The role of a mayor is integral within local governance. Their leadership and influence directly effectuates outcomes for the cities over which they preside. For big city mayors, their impact extends beyond local government and into the national policy arena. The way an individual demonstrates the role of mayor can be influenced by his/her perception of their own identity. "CHOICES" Florida's version of ObamaCare was a unique case voted in by the public in Alachua County Florida. A mixed methods research design was utilized and provided context in which policy entrepreneurs operated, as well as an explanatory model of internal determinants. Social, economic and political factors were examined to determine the predictor variable in the adoption of the "CHOICES" health services program. The results revealed that voters 51 years of age and older had a greater probability of voting for the Alachua Referendum. "CHOICES" legality has not been under contention but its effectiveness has. The Northern Great Plains Inventory & Monitoring Network (NGPN) surveyed 8 long-term monitoring plots in Scotts Bluff National Monument in 2012 as part of an effort to better understand the condition of plant communities in the park. We measured plant diversity and cover, estimated tree and shrub density, looked for the presence of exotic species that are of concern to park management, and evaluated the amount of human and natural disturbance at all plots. Community Improvement Districts In Georgia: Administrators' Views On Their Effectiveness, Performance, And Accountability, Andrew Ewoh, Kristin Rome

Since the early 1990s, Georgia has been a leading participant in public-private partnerships, as exemplified by its many community improvement districts (CIDs). The goals and uses of CIDs vary, but commonly include fundraising, maintaining aesthetically pleasing business environments, controlling traffic flow, and infrastructural improvements. A survey research method was used to examine the effectiveness, performance, and accountability of CIDs in Georgia as perceived by their leaders. Lack of citizen participation was found to be a major problem of CID governance; this has serious public policy implications that can only be remedied by demands for inclusion by residents.

Manager-In-Chief: Applying Public Management Theory To Examine White House Chief Of Staff Performance, David B. Cohen, Justin S. Vaughn, José D. Villalobos

In an effort to examine the causal determinants of performance dynamics for the administrative presidency, we apply empirical public management theory to White House administration to explain managerial performance. Utilizing original survey data that measures the perceptions of former officials from the Reagan, George H.W. Bush, and Clinton administrations, we conduct quantitative analyses to determine the extent to which a chief of staff’s background, relationship with the president, and internal as well as external management approaches shape overall perceptions of White House administrative efforts. We find that managerial dimensions matter considerably when explaining the dynamics of White House organizational performance.

On July 29, 2010, President Barack Obama took to the air on "The View" to talk politics, policy, and family. Pundits billed the visit as the first time a sitting U.S. president appeared in a daytime television program. The telecast drew about 6.7 million viewers, the highest rating ever for the show, and garnered the largest number of women viewers in 17 months. The primary purpose of this study was to examine the annual revenue received by United States public Community College Foundations from 2008-2009 in relation to selected variables associated in the literature with successful foundation performance. This study also collected longitudinal data by replicating and expanding upon a similar study conducted by Dr. Sharon McEntee Carrier a decade earlier. Linear regression analysis was used to collect descriptive statistics that described the frequencies, central tendencies, and distribution of the data. We consider a possible determinant of regulatory decisions by public utility commissioners: the desire to remain in office. We examine regulatory exit, where a regulator leaves a commission during a term or is not re-appointed/re-elected. With data from US states, we empirically investigate several hypotheses motivated by a political agency model of regulatory decision-making. Our empirical results generally support the hypotheses, including that higher electricity prices lead to ousting, that ousting is less common where it is more costly for the principal to whom the regulator reports, and that ousting is more likely where regulators are more accountable or are …

Health care providers face pressure to reduce costs and enhance patient satisfaction. One approach is to employ primary care providers such as nurse practitioners, physician assistants, and certified nurse midwives. Since there is a positive relationship between job satisfaction and patient satisfaction, positive job satisfaction on the part of providers, such as midwives, can translate into patient satisfaction. This research explores the degree of job satisfaction exhibited by certified nurse midwives. The data derives from a survey of 2000 CNM members of the American College of Nurse-Midwives. After interviewing homeless high school students, the research team in a Colorado school district discovered that many students had not revealed their true living conditions (homelessness) to anyone in the school district. This research team developed an anonymous survey written around the homeless categories identified in the McKinney-Vento federal legislation. Results revealed students who identified as homeless for a portion of their high school years in numbers and percentages alarmingly higher than the district had on file. In fact, over 25 times as many homeless students were identified by this process than by the previously-used district system for identifying homelessness. …

Teacher Professionalism And Team Performance Pay: A Mixed Methods Study, Pamela Wells, Julie P. Combs, Rebecca M. Bustamante

The purpose of this mixed methods research study was to explore teachers’ perceptions of their professional behaviors when they worked in schools that awarded team performance pay. Teachers’ archival responses from two questionnaires were analyzed using mixed methods data analysis techniques (Year 1, n = 368; Year 2, n = 649). Most teachers had positive views of the team performance pay system. Lack of collaboration has been a criticism of some individual performance pay systems; however, teachers in this study believed that the team performance pay encouraged collaboration and attendance at staff development.
