The 'eGovernance' hype around the potential of mobile phone and geoweb technologies for enhancing 'good governance' is soaring. In East Africa, the extensive use of mobile telephony adds to the imagined promises of ICT. We reflect on the assumptions made by the proponents of such tools, using our own action research project as an example. We took great care to consider context in the development of software for enhancing empowerment and accountability in rural water supply in Tanzania. A plethora of institutional forms has emerged whose remit is to link climate change science to policy-making. These can be understood as boundary organisations where science and politics meet and intertwine. This article examines the role of boundary organisations in the production and social status of climate change knowledge. A multi-level conceptual model is outlined which demonstrates how context is crucial to understanding the operation and impact of boundary organisations. Post-normal science (PNS) is presented by its proponents as a new way of doing science that deals with uncertainties, value diversity or antagonism, and high decision stakes and urgency, with the ultimate goal of remedying the pathologies of the global industrial system for which, according to Funtowicz and Ravetz (1993, 739) existing science forms the basis. We critically examine whether PNS can fulfil this claim in the light of empirical and theoretical work on politics and policymaking. We credit PNS as innovative frontrunner in raising important issues regarding the limited problem-solving capacity of ‘normal science’ and ‘professional consultancy’. Yet, we …

This chapter is about a new agenda for inquiry into the relationships between science and public policy. So far, most research has conceptualised this relationship in terms of knowledge utilisation and downstream impact on the policy process. However, this leads to over-instrumentalisation and serious attenuation of expert advice. Therefore, I propose a new perspective: interaction through boundary work, a concept expressing how expert advice simultaneously demarcates and coordinates science and public policy.
