The purpose of this publication is to present a history of Agricultural Education at the secondary school level in Nebraska. Attention is called to efforts of the State of Nebraska to implement instruction at the secondary level prior to the beginning of and during the early years of the twentieth century. These efforts laid the foundation for the State to be readily acceptable to vocational agriculture programs made possible by the passage of the Smith-Hughes Act by the Congress of the United States in 1917.The author has been a part of the Vocational Agricultural Program in Nebraska since 1938. In many respects the sixteenth century in England marks the beginning of a definite acceleration toward modern humanitarianism. It was an era characterized by the slow decline and definite disappearance of all aspects of manorial society. The progressive changes in institutions and the way of thinking reciprocally aided each other, hastening the rise of a new, more humane society. The reforms, at first hesitant and cautious, were by the end of the century confident and deliberate.

The basis for this Senior Scholar paper is the secondary power of atomic energy- its interweaving effects in government policy and in the attitudes of the government and society toward the scientist. Throughout the paper I have presented a picture of the meaning of science, the scientific personality, the changes in science which are linked with social and governmental changes, and the clash of the government with science, as exemplified by the security hearing of the leading atomic scientist J. For a period of twenty years beginning in 1918 when the writer became Superintendent of the Stockton Playground Department, annual reports of its major activities and accomplishments were made and submitted to the Mayor and later the City Manager for their information. They helped in securing the next budget. Throughout the thirty years of service additional reports of activities and improvements in facilities were kept on file in the office of the department for the information of its officers and a permanent record.
