This thesis proposes US maritime forces adopt a new strategy of pre-tipping point operations that involve proactive measures to enhance maritime security. At its core is the premise that since the attacks of September 11, 2001, the propensity of efforts in GWOT have focused on defeating terrorist organizations and denying sanctuaries on land, leaving the maritime operating environment open to the next wave of terror attacks.1 With the preponderance of commercial goods shipped through the maritime commons, this critical nexus remains valuable and vulnerable. This study examines collaboration constructs using Gray & Wood's framework of theoretical dimensions of collaboration and two conceptual models found in the literature in an effort to determine which constructs are present in the successful collaborative efforts of the Elizabeth River Project's Team Paradise as they developed the Paradise Creek Restoration Plan. The study used a mixed method approach involving both qualitative (interview and documents) and quantitative (survey) methods to gather data. If what they say is true, that first impressions are always the most important, then the city of Norfolk, Virginia could impress anyone. The Norfolk Botanical Garden began as approximately 30 acres surrounding Mirror Lake, adjacent to the proposed Norfolk Municipal Airport in 1938. Today the Garden consists of 158 acres that include a variety of garden styles, manmade canals, and extensive educational facilities. It serves as the first and last view visitors have of Norfolk. The welfare system in the United States underwent a major overhaul in 1996, transforming Aid to Families with Dependent Children (AFDC) to Temporary Assistance to Needy Families (TANF). Since then, there has been little research conducted on attitudes toward welfare. This is still a topic worth investigating, as poverty and homelessness remain a problem in the United States.

Electromagnetic suspension of Magnetic Levitation Vehicles (Maglev) has been studied for many years as an alternative to wheel-on rail transportation systems. In this work, design and implementation of control systems for a Maglev laboratory experiment and a Maglev vehicle under development at Old Dominion University are described. Both plants are modeled and simulated with consideration of issues associated with system non-linearity, structural flexibility and electromagnetic force modeling.
