For many individuals incarcerated in New York, the initial step toward freedom begins with an interview with the Board of Parole. This process, however, is frequently a complex and challenging one, characterized by repeated denials and extended incarcerations. The disparity in outcomes – where one individual may receive over 20 denials and another is granted parole on their first attempt – highlights the ambiguity and inconsistency in the parole decision-making process. This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). This dissertation investigates the underexplored relationship between character epistemology and its potential to explain behavior, decision-making, and culture within the criminal justice system, particularly the police. Building on the existing theoretical framework of evidence-based policing (EBP) and the recognized gap in understanding police receptivity to science, this study hypothesized that intellectual character at personal and collective levels positively correlates with science receptivity.

Epistemic character was defined through the aggregation of four traits: open-mindedness, defensiveness, insouciance, and groupthink. Science receptivity was measured by openness to change, desire to learn, reliance on intuition, and mistrust of science. Data were collected through surveys …

Over the past few decades, the largely hidden, secretive, and widely used system of plea bargaining has caught the fervent attention of scholars. The Shadow of the Trial model has been central to much of the plea-bargaining literature, despite significant critiques about its oversimplification. The model posits that defendants and their attorneys make plea decisions based largely on the estimated probability of conviction and the severity of the sentence to which the defendant could be exposed at trial.

The goal of this project was to perform a validation and a method development for an Agilent 7890 Gas Chromatograph connected to a Thermo iS50 Fourier Transform Infrared Spectrophotometer in order to put the instrument into functional and operational use. Both instruments are connected via an interface allowing for simultaneous analysis of a sample. A custom-made in-house library was created in order to search and compare to future unknown case samples. Whether the imposition of monetary sanctions is related to juvenile recidivism is explored overall and across race and ethnicity. Leveraging a statewide sample, logistic regression was used to predict fees and restitution assignment based on youth/case characteristics, hierarchical linear and logistic random-effects regression examined the association between neighborhood characteristics with fees and restitution, and propensity score matching examined whether fees and/or restitution are related to reoffending. No race/ethnic differences were found in the proportion of youth receiving court fees, yet when fees were administered both black and Hispanic youth received higher fees. Purpose: Current evidence suggests volatile temperatures are becoming more common because of climate change and can be expected to become even more frequent in the future. By focusing on recent temperature variability, we attempt to estimate one important dimension of the impact of climate change on violent crime. We also explore whether sudden upward temperature anomalies have stronger positive impacts on violent crime in the coldest months of the year, as routine activities are likely to change more drastically during this period.

Bullets can be broadly differentiated into jacketed and unjacketed groups. Jacketed ammunition can be further broken down based on the bullet’s design, one of which is hollow points. This research examines a representative brand of jacketed hollow point bullets used in a common caliber cartridge, the 9mm Luger. A jacketed hollow point bullet is designed to expand when it encounters a viscous medium such as tissue. This study attempted to correlate individual biological characteristics to the amount of DNA recovered from a person’s hands (representative of shedding propensity). We used adhesive D-Squame tape to collect DNA from the fingers of more than 100 volunteers with and without controlled activity after handwashing. Two no-activity samples were taken after 30 min from the non-dominant hand and two samples from the dominant hand were collected after 60 min of controlled activity. In forensic science, DNA extraction can be a tedious and resource-intensive process. Extraction with Proteinase K is an industry standard but has its drawbacks, such as requiring multiple ionic detergents and washing steps. MicroGEM has developed a new enzyme called forensicGEM that is temperature-dependent and compatible with mesophilic enzymes, offering complete DNA extraction in about 20 minutes in a single tube, limiting contamination, loss of sample, and working time. Neoliberalism, an economic philosophy expressed by market deregulation, privatization, and the retrenchment of social supports, has been offered as an explanation for increases in cross-national punitiveness. While the implementation of risk assessment has expanded, the extent to which there are different trajectories of risk/protective factors among adjudicated youth during supervision in the community remains unanswered. The goal of the current study is to identify the distinct trajectories in dynamic risk and protective factors among youth on probation and assess whether different patterns in risk over time are associated with continued offending.

Previous research has examined negative public perceptions and attitudes towards sex offenders and, in turn, how sex offenders are punished. The present study aims to build on previous research by examining whether perceptions of sex offenders are impacted by the offender’s relationship to the victim, and how victim perpetrator relationship may impact sentencing. Survey data from n=119 participants was examined. Participants were randomly assigned to one of three relationship conditions (i.e., stranger, acquaintance, or spouse) which was manipulated within a mock article vignette describing a rape incident. This research uses quasi-experimental, matched sampling to examine the school-to-prison pipeline for students with disabilities using data from the National Longitudinal Study of Adolescent to Adult Health. This study presents novel insights into an at-risk group that has faced disproportionate rates of school discipline and incarceration. The study finds school suspension to be associated with future involvement in the criminal legal system and lower educational attainment. Disability was not found to mediate the relationship between suspension and future involvement in the criminal legal system or the relationship between suspension and academic outcomes. This study investigates the impact of New York’s 2020 Bail Reforms on racial and ethnic disparities in pretrial outcomes for New York State. 2019, 2020, and 2021 arraignment data from the Office of Court Administration Pretrial Release Datasets are used to determine whether racial and ethnic disparities for White Non Hispanic, Black Non Hispanic, Hispanic, and other race defendants narrowed after the implementation of the new law. The results from descriptive analysis, binary logistic regressions, and ANOVA tests suggest that racial-ethnic disparities have not abated, even though the proportion of defendants required to pay cash bail has sharply declined among …

This project serves to provide additional information on the prevalence of non-self DNA on the exposed skin locations specifically the inner upper arm, the nape area of the neck and the neck area just below the ear, where current literature is lacking. Skin tape lifts from these locations were collected from 15 male participants and 13 female participants once a week over a period of three weeks. Only single source profiles were obtained from six volunteers. The federal government provides rental subsidies for many low-income renters through government programs.
