Federal Forfeiture: Law, Policy And Practice, Greg Warchol, Dennis Payne, Brian Johnson

The purpose of this research is to first describe the origins and current state of federal asset forfeiture law, then examine of how property seized under the forfeiture laws for drug law violations is proceeded against by the federal government. The methodology, which is primarily exploratory, utilizes both qualitative and quantitative data. A sample of over 6000 federal administrative and judicial drug forfeiture cases are described and analyzed to construct a profile of the federal government's use of this policy. Findings raise questions about the use of forfeiture and the government's intent. Implications and suggestions for future research are included.

The conventional wisdom about negative political advertisements holds that no one likes them, but they work, that is, they have the consequences their sponsors intend. Moreover, many analysts have expressed concern over the detrimental effects of such negativism on the American political system. We examine the accuracy of the conventional wisdom and the legitimacy of the fears about the consequences for the political system via meta-analysis, a systematic, quantitative review of the literature. Can sustainable economic development be achieved without strong environmental protections? Bringing together theoretical issues in development economics and a wide range of empirical evidence, this book examines this question and explores ways that environmental sustainability has been—and might be—incorporated into existing theories of economic development. Protection of the environment is an essential part of development, and the best chance for achieving long-term sustainable development is to systematically incorporate environmental issues into key aspects of economic development paradigms. Radiocarbon Chronology And Δ13c Analysis Of Mid-To Late-Holocene Aeolian Environments, Guadalupe Mountains National Park, Texas, Usa, David Wilkins, Donald Currey

The Red Dunes of Guadalupe Mountains National Park are quartzose sand sheets and dunes stabilized by sparse plant cover. Stratigraphy, radiocarbon dating, and δ13C analysis were examined in two of the larger arroyos for correlating evidence of aeolian deposition, which in this basin is taken as an indication of arid conditions. Four quartz-sand lithostratigraphic units, representing intervals of aeolian activity, are identified. Radiocarbon dates provide constraint on the timing of the three youngest quartz-sand units. A mid-Holocene aeolian interval, represented by a single radiocarbon date of 6350± 70 BP, is interpreted as transitional to an altithermal regime. A neopluvial period, …

Individual Differences In Multiple Dimensions Of Aggression: A Univariate And Multivariate Genetic Analysis, Philip Vernon, Julie Mccarthy, Andrew Johnson, Kerry Jang, Julie Harris

Previous behaviour genetic studies of aggression have yielded inconsistent results: reported heritabilities for different types of aggressive behaviour ranging from 0 to 0.98. In the present study, 247 adult twin pairs (183 MZ pairs; 64 same-sex DZ pairs) were administered seven self-report questionnaires which yielded 18 measures of aggression. Univariate genetic analyses showed moderate to high heritabilities for 14 of these 18 measures and for a general aggression factor and three correlated aggression factors extracted from the measures. Multivariate genetic analyses showed sizeable genetic correlations between the different dimensions of aggression. Thus, individual differences in many types of aggressive behaviour …

This article looks at a US Supreme Court case, Hurley v GLIB (1995), to consider the United States Constitution’s First Amendment both as a tool and as a site for contesting hegemonic ideas about sexuality. In Hurley, the Court allowed Boston St Patrick’s-Evacuation Day Parade organizers to exclude a group of openly gay Irish-Americans (and their supporters) who wished to march in the annual parade. The parade organizers maintained that they were not excluding the gay group as such, but rather the pro-gay message. The Court accepted this argument, ostensibly on First Amendment grounds. The Legitimation Of Capitalism In The Postcommunist Transition: Public Opinion About Market Justice, 1991-1996, James Kluegel, David Mason, Bernd Wegener

This paper examines change in economic justice attitudes in five former communist states (Bulgaria, the Czech Republic, eastern Germany, Hungary, and Russia), using data from opinion surveys conducted in 1991 and 1996. We examine the implications of theory and research concerning the popular legitimation of western capitalism for change in support for 'market justice' beliefs and norms among postcommunist publics. Our analyses show: first, that in the Czech Republic and eastern Germany, public opinion is moving closer to market justice as found in western capitalism, but socialist justice remains strong or is increasing in the other three countries; secondly, that …

This article examines the strategies initiated by the Economic Community of West African States (ECOWAS) to elicit compliance with its disarmament policies from belligerents in Liberia's 1989–96 civil conflict. I propose to tackle the task within a linked and holistic four‐fold approach.
