Details of this accident have been withheld by the demining NGO that employed the Victim. A spreadsheet including the Victim’s name and very brief details of the accident was made available in 2007. Some details can be inferred from the information released. For example, the limited injury implies that the victim’s PPE was being worn in the correct manner.

Twenty-five percent of the U.S. population is black, Hispanic, or Native American, whereas only 6.1 percent of the nation’s physicians come from these backgrounds. Students from these minority groups simply don’t get into medical school as often as their majority peers, which results in a scarcity of minority physicians. This inequity translates into suffering and death, as documented by the Institute of Medicine. Poorer health outcomes in minority populations have been linked to lack of access to care, lower rates of therapeutic procedures, and language barriers. Since physicians from minority groups practice disproportionately in minority communities, they are an important …

The Social And Economic Costs Of Employee Misclassification In Construction [Massachusetts Report], Françoise Carré, Randall Wilson
The Social And Economic Costs Of Employee Misclassification In Construction [Massachusetts Report], Françoise Carré, Randall Wilson
Center for Social Policy Publications
With this study, a cross disciplinary team of the Center for Construction Policy Research has taken a first and significant step in documenting employee misclassification in the Massachusetts construction industry. This report documents the dimensions of misclassification and its implications for tax collection and worker compensation insurance.
Misclassification occurs when employers treat workers who would otherwise be waged or salaried employees as independent contractors (self employed). Or as one report commissioned by the U.S. Department of Labor put it, misclassification occurs “when workers (who should be) getting W-2 forms for income tax filing instead receive 1099- Miscellaneous Income forms.”

United States Antitrust Policy In An Age Of Ip Expansion, Herbert J. Hovenkamp
United States Antitrust Policy In An Age Of Ip Expansion, Herbert J. Hovenkamp
All Faculty Scholarship
The idea that there is a tension between antitrust and the intellectual property laws is readily exaggerated. The tension that exists results mainly from our uncertainty about the optimal amount and scope of IP protection. In general, antitrust draws clearer lines than intellectual property law does, although one should not push the point too far. Antitrust policy as manifested in the courts has achieved a fair amount of consensus today. By contrast, deep uncertainty remains about fundamental questions concerning the socially optimal outcome of IP disputes. In addition, while the antitrust statutes are for the most part public regarding provisions …

Nebraska Hospital Preparedness For Psychological Consequences Of Public Health Emergencies (Survey Results Summary), Denise Bulling
Nebraska Hospital Preparedness For Psychological Consequences Of Public Health Emergencies (Survey Results Summary), Denise Bulling
University of Nebraska Public Policy Center: Publications
The University of Nebraska Public Policy Center recently surveyed hospitals across Nebraska to evaluate behavioral health readiness in the event of a disaster, act of terrorism (including bioterrorism) or other mass-casualty incident. The survey also asked about hospitals’ ability to effectively coordinate with other emergency service providers, such as law enforcement, in the event of a critical incident.
Behavioral health readiness refers to a hospital’s capacity to effectively manage and respond to the psychological needs of patients, staff, and their families resulting from a large scale event or emergency. In many hospitals in Nebraska this capacity is not maintained internally …

Judicial Nominees: Defining The Terms Of Senate Debates, Gary L. Mcdowell
Judicial Nominees: Defining The Terms Of Senate Debates, Gary L. Mcdowell
Jepson School of Leadership Studies articles, book chapters and other publications
Since roughly the beginning of the Reagan administration the left wing of the Democratic senatorial cohort has enjoyed remarkable success in disparaging Republican nominees to the federal judiciary as mere "conservatives". Its argument has been that those nominees would decide cases on everything from abortion to economic regulation on the basis of their "conservative" policy preferences. Sadly, as a general rule, the conservatives have allowed the Democrats to get away with this distortion.
The Adaptiveness Of Punishing Behavior: A Baseline Study, Levente Littvay
The Adaptiveness Of Punishing Behavior: A Baseline Study, Levente Littvay
Department of Political Science: Dissertations, Theses, and Student Research
This study sheds light on the current patterns of punishing behavior. Experimental work with ultimatum bargaining shows that individuals have a high sensitivity to fairness, and when taken advantage of, are willing to endure costs to punish deviant behavior. Third party observers of the unfair behavior asked to represent ultimatum recipients are more hesitant to engage in such punishment. This becomes ever more puzzling when we consider individuals’ high value of their own reputation in similar settings. This leaves both rational choice modelers and political psychologists puzzled. This study presents the baseline model for a research agenda proposing a multi-agent …

Public Opinion About Measuring And Reporting Of Student Body Mass Index, Sarah C. Mckenzie, Gary W. Ritter
Public Opinion About Measuring And Reporting Of Student Body Mass Index, Sarah C. Mckenzie, Gary W. Ritter
Policy Briefs
In response to growing public concern about childhood obesity, the 2003 Arkansas General Assembly passed a measure requiring that school officials measure and report to parents each student’s body mass index (BMI) annually (§20-7- 135). Beginning in the 2003-2004 school year, schools were required to do the following: • include as a part of a student health report to parents an annual body mass index percentile by age for each student; and • to annually provide parents with an explanation of the possible health effects of body mass index, nutrition, and physical activity. This measure was one element of a …
Legislating The Family: Heterosexist Bias In Social Welfare Policy Frameworks, Amy Lind
Legislating The Family: Heterosexist Bias In Social Welfare Policy Frameworks, Amy Lind
The Journal of Sociology & Social Welfare
This article addresses the effects of heterosexist bias in social welfare policy frameworks on lesbian, gay, bisexual and transgender (LGBT) individuals and families in the United States. It discusses the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), the Defense of Marriage Act (DOMA), federal definitions of family and household, and stereotypes about LGBT individuals. It argues that poor LGBT individuals and families lack full citizen rights and access to needed social services as a result of these explicit and implicit biases.

Integrating Hiv Prevention Services Into The Clinical Care Setting In Medicaid And Ryan White Care Act Programs: Legal, Financial, And Organizational Issues, John Palen, Jeffrey Levi, Sara E. Wilensky, Jennifer Kates
Health Policy and Management Faculty Publications
This policy brief examines the structural-level opportunities and challenges associated with the delivery of HIV prevention services in or closely linked to the clinical care setting. It focuses on two of the major public programs for HIV care in the U.S: Medicaid, the nation's major public health program for low-income Americans, and the largest source of public financing for HIV/AIDS care in the U.S.; and the Ryan White CARE Act, the nation's only HIV-specific care and support services grant program which operates as the payer of last resort at the state and local level. Together, these programs provide care and …

A Study Of Education Reform In Texas: State Mandated Testing Results, Effects, And The University Of Texas-Pan American, Monica M. Trevino
Theses and Dissertations - UTB/UTPA
The study will use scores on TASP, and ACT as predictors of first year college success. First year college success will be measured by first-year year college grade point average and number of class hours dropped. We expect to find a high correlation between standardized test scores and college success. In order to continue yearly state test administration efforts, data needs to be found supporting that these efforts are sufficient. If this evidence is not present, then state mandated achievement testing needs to be reconsidered for use as a requirement for receipt of a high school diploma, school accountability, and …

The Relationship Between Locus Of Control And Nutrition Health Status Among Adult Wic Participants, Damita Jo Zweiback
The Relationship Between Locus Of Control And Nutrition Health Status Among Adult Wic Participants, Damita Jo Zweiback
Dissertations
The purpose of this study is to examine the relationship between locus of control orientation and the nutrition health status of adult WIC participants in Michigan. The locus of control variable is defined as the degree to which an individual perceives reinforcement or outcomes as contingent upon his or her own behavior. It ranges from internal to external. Internal locus of control is the individual's belief that s/he is an actor and can determine one's fate within limits. External locus of control is the person's belief that s/he is controlled by forces outside of one's self (Lefcourt, 1976; Koger, 1999). …
Leadership Competency Needs Of U.S. Campus Law Enforcement Administrators, John Nathaniel Vinson
Leadership Competency Needs Of U.S. Campus Law Enforcement Administrators, John Nathaniel Vinson
Dissertations
College campus police administrators operate in a complex administrative environment that produces difficult leadership challenges. In order to manage these challenges, police administrators need to possess certain leadership competencies. This study fills a gap in the academic literature by examining the perceptions of campus law enforcement administrators in the United States as to the kinds of leadership challenges they face, and the nature of the leadership competencies needed to manage these challenges. A nationwide survey of college campus police administrators at four-year colleges and universities was conducted to (1) explore their perceptions regarding the major leadership challenges they currently face, …
U.S. Policy Toward Iraq Within The Context Of Complexity Theories, Alexander Rayssan Dawoody
U.S. Policy Toward Iraq Within The Context Of Complexity Theories, Alexander Rayssan Dawoody
Dissertations
This research investigates the trajectory of the U.S. policy toward Iraq and the factors that went in the making of its phase shifts. The research is qualitative in nature, uses official governmental documents, articles, books, focus groups and one-on-one interviews in order to answer three questions: How does a linear observation interpret the U.S. policy toward Iraq? How do the new sciences of complexity interpret the U.S. policy toward Iraq? How does a linear observation of the U.S. policy toward Iraq contrast and compare with that of a complex analysis? The language of the research is metaphorical. Its analytical model, …
