Federal Forfeiture: Law, Policy And Practice, Greg Warchol, Dennis Payne, Brian Johnson

The purpose of this research is to first describe the origins and current state of federal asset forfeiture law, then examine of how property seized under the forfeiture laws for drug law violations is proceeded against by the federal government. The methodology, which is primarily exploratory, utilizes both qualitative and quantitative data. A sample of over 6000 federal administrative and judicial drug forfeiture cases are described and analyzed to construct a profile of the federal government's use of this policy. Findings raise questions about the use of forfeiture and the government's intent. Implications and suggestions for future research are included.

The conventional wisdom about negative political advertisements holds that no one likes them, but they work, that is, they have the consequences their sponsors intend. Moreover, many analysts have expressed concern over the detrimental effects of such negativism on the American political system. We examine the accuracy of the conventional wisdom and the legitimacy of the fears about the consequences for the political system via meta-analysis, a systematic, quantitative review of the literature. Radiocarbon Chronology And Δ13c Analysis Of Mid-To Late-Holocene Aeolian Environments, Guadalupe Mountains National Park, Texas, Usa, David Wilkins, Donald Currey

The Red Dunes of Guadalupe Mountains National Park are quartzose sand sheets and dunes stabilized by sparse plant cover. Stratigraphy, radiocarbon dating, and δ13C analysis were examined in two of the larger arroyos for correlating evidence of aeolian deposition, which in this basin is taken as an indication of arid conditions. Four quartz-sand lithostratigraphic units, representing intervals of aeolian activity, are identified. Radiocarbon dates provide constraint on the timing of the three youngest quartz-sand units. A mid-Holocene aeolian interval, represented by a single radiocarbon date of 6350± 70 BP, is interpreted as transitional to an altithermal regime. A neopluvial period, …

Individual Differences In Multiple Dimensions Of Aggression: A Univariate And Multivariate Genetic Analysis, Philip Vernon, Julie Mccarthy, Andrew Johnson, Kerry Jang, Julie Harris

Previous behaviour genetic studies of aggression have yielded inconsistent results: reported heritabilities for different types of aggressive behaviour ranging from 0 to 0.98. In the present study, 247 adult twin pairs (183 MZ pairs; 64 same-sex DZ pairs) were administered seven self-report questionnaires which yielded 18 measures of aggression. Univariate genetic analyses showed moderate to high heritabilities for 14 of these 18 measures and for a general aggression factor and three correlated aggression factors extracted from the measures. Multivariate genetic analyses showed sizeable genetic correlations between the different dimensions of aggression. Thus, individual differences in many types of aggressive behaviour …

The contracting out of routine services and some sensitive functions has grown rapidly at every level of government in the United States. It not only has become a new method for human resource managers to provide needed public services, but it also poses new challenges for personnel management and for the training responsibilities of future public administrators. Photographs shape not only what we remember but also how we remember. Picturing the Past explores the relations between photojournalism and history. Its contributors discuss dramatic changes in the American press's coverage of presidential death from McKinley through Kennedy and the curious distillation of enormous collections of photographs taken during cataclysmic events such as the Civil War and the Holocaust into a handful of images that have become cultural icons. This article looks at a US Supreme Court case, Hurley v GLIB (1995), to consider the United States Constitution’s First Amendment both as a tool and as a site for contesting hegemonic ideas about sexuality. In Hurley, the Court allowed Boston St Patrick’s-Evacuation Day Parade organizers to exclude a group of openly gay Irish-Americans (and their supporters) who wished to march in the annual parade. The parade organizers maintained that they were not excluding the gay group as such, but rather the pro-gay message. The Court accepted this argument, ostensibly on First Amendment grounds. This paper examines two different passive formations in Malagasy. Although one passive appears to promote certain types of adjuncts, it is shown that these adjuncts can appear in an NP argument position. Passive in Malagasy is thus argued to uniquely promote NP arguments to subject position.

This article examines the Caroline case, which articulates when one state can lawfully use force in the territory of another state in peacetime against another state that has been unable or unwilling to prevent its territory from being used to harm the state taking action. This article examines the strategies initiated by the Economic Community of West African States (ECOWAS) to elicit compliance with its disarmament policies from belligerents in Liberia's 1989–96 civil conflict. I propose to tackle the task within a linked and holistic four‐fold approach. First, I situate ECOWAS's intervention in Liberia from 1990 to 1997 within the changing context of international perceptions of multilateral organisation involvement in civil wars.
