Manager-In-Chief: Applying Public Management Theory To Examine White House Chief Of Staff Performance, David B. Cohen, Justin S. Vaughn, José D. Villalobos

In an effort to examine the causal determinants of performance dynamics for the administrative presidency, we apply empirical public management theory to White House administration to explain managerial performance. Utilizing original survey data that measures the perceptions of former officials from the Reagan, George H.W. Bush, and Clinton administrations, we conduct quantitative analyses to determine the extent to which a chief of staff’s background, relationship with the president, and internal as well as external management approaches shape overall perceptions of White House administrative efforts. We find that managerial dimensions matter considerably when explaining the dynamics of White House organizational performance.

Abstract: In recent decades, the structure of the American family has been revolutionized to incorporate families of diverse and unconventional compositions. Gay and lesbian couples have undoubtedly played a crucial role in this revolution by establishing families through the tool of adoption. Eleven adoptive parents from the state of Connecticut were interviewed to better conceptualize the unique barriers gay couples encounter in the process adoption. Both the scholarly research and the interview data illustrate that although gay couples face enormous legal barriers, the majority of their hardship comes through social interactions. Politics Or Policy? How Rhetoric Matters To Presidential Leadership Of Congress, José Villalobos, Justin Vaughn, Julia Azari

In this study, we examine the linkage between presidential policy proposal messages and legislative success. Employing a dataset on presidential legislative proposals that covers the years 1949-2010, we find that politics matters less than policy. Purely political messages that reference the electoral logic of mandates or appeal to a sense of bipartisanship appear to have no impact on presidential legislative success, nor does policy signaling, though highlighting the role of agency-based policy experts in crafting legislation does. On-campus religious organizations have received special protections according to their First Amendment rights and the Equal Access Act of 1984. As more controversial organizations have been incorporated within the public school system, school administrators have found it increasingly hard to control the effects of these groups. This article argues for a revision to the Equal Access Act which strengthen's a school's ability to place restrictions on the formation of controversial clubs.

Public Support For Military Interventions Across Levels Of Political Information And Stages Of Intervention: The Case Of The Iraq War, Cigdem V. Sirin

This study examines the effect of political information levels and intervention stages on the formation and continuity of public support for military interventions by analyzing survey data pertaining to the 2003 military intervention in Iraq. The results show that before and immediately after the launch of the intervention, politically uninformed individuals expressed higher support for the war compared to politically informed ones. However, as the intervention proceeded and casualties were incurred, higher rates of decrease in support were observed among the politically uninformed. This study employs an experimental approach to isolate and directly test the extent to which presidents can affect public perceptions of issue importance and support for policy action, taking into consideration key factors that condition such effects. Our findings provide new empirical evidence that presidents can, in fact, positively influence public opinion through agenda setting, particularly by increasing the perceptual importance of low salience foreign policy issues. However, the results also indicate that such positive effects do not translate into public support for policy action; instead, presidential appeals actually decrease support. Last, our study offers new evidence that employing bipartisan …

Immigration and settler literatures provide contrasting approaches to the evaluation of conflict between ‘newcomers’ and ‘indigenous’ groups. On the one hand, immigration studies emphasize that newcomers, particularly migrants, almost never fight civil wars; on the other hand, studies on settlers in contested territories expect inherently unstable relations between settlers and native populations affected by colonization projects. While each provides strong evidence to support its argument, neither literature has adequately accounted for hybrid cases where the settler and migrant categories have become almost indistinguishable. Recent literature has failed to reach a consensus on how best to model the defense-growth relationship. Although several attempts have been made to solve the problem by the theoretical comparison of models, empirical attempts of comparison have been largely restricted to the United States. Given the recent criticism of the Feder-Ram model, this paper uses Iranian data to compare the performance of the Feder-Ram and augmented Solow models in the context of a growing, yet heavily militarized, economy. The current classifications for public school costs are provided by the National Center for Educational Statistics. To improve comparability between school districts, this paper provides an alternative classification with fewer numbers of expenditure categories and sub-categories. We also introduce distinctions between school-based and non-school based administration costs and between elementary and secondary schools to provide an identification of possible sources of inefficiency. The new classification is then applied to five comparable urban school districts Atlanta, Boston, Mobile, Nashville, and Newark. Examining The Role Of Identity In Negotiation Decision Making: The Case Of Cyprus, Cigdem V. Sirin

This study examines the effects of ethnic and social identities on negotiation decision making in the context of the Cyprus conflict. I conduct a theory-driven case study of the 1959 Zurich-London agreements on Cyprus, analyzing the positions of Turkey, Greece, Britain, and the Turkish and Greek Cypriot communities during the negotiation process. I find that even in the presence of adversarial ethnic ties, decision makers who have a shared (and salient) social identity are more likely to employ collective-serving decision strategies and seek evenhanded solutions that will not jeopardize their mutual interests. In contrast, decision makers with severe ethnic fragmentation …
