Rare earth elements (REE) contain unique chemical physical properties such as lanthamum, are found in small concentrations, need extensive precise properties to separate, and are critical components of modern technologies such as laser guidance systems, personal electronics such as IPhones, satellites, and military weapons systems as varied as Virginia-class fast attack submarines, DDG-51 Aegis destroyers, the F-35 Joint Strike Fighter, and precision guided munitions. The U.S. has some rare earth resources, but is heavily dependent on access to them from countries as varied as Afghanistan, Bolivia, and China. Abstract

Background: Gun violence is a pressing public health issue in the United States. Homicide is the second-leading cause of death for 15 to 24 year-old Americans, and the third-leading cause of death for 25 to 34 year-old Americans, and 80% of these homicides are committed via firearm. In recent years, the field of criminology has studied the efficacy of a variety of policing, public health, and public policy interventions that aim to reduce the incidence of gun violence, but many of their findings have yet to be incorporated into the body of nursing literature.

Nearly every state in the US imposes some form of limitation on local fiscal decisions – typically property taxes. The effects of tax and expenditure limitations (TELs) on fiscal outcomes have received significant attention by scholars, particularly since passage of California’s Proposition 13. The impact of TELs, however, remains an open empirical question, particularly at the municipal level. Do municipal governments with varying types of TELs, changing TEL structures, or no TELs experience different fiscal outcomes?
