A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson

Interdisciplinary Journal of Leadership Studies

This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

Social media has altered emergency communication between local governments and citizens. Studies on social media and natural disasters are expanding. Few studies have explored the crisis of social media use among local government officials. This study investigated how Indonesian leaders use social media. It used data scraping techniques with the Twitter API and the http://tweepy.readthedocs.io/en/v3.5.0/api.html#tweepy-api-twitter-api-wrapper library to collect tweets from each governor's account in Bahasa, Indonesia, between January 1, 2020, and December 31, 2020. Presently the senior deputy general counsel for regulation and government affairs at PNC Fi-nancial Services Group, Kieran Fallon completed a 16-year tenure in the legal division of the Board of Governors of the Federal Reserve System in 2011. As associate general counsel dur-ing the Global Financial Crisis (GFC), he helped design the Federal Reserve’s Commercial Pa-per Funding Facility, restructure American International Group (AIG), and implement the Dodd-Frank Act. Relatedly, Fallon also served as general counsel for the Financial Stability Oversight Board from 2008 to 2011. This Lessons Learned is based on an interview conducted with Fallon on August 13, 2020.

There is an urgent need for funder investments in the ability of grantee nonprofit organizations to support their staff. Such investments, when done well, can yield significant value for individuals, organizations, and fields of work or movements. Furthermore, the value of these investments can be evaluated and communicated.

This article explores the reasons for and implications of the inadequate response by funders, offers a path forward for designing investments in grantee staff, and documents how funders can capture and communicate the value of these “talent investments.”

Mara McNeill was senior counsel to the US Department of the Treasury on the Obama administration’s Automotive Investment Financing Program (AIFP) during the Global Financial Crisis (GFC) of 2007–09. As senior counsel, McNeill was responsible for the department’s $80 billon financing of General Motors, Chrysler, Ally Financial, and Chrysler Financial. Transformational leaders have been shown to influence positive work environments and support the retention of nursing staff. While exemplars have been found in upper-level management, the implementation of these characteristics in unit-based leaders is less explained. This research study is a qualitative inquiry into Latino public servants in Central California. Drawing from the knowledge of 60 Central Valley Latinos, the study provides details of their inside accounts of their public service paths and political journeys. The public servants shared personal stories of successes and barriers from their experiences and lessons learned through in-depth interviews and focus groups. The findings translated into recommendations for potential Latino leaders to seek public life as volunteers or to run for political office. The purpose of this qualitative participatory action research was to explore how complexity is engaged and experienced in complex regulatory systems, and to understand how cannabis might be regulated in ways that lead to socially equitable conditions. Over the course of 12 years, the Blue Shield of California Foundation committed nearly $20 million to growing a pool of community health center leaders who were prepared to be effective agents of change in their organizations and in the safety net field. Most research examining factors associated with local government adoption of sustainability practices focuses on the impact of community characteristics. Little is known about whether adoption is also related to the characteristics of the leaders in these jurisdictions. To address this gap in the literature, this exploratory study uses data from a national survey of U.S. local governments (n = 1,672) to examine the potential correlation between adoption of certain sustainability practices and the gender of a jurisdiction’s highest elected official. To fill a gap of leadership research in the public sector, conducted in a municipal government department, in a southwestern United States city of over 1,000,000 residents, this quantitative survey research examined the relationships between 66 observer ratings (response rate of 46.15% from a sample of 143 participants) of a department director’s level of the Big Five personality traits, measured by the NEO Five-Factor Inventory-3 (NEO-FFI-3), and transformational leadership as measured by the Multifactor Leadership Questionnaire 5X (MLQ 5X).
