Since the end of the Cold War, outright military victories in civil wars have been rare. As a result, the number of peace agreements designed to end civil wars in the post-Cold War era has increased exponentially compared to the entire Cold War period. However, according to some statistics, about a third of those peace agreements failed to secure postwar peace. These failures to get warring parties to live up to their peace agreements not only restarted armed conflict, but they also escalated the violence. The Power Of Creativity: How Web-Based Parody Encourages Chinese Civil Participation, Amber Boczar

This article investigates that relationship between e’gao (parody using web-based media) and Chinese civil participation. E’gao (恶搞 EUH-gow) uses videos, images, and text based campaigns that use humor to remove fear of political commentary and action. By detailing the development of China’s internet use, and the creation of the e’gao movement, I argue that e’gao removes the fear of participating in campaigns and movements, which criticize government policy and actions on both local and state levels, by using humor and anonymity of large online numbers. During the Civil War, twenty northern states changed their laws to permit absent soldiers to vote. Before enactment of these statutes, state laws had tethered balloting to the voter's community and required in-person participation by voters. Under the new laws, eligible voters - as long as they were soldiers - could cast ballots in distant military encampments, far from their neighbors and community leaders. This dissertation examines the legal conflicts that arose from this phenomenon and the political causes underlying it.

In times of civil conflict, civilians often attempt to distance themselves from the horrors of combat. However, noncombatants play an integral role in the prospects of victory for both an incumbent and an insurgency. By choosing to support a belligerent in times of civil conflict, civilians can become targets. This thesis looks to determine at what points during civil conflict are noncombatants likely to be targeted by either an incumbent or an insurgent group. Through logistic regression, using Uppsala Conflict Data Program data, this thesis finds that insurgents increase the likelihood of committing one-sided violence after the initial months of …
