly around paths, wells and rural infrastructure. Large-pattern minefields tended to be the exception rather than the norm in Mozambique. Given the …

Mozambique is committed to having completed implementation of its mine clearance obligations under Article 5 of the Anti-Personnel Mine Ban Convention (APMBC) by 1 January 2015. This will, for the most part, marks the end of proactive demining efforts in Mozambique. It is understood that it is always possible that previously unknown mined areas may be discovered after completion has been declared.

In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

Mozambique’s national program for land release has cleared many Suspected Hazardous Areas in the past eight years, but the Instituto Nacional de Desminagem (National Demining Institute) aims to make the program even more effective. In March 2009, IND collaborated with the Survey Action Center to host a workshop at which land release terminology and concepts were discussed, hoping that improved survey methodologies would lead to a more efficient land-release process. The workshop resulted in the creation of national land-release draft elements and criteria that will help to develop practical land-release standards in the near future.

Once a Portuguese colony, Mozambique achieved independence in 1975 after a 12-year struggle led by Frente de Libertação de Moçambique (FRELIMO). Between 1977 and 1992 about a million Mozambicans died as the result of fighting or famine in a war that left the country unstable and its economy in ruins. In 1992, a United Nations-negotiated peace agreement led to the end of a civil war between FRELIMO and the rebel group Resistência Nacional Moçambicana (RENAMO). Between the 1890s and 1920, Portugal led a military campaign to colonize Mozambique. After over 40 years of Portuguese rule, nationalist groups in Mozambique united to form the Mozambique Liberation Front (FRELIMO). In 1964, FRELIMO began a movement of guerilla warfare against the Portuguese, starting a trend of civil war that would ravage Mozambique for decades. By the early 1970s, FRELIMO’s 7,000 guerilla fighters controlled most of central and northern Mozambique. In 1974, the Portuguese military overthrew the government and installed leadership that was sympathetic toward Mozambique. Portugal struck a mutual cease-fire agreement with FRELIMO and gave Mozambique its independence …

The soil was rocky, highly metallic and with dense vegetation, but still he carried on working only with the detector. After he finished that lane he returned to the second lane, which he had cleared that same morning. He was walked to the East in order to cut the vegetation of the third lane from another angle when his left foot stepped on a mine and detonated it. This was a PMN mine.

The demining group were clearing an 80km stretch of road using mine-dog teams and manual demining methods. They began work in November 1999. Work was suspended during the period of National floods, then restarted. They had cleared “approximately 43km” at the time of the accident. During the clearance task the demining team had found “1 UXO, 377 SAA of AKM” and 1724 pieces of metal.
