At the time of the accident, Victim No.1 was excavating a detector reading. Victim No.2 was the detector man and had paused on his return to the safe area because he felt unwell and so had not left the vicinity when the mine initiated. Victim No.1 was excavating with a "trowel" [a locally made excavating tool] (after prodding) when (at 10:40) he initiated a mine. He had been a deminer for 13 months.

On the morning of the accident the victim was working as a prodder man on an upward incline of 30o. The detector man got a reading, marked it and called to the victim to investigate. As the victim was excavating he saw a white metal tube about the size of a finger but did not recognise what it was. He continued to prod around it and he initiated the mine with the tip of his prodder

Cost-Benefit Analysis Of Physician Assistants, Roderick Stanton Hooker Dec 1998

Cost-Benefit Analysis Of Physician Assistants, Roderick Stanton Hooker

Dissertations and Theses

This study examined if physician assistants (PAs) are cost-beneficial to employers. In an era of cost accountability, questions arise about whether a visit to a PA for an episode of care differs from a visit to a physician, and if PAs erode their cost-effectiveness by the manner in which they manage patients.

Four common acute medical conditions seen by PAs and physicians within a large health maintenance organization were identified to study. An episode approach was undertaken to identify all laboratory, imaging, medication and provider costs for these diagnoses. Over 12,700 medical office visits were analyzed and assigned to each …

Current Situation And Perceived Needs For Head And Face Protection In Humanitarian Demining, Andy Smith Dec 1998

Current Situation And Perceived Needs For Head And Face Protection In Humanitarian Demining, Andy Smith

The Journal of Conventional Weapons Destruction

The safety equipment used in humanitarian demining in developing countries would be considered inadequate by any Western army engaged in combat demining or explosive ordnance disposal (EOD) work. No set of standards is imposed and the standards that have arisen are surprisingly low. There is no widely accepted need for better protective equipment, but demining organisations do seem to be slowly levelling-up in the equipment that they use. Very few demining groups routinely wear helmets. Those demining groups that are concerned about head protection usually favour a 30cm high full-face visor hanging on a head-harness (or head-frame). The visor provides …

Use Of Imagery And Gis For Humanitarian Demining Management, Sam Samuel, Jack Gentile, Glen Gustafson, Mary Kimsey, Helmut Kraenzle, James Wilson, Stephen Wright

The Journal of Conventional Weapons Destruction

In the fall of 1996, the Center for Geographic Information Science (GIS) at James Madison University became involved in a Department of Defense project, under the auspices of Essex/Star Mountain, Inc. This project evaluated the data needs and data management systems for humanitarian demining in the Third World. In particular, it focused on the information needs of demining in Cambodia and in Bosnia. During the first phase of the project one team of researchers attempted to identify all sources of unclassified country data, image data, and map data. Another team of researchers evaluated commercial off-the-shelf computer software packages for the …

Interview With The Program Manager, Mr. Richard Todd, Of The United Nations (Un) Mine Action Center In Croatia., Dennis Barlow

The Journal of Conventional Weapons Destruction

It is becoming increasingly evident that the functioning of a central coordinating facility is critical to the overall success of a humanitarian demining mission. These mine action centers (MAC) are now proving their worth in several countries. We felt it would be helpful if we highlighted the organization, function, and goals of selected MACs. We wish to point out however, that no one MAC design will be the answer to all mine action missions. Therefore, in this issue we decided to spotlight two very different, but very effective MACs to showcase effective methods, while at the same time illustrating differing …

Group Identity And Individual Autonomy Within Liberal Democracies: In Search Of Guidelines, Marlies Galenkamp Dec 1998

Group Identity And Individual Autonomy Within Liberal Democracies: In Search Of Guidelines, Marlies Galenkamp

Peace and Conflict Studies

Excerpt

As a result of the arrival of migrants and refugees over the last few years, most Western European societies have become multicultural societies. The conceptions of the good and the ways of life of ethnic minorities are sometimes at odds with the dominant ones, for example the so-called hijab-affair or the discussion within the Netherlands on the admissibility of female circumcision. Recently there has been significant coverage in the Dutch media concerning two other issues: the wearing of a turban by a Sikh in the Amstelhotel in Amsterdam in pursuance of his job as a cleaner and the …

A Comprehensive Mapping Of Conflict And Conflict Resolution: A Three Pillar Approach, Dennis J. D. Sandole Dec 1998

A Comprehensive Mapping Of Conflict And Conflict Resolution: A Three Pillar Approach, Dennis J. D. Sandole

Peace and Conflict Studies

Excerpt

As I contemplate the rise worldwide in intrastate (in contrast to interstate) conflicts (see, e.g., van Creveld, 1991 and K. Holsti, 1996), leading to Yugoslavian and Rwandan-type situations, I sense the need to do something about them. As Rousseau has said, "wars occur because there is nothing to prevent them" (cited in Waltz, 1959, p. 232). And quite frankly, there are few, if any, mechanisms worldwide relevant to staving off a future Yugoslavia, Rwanda, and the like (see Lund, 1996): witness the unfolding of the violent Albanian-Serbian conflict in Kosovo into a possible, wider Balkan war (see, e.g., …

Selected Key Issues In The Development And Drafting Of Public Managed Behavioral Health Care Carve-Out Contracts, Joel B. Teitelbaum, Sara J. Rosenbaum, William Burgess, Leilani Decourcy

Health Policy and Management Issue Briefs

The development of managed behavioral health care carve-out contracts covering a discrete subset of benefits available for use by persons with mental health and/or substance abuse disorders poses major challenges for public purchasers. This Issue Brief explores several key issues that arise when drafting such agreements. Many of the issues that arise in the drafting of carve-out agreements will require the public purchaser to resolve basic policy questions well before the drafting of requests for proposals or contracts can proceed.

Conflict, Intervention And The Decline Of The Developing State, Earl Conteh-Morgan Dec 1998

Conflict, Intervention And The Decline Of The Developing State, Earl Conteh-Morgan

Peace and Conflict Studies

The contemporary international system is characterized by change and continuity in fundamental socio-political processes and economic relationships that constitute the foundation on which state and non-state interactions unfold. In particular, post-Cold War fin de siècle international politics, rather than producing a new era of global peace, economic prosperity, and symmetrical interdependence, is instead characterized by a widening scope and intensity of geopolitical fluidity and socio-economic effervescence which tend either to (1) undermine state sovereignty, (2) assail human rights practices, or (3) impel the key actors (great powers and major international organizations) of the international system to adopt a foreign policy …

Social Support's Contribution To Reduced Welfare Dependency: Program Outcomes Of Long Term Welfare Recipients, Frank A. Sansone Dec 1998

Social Support's Contribution To Reduced Welfare Dependency: Program Outcomes Of Long Term Welfare Recipients, Frank A. Sansone

The Journal of Sociology & Social Welfare

Long term welfare recipients participated in a state job training and welfare reform demonstration which provided education, job training, and supportive services via intensive case management. Social support research has focused on stress and physical and psychological health outcomes not welfarejob training and education outcomes. Job training and welfare to work policies and programs have not emphasized providing social supports but the supportive services of transportation and child care. Program outcomes at follow-up included: education and job training certificates, including GEDs with some still studying; jobs; and a 50% reduction in welfare receipt. Results of hierarchical regression analysis suggest a participant's …

An Analysis Of Workplace Violence Incidents In Virginia Community Colleges And The Major Employers, Betsy E. Summerfield Dec 1998

An Analysis Of Workplace Violence Incidents In Virginia Community Colleges And The Major Employers, Betsy E. Summerfield

Electronic Theses and Dissertations

The media during the past ten years has given considerable attention to the workplace violence in factories, service organizations, and the public school systems throughout the United States. This study compared patterns of workplace violence in the 23 member institutions of the Virginia Community College System (VCCS) with the patterns of workplace violence in selected for-profit service and manufacturing employers in Virginia, to determine if workplace violence incidents occurring in the VCCS's member institutions reflect the workplace violence incidents experienced by business and industry within each member institution's service region. Chi-square analysis showed a significant difference in non-violent conflict training …
