To Walk The Earth In Safety 23rd Edition (Fy2023), Cisr Jmu

Global CWD Repository

In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

The United States is the world’s top supporter of conventional …

International Journal on Responsibility

This special issue of the International Journal on Responsibility (IJR) advances scholarship on the various ways responsibility infuses the roles of criminal justice agents. As the inaugural issue of my tenure as Editor-in-Chief, Volume 6 deepens our understanding of responsibility in the context of the criminal justice system, thereby fulfilling IJR’s aim and scope. Specifically, the articles highlight issues of responsibility within each component of the criminal justice system: police, courts, and corrections.

Examining Remorse In Attributions Of Focal Concerns During Sentencing: A Study Of Probation Officers, Colleen M. Berryessa Aug 2023

Examining Remorse In Attributions Of Focal Concerns During Sentencing: A Study Of Probation Officers, Colleen M. Berryessa

International Journal on Responsibility

This research, using interviews with probation officers in the United States (n = 151) and a constant comparative method for analysis, draws from the focal concerns framework to qualitatively model a process by which probation officers use a defendant’s remorse to attribute focal concerns in order to guide their sentencing recommendations in pre-sentencing reports. The model suggests that officers use expressions of remorse to make attributions about mitigated criminal intention (blameworthiness and notions of responsibility), reduced dangerousness and a high potential for reform (community protection), and organization-level effects for increasing caseload efficiency and using correctional resources (practical effects of …

To Walk The Earth In Safety 22nd Edition (Fy2022), Us Dos Pm/Wra

Global CWD Repository

After deadly landmines are removed and booby-traps and improvised explosive devices are cleared, wheat fields are now ready for harvesting, children can run to school on a path, families can return to their partially destroyed homes, and elephants are able to migrate through grasslands. Elsewhere, man-portable air defense systems (MANPADS) and small arms and light weapons were secured or destroyed to prevent terrorists from acquiring them and attacking civilians. These are just some of the successes the U.S. Conventional Weapons Destruction Program achieves day after day, year after year, one step at a time. In fiscal year 2022, the United …

Guide To The Ageing Of Explosive Ordnance In The Environment, Geneva International Centre For Humanitarian Demining Jan 2023

Guide To The Ageing Of Explosive Ordnance In The Environment, Geneva International Centre For Humanitarian Demining

Global CWD Repository

The aim of this guide is to give an overview of what is currently known about the ageing of explosive ordnance and the changes in risk that this presents to EOD operators. Analysis of ageing requires internal examination of the ordnance, a highly technical process sometimes referred to as ‘exploitation’. A brief introduction to exploitation is given in Chapter 1. Different explosive ordnance with differing designs have different predispositions to ageing; this is explained in Chapter 2. How various environmental factors affect the components of explosive ordnance is covered in Chapter 3, more specific changes are detailed in Chapter 4. …

Advocacy Journalism And Climate Justice In A Global Southern Country, Shafiq Ahmad Kamboh, Muhammad Ittefaq Dec 2022

Advocacy Journalism And Climate Justice In A Global Southern Country, Shafiq Ahmad Kamboh, Muhammad Ittefaq

School of Communication Studies - Faculty Scholarship

Being among the world’s most affected countries by climate change, Pakistan is facing a variety of cases of climate injustice committed by internal and external drivers. Waisbord’s referred “Advocate-journalist” model carries a good potential to advocate these injustices to stimulate democratic dialogue among the audience that eventually pushes leadership to make eco-friendly policies. This study critically analyses advocacy journalism coverage of cases of local and regional climate injustice in the editorial contents of mainstream Pakistani newspapers by using the quantitative content analysis method. Results reveal that selected newspapers gave inappropriate coverage to climate injustice issues both in quantity and quality. …

To Walk The Earth In Safety 21st Edition (Cy2021), U.S. Department Of State

Global CWD Repository

The United States is committed to reducing these threats worldwide and is the leading financial supporter of CWD, providing more than $4.2 billion in assistance to more than 100 countries since 1993. This makes the United States the world’s single largest financial supporter of CWD. The Department of State, Department of Defense, and the U.S. Agency for International Development (USAID) work together with foreign governments, private companies, international organizations, and nongovernmental organizations (NGOs) to reduce excess SA/LW and conventional munitions stockpiles (including MANPADS), implement best practices for PSSM at conventional weapons storage sites, and carry out HMA programs.

Social Security Reform: How To Prevent The Program's Bankruptcy, Allison C. Edwards May 2021

Social Security Reform: How To Prevent The Program's Bankruptcy, Allison C. Edwards

Senior Honors Projects, 2020-current

Social Security, the United States’ largest federal entitlement program, provides old-age and disability protection to over 64 million Americans. However, rigorous evaluations indicate that the program will reach insolvency by 2035. This means that there are projected cash-flow shortfalls through which tax revenue alone will soon be insufficient in covering the annual program cost. Researchers suggest that the exhaustion of the Social Security trust funds is explained by (a) demographic shifts that depress the worker-to-beneficiary ratio and (b) financing imbalances caused by program deficits. My research addresses methods for ensuring the solvency of the Social Security program by exploring the …

To Walk The Earth In Safety 20th Edition (Cy2020), Us Dos Pm/Wra

Global CWD Repository

2020 was a year of exceptional challenges for the Department of State due to the COVID-19 pandemic. Nonetheless, the United States remains the world’s largest international donor to CWD, providing more than $4 billion to support humanitarian mine action (HMA), physical security and stockpile management (PSSM), and associated activities in over 100 countries since 1993.

Despite the pandemic, the United States was able to provide significant cooperation on a range of programs around the world. Here are a few highlights from 2020:

• The Department provided PSSM assessments in Lebanon following the Port of Beirut explosion on August 4. This …

Afghanistan’S First Female Deminers: An Analysis Of Perception Changes Among Deminers, Families, And Communities, Gichd

Global CWD Repository

For the first time in the thirty years of mine action in Afghanistan, as part of an initiative of the United Nations Mine Action Service (UNMAS), in June 2018 a mixed-gender demining team was deployed by the Danish Demining Group (DRC-DDG) to clear landmines in Bamyan Province, in the central highlands of the country. A minefield was successfully cleared in six months. Following the success of the first project, in 2019 the same demining team was deployed once again to Bamyan to clear other hazards, including the last known minefield in the province. Bamyan has since been declared the first …

The Sustainable Development Outcomes Of Mine Action In Jordan, Gichd, Angela Hoyos Iborra, Olaf Juergensen

Global CWD Repository

This first-of-its-kind study proves that the 2030 Agenda, which is comprehensive by design and covers the full spectrum of the humanitarian, development, and peace nexus, can help the sector in this regard. It relies on a globally agreed framework that enables practitioners and the international community to assess whether a mine action intervention leads to progress on this triple nexus.

The present study identifies the critical role played by mine action in Jordan to address the immediate humanitarian risks originated by the presence of explosive ordnance contamination, while establishing some of the foundations for sustainable development.

The findings of this …

Mitigating The Environmental Impacts Of Explosive Ordnance And Land Release, Mine Action Review Jan 2021

Mitigating The Environmental Impacts Of Explosive Ordnance And Land Release, Mine Action Review

Global CWD Repository

Environmental considerations are rightly gaining increased prominence and awareness. Environmental experts agree that unprecedented changes in climate and biodiversity are taking place, threatening nature and human livelihoods around the world. The humanitarian community increasingly understands the need to identify and assess how their operations affect the natural environment and to mitigate the negative environmental impacts wherever possible.

The mine action sector has begun to recognise that in order to follow the humanitarian principle of “do no harm” it must be aware of and take action to mitigate the potential environmental damage that can occur during land release operations. While an …

This document lays out standard definitions and guidelines for measuring recording and reporting beneficiary numbers for EORE, land release, victim assistance and explosive ordnance disposal (EOD) spot tasks. The guidelines do not include beneficiary definitions for the two remaining mine action pillars: advocacy and stockpile destruction.

It is hoped that this document can be used as a guide for other mine action operators donors and national authorities, to share best practice and contribute to international standards for the sector in beneficiary reporting.

Clearing Cluster Munition Remnants 2020, Mine Action Review Oct 2020

Clearing Cluster Munition Remnants 2020, Mine Action Review

Global CWD Repository

Key Findings:

  • In the 10 years since the entry into force of the Convention on Cluster Munitions (CCM) in 2020, a total of more than 766 square kilometres of cluster munition-contaminated area has been cleared. During survey, clearance, and spot task operations nearly one million unexploded submunitions have been destroyed. Countless lives and limbs have undoubtedly been saved as a direct result, as well as the broader contribution to development.
  • In 2019 alone, a global total of more than 130 square kilometres was cleared of cluster munition remnants (CMR), a new record, beating the previous high (in 2018) by nearly …

A Guide To The Oslo Action Plan And Provisional Results Of 2020 Monitoring: Survey And Clearance, Mine Action Review

Global CWD Repository

This Guide and provisional results of 2020 monitoring by Mine Action Review aim to support the measurable and accountable implementation of Article 5 of the 1997 Anti-Personnel Mine Ban Convention. They do so by focusing on the Oslo Action Plan, adopted at the Fourth Review Conference in November 2019, describing how the Action Plan addresses survey and clearance, and explaining how progress in implementing those commitments in the Action Plan will be assessed. This Guide follows the Oslo Action Plan’s approach by detailing commitments that apply specifically to survey and clearance operations in all affected States Parties, as well …

Clearing The Mines 2020: A Report By Mine Action Review For The Eighteenth Meeting Of States Parties To The Anti-Personnel Mine Ban Convention, Mine Action Review

Global CWD Repository

Key Findings:

  • In 2019, a global total of more than 131 square kilometers was cleared of anti-personnel mines, with more than 96% of recorded clearance occurring in States Parties to the APMBC. However, this total is a marked decrease on output in 2018 of more than 155 square kilometers, and was the lowest recorded clearance globally for more than ten years. The true total area of clearance is probably considerably greater, but data recording and reporting problems prevent accurate reporting of a higher figure, in addition to a lack of transparency by several States not party.
  • In total, almost 164,000 …

Fragility As An Impediment To Development In The Democratic Republic Of Congo, Samantha Soter

MAD-RUSH Undergraduate Research Conference

This paper is written for the purpose of providing an objective analysis of the fragile state that is the Democratic Republic of Congo, in order to critically and holistically analyze the limiting factors of conflict, resource exploitation, and corruption within the context of hindering sustainable development. For the past decade-and-a-half, a multifaceted struggle comprised of numerous armed groups has plagued the region, each vying for control over the nation’s plentiful natural resources. Given the combined presence of the United Nations MONUSCO intervention, Congolese forces, and over one-hundred different militia groups, whose actions each contribute to fragility, a complex power-struggle at …

Reflective Writing In Prisons: Rehabilitation And The Power Of Stories And Connections, Sandeep Kumar

VA Engage Journal

The United States has the highest rate of incarceration in the world. Even though the rate of crime is dropping, incarceration rates remain fairly steady. What’s more, recidivism (i.e., re-offending after conviction for other crimes) is also very high in the US. If offenders continue to offend, even after completing their sentences in a correctional system designed to address their underlying criminal activity, what is the point of having such a system? Can the system be made more accountable and better? Have we considered all the options for criminal reform? This article explores these questions using effective rehabilitation principles to …
