"Oceans of Space" relates my observations of the 2016 EnviroLab Asia Clinic Trip to Singapore and Sarawak, Malaysia. In this meditation, the concept of space serves as a lens to examine assumptions of geopolitical, historical, and philosophical positioning—regionally and globally. At the center of my inquiry is EnviroLab's connection to the Dayak communities in Baram, Sarawak. This region is experiencing dramatic social and ecological change as a result of industrial development. Watershed management is critical in ensuring a sustainable water supply. This project is designed to assess the impact of bioswales in the context of Southern California’s climate. The patterns of droughts and floods make these green infrastructure appealing as they offer potential to boost water quality and regenerate local aquifers, while reducing the area of impermeable surfaces in our urban landscape. Malaria is a mosquito-borne, lethal disease that affects millions and kills hundreds of thousands of people each year, mostly children. There is an increasing need for models of malaria control. In this paper, a model is developed for allocating malaria interventions across geographic regions and time, subject to budget constraints, with the aim of minimizing the number of person-days of malaria infection.

This thesis explores the background of the Klamath Basin Restoration Agreement, a 250 page water use agreement among irrigators, Indian tribes, fishermen, environmental groups, federal and state agencies in the Klamath Basin. The agreement is contextualized in terms of water rights law, Indian law and the Endangered Species Act. The specific details of the agreement are explored. Finally, this thesis evaluates the agreement's merits and suggests a path forward for the agreement to become law.

The Developmental Effect Of State Alcohol Prohibitions At The Turn Of The 20th Century, Mary F. Evans, Eric Helland, Jonathan Klick, Ashwin Patel

We examine the quasi-randomization of alcohol consumption created by state-level alcohol prohibition laws passed in the United States in the early part of the twentieth century. Using a large dataset of World War II enlistees, we exploit the differential timing of these laws to examine their effects on adult educational attainment, obesity, and height. We find statistically significant effects for education and obesity that do not appear to be the result of pre-existing trends. Our findings add to the growing body of economic studies that examine the long-run impacts of in utero and childhood environmental conditions.

Hybridization, the process of interbreeding between individuals of different species, is one method by which plants and animals adapt to a changing environment. One example of such adaptation through hybridization may be occurring on the California Channel Islands with two species of Castilleja. While United State Geological Survey (USGS) researchers have been studying the populations of Castilleja affinis and Castilleja mollis to determine if hybridization is occurring on Santa Rosa Island since the early 1990s, up until this point primarily overt phenotypic characteristics have been used to differentiate between the two species. This thesis explores the possibilities for ecocritical study in fiction through John Steinbeck’s 1939 novel The Grapes of Wrath. Major ecocritical interpretation has yet to gain much traction in novels; by focusing on human nature, this form’s “anthropocentric” posture seems itself to be antithetical to ecocritical efforts, which aim to unseat humans as the center of the moral universe. However, by analyzing The Grapes of Wrath’s formal, narratorial, and thematic valences, I argue that principles of social justice concurrently imply environmental justice in the philosophical currents of the text. This paper hopes to analyze the intersection between diversity and numbers of visitors and landscape preservation in the National Park Service. Current scholarship addresses either diversity in the Park System or carrying capacity and human population pressures. However, both are critical issues facing the National Park Service in the 21st century, and looking at the issues in isolation means missing a key interaction and potentially working to solve one problem that in turn amplifies another. Here, diversity of park-goers and preservation priorities will be addressed together, each as part of the other.

This thesis uses a case study of the Community Home Energy Retrofit Project (CHERP) and it analyzes the larger statewide effort in California to increase energy efficiency in existing residential buildings to reduce greenhouse gas emissions. CHERP’s primary strategy is to embed itself into a community, educate residents on the multiple benefits of energy efficiency, and inspire them to take energy-saving actions in their own homes. Exide Technologies finally closed its secondary lead-battery recycling plant on March 12, 2015. The community of primarily Hispanics around the facility had to fight many years to have the polluting facility shut down. Because government agencies, whose job is to protect citizens from polluters, were not regulating the facility properly, residents are not sure if they can trust the agencies to carry out remediation effectively and efficiently either. Although major whaling practices have ceased, increasing human involvement and influence in the world’s marine ecosystems continue to adversely effect global whale populations. It is a major concern throughout Antarctic waters, where endangered Oceania Humpback Whales (Megaptera novarangliae) annually feed. This study analyzes the extent to which a proposed marine protected area within the Ross Sea may indirectly harm the last remaining endangered population of Humpbacks. Using current satellite tracks of southern Humpback migrations, this model maps the effects of displaced Toothfish fisheries, and suggests further conservations efforts, based on New Zealand’s Precautionary Approach, to protect these vulnerable whales.

Bear Lodge/Devils Tower National Monument, a spectacular rock formation in northeastern Wyoming, has a multiplicity of meanings, not all of which were fully acknowledged until the 1990s. It is widely known as a geologic wonder, the first national monument, a marker of local and pioneer heritage, and a premier rock climbing area. In the 1980s and ‘90s, however, the National Park Service began to acknowledge that the Tower also holds cultural and historical meaning for the Northern Plains tribes, dating back long before the colonization of the American West. This thesis explores the ways in which the environmental justice movement, which is in opposition to environmental racism, and the Black Lives Matter movement, which is in opposition to police brutality and other forms of racism, are part of the same struggle: a struggle against the neoliberal violence of the state. This thesis investigates the role Christian communities in the United States play in eco-justice work. Eco-justice is the recognition that human rights and environmental rights are indivisible. Christianity had a deep impact on Western culture in Europe during the Medieval, Renaissance, and Enlightenment periods. Evangelizing and carrying out God’s will were used repeatedly as justification for the colonial escapades of European powers. The notion of a Covenant with God permeated American culture and influenced the identity of the nation and of American environmentalism. In California, voters frequently face ballot propositions dealing directly or indirectly with environmental protection. Records of these votes provide powerful evidence of the character of voters’ demand and willingness-to-pay for environmental public goods (e.g., air quality, watershed ecosystem services, parks and recreation), and have been used in past environmental econometrics research to produce aggregated income and price effect estimates. Using neighborhood-level voting records on seven environmental-related ballot propositions in California between 2002 and 2010, this econometric study investigates the nature of voters’ demand for environmental public goods, focusing on the effect of household income on pro-environment voting. Two significant pieces of legislation in California have mandated that cities and counties must reduce their waste streams. Assembly Bill 341 establishes that California must divert 75% of its waste from landfills by the year 2020. The first bill that included composting, Assembly Bill 1826, was passed in 2014 and requires that commercial users enact composting beginning in 2016. These initiatives have led cities and counties to seek ways of implementing composting programs. Public transportation plays an integral part in a city's development, but transportation professionals disagree about whether it is feasible to increase the capacity of public transportation systems at a reasonable cost; and if it is, how. This study develops an agent based model that aims to answer this question and provide a framework to compare the effects of improvements in different aspects of the public transportation service. The results of this study show that it is possible to increase ridership enough to compensate for the increased operational cost, but only in certain circumstances. Progressive religious leaders are playing an increasingly important role in the effort to combat climate change. Through a combination of unstructured in-depth interviews and primary source analysis, this thesis highlights nine U.S. religious leaders from various denominations of Christianity, Judaism and Islam who are actively involved in working on climate issues. Drawing on literature in social movement theory, I explore how clergy are uniquely influential in climate issues because of the organizational advantage and moral authority they hold through their positions as religious leaders, granting them the ability to highlight social justice implications of climate change with distinctive legitimacy. Through studying the intersections of sanitation and segregation in Brooklyn, New York in the post-WWII era, this thesis reveals a web of willful white negligence that constructed a narrative that supports continued environmental injustices towards black Americans. As a result of housing discrimination, the lack of sanitation, and the political and social climate of the 1950s, black neighborhoods in Brooklyn became dirtier with abandoned garbage. Institutional anti-black racism not only permitted and supported the degradation of black neighborhoods, but also created an association between black Americans and trash. As an increasing number of homeowners decide to take advantage of distributed renewable resources such as rooftop solar, we may need to rethink the current regulatory paradigm and governance structure of the electric market. This thesis examines the shortcomings of current net metering programs in California. This thesis utilizes a lens of environmental justice to analyze the history of Portland, Oregon and the formation of the Albina neighborhood in North Portland to understand how this community became a space of environmental inequality. Portland has been a leader in sustainable development, and yet, even with its successes, the city either been unable or unwilling to address the disproportionate impacts of environmental hazardss on low-income and communities of color in Albina.
