The thesis aims to examine the effect of monetary policies and fiscal policies on public debt in Egypt during the period from 2006 until 2021. Egypt is witnessing aggravated levels of debt, with limited fiscal and monetary space. Therefore, the objective of the paper is to analyze the effect of discount rates, inflation rates, subsidies, taxes and economic growth on debt-to-GDP in Egypt using a VAR model with an extended test of Impulse Response Function. The results suggest that a positive shock in government expenditures initially decreases public debt but leads to a fluctuating increase in the debt-to-GDP ratio in …

This exploratory study elicits NGO perceptions regarding Egypt’s Ministry of Education and Technical Education’s (MOETE) reform efforts, their interest in participating in education reform and policy advocacy, and their existing relationship with the ministry. Drawing on the findings from semi-structured, in-depth interviews with 13 representatives of education NGOs based in Cairo and Giza, this thesis takes a qualitative approach toward answering the following research question: How do NGOs targeting K-12 youth perceive their role in shaping education reform in Egypt? The US public defense system is underfunded, understaffed, and underdelivering on the Constitutional promises of the 6^th Amendment, the right to a fair and speedy trial. This state of our public defense system results in monstrous impacts for indigent defendants nationwide. Through indefinite delays in litigation, being abandoned in jail while sitting on waiting lists for public defenders, and being outright denied representation, indigent defendants are deprived of their rights. This undergraduate research thesis aims to explore the relationship between public institutions of higher education and the operational policies of their university food pantries. The increasing rates of nontraditional students entering public universities correlate to an increasing population of students facing food insecurity, placing strain on institutional interventions, especially university food pantries (National Center for Education Statistics, 2015; Nazmi et al., 2019, p.2). However, it is unclear how resiliency develops. This study contributes by testing whether a health system’s experience with a health emergency and significant interventions impacts the response to a novel crisis. This paper evaluates U.S. policies regarding Indigenous land and water rights in the context of changing global climate conditions and a societal shift towards reparative justice models. Theories from the literature on Indigenous sovereignty and environmental protection at large, as well as the literature on reparative justice and post-colonial theory, are combined with case studies of environmental personhood in Ecuador and New Zealand to examine how a policy model could be created for the U.S. that strengthens Indigenous rights. The COVID-19 lockdown has had an unprecedented impact on people in various ways. This study evaluates the effect of lockdown repeal from both marketing and public-policy perspectives. Combining the Bayesian multilevel model with the difference-in-differences design, we find that a lockdown repeal has had a negative impact on socialization. Furthermore, the results show that those who have a low level of risk perception are less affected by lockdown repeal. Also, the negative effect of lockdown repeal varies depending on past socialization behaviors; that is, the lockdown-repeal effect is attenuated for those who socialized more than others in the past. Although the public policy literature has traditionally focused on public sector agencies’ roles in the policy implementation process, private sector managers who oversee regulatory mandates for their organizations are also policy actors. These actors operate between multiple conflicting field-level institutional logics that create demands that they must reconcile through their work. There has been more than a five-fold increase in the number of life sentences in the United States over the past four decades. One in seven prisoners in the United States is serving a life (or virtual) life sentence. This amounts to over 200,000 prisoners. The increase has occurred against the backdrop of near universal condemnation by scholars and public policy advocates – many of whom are now advocating for the abolition of life sentences. During the 2022 meeting of the Kentucky General Assembly, gambling interests in the state had both triumphs and setbacks. An attempt to raise taxes on revenues earned by specialty slot machines (historical horse racing machines, or HHR machines) was turned back, yet an attempt to legalize sports gambling on sports such as the NFL, NBA, NCAA, etc., was also turned back. Lotteries, charitable gaming, and pari-mutuel wagering on horse racing have been legal in the state for some time, and HHR machines were made fully legal after state laws were re-written in 2021 to have them comply with the state …

During 2008 to 2011, a multi-year influenza pandemic study (ASIAFLUCAP) took place in six Southeast Asian countries: Thailand, Indonesia, Vietnam, Taiwan, Cambodia, and Laos, to analyze their healthcare system capacities and determine appropriate policy recommendations in order that they might be better equipped for future influenza pandemics. This research expands upon that project to see if the countries that implemented higher numbers of ASIAFLUCAP policy recommendations prior to or in the SARS-CoV-2 pandemic fared better than those countries which did implemented fewer recommendations. It finds that results are mixed across the sample, with no clear association between a country’s adoption …

FISCAL TRANSPARENCY AND FISCAL OUTCOMES: IS THERE A CONNECTION?

This dissertation answers whether a connection exists between an American State Government’s (ASG’s) level of fiscal transparency and attainment of improved fiscal outcomes. Improved fiscal transparency is normatively positive and expected to be rewarded by bond rating agencies with better ratings resulting in lower borrowing costs. Likewise, improved fiscal transparency is expected to lead to lower levels of debt. Yet, no empirical evidence exists to bolster such assertions.

This case study explored the impact that food justice advocates had on creating and implementing public policy to provide access to adequate, healthy, and culturally appropriate food for the residents of New Haven, Connecticut. The problem the case study explored is in 2020 food insecurity affected 22% of the residents of New Haven, more than twice the national average. This qualitative case study used grounded theory to analyze the experiences of 31 food justice advocates that were members of a coalition of researchers, food service providers, non-profit agencies, grassroot organizations, and residents tasked with improving the city’s emergency food system. …
