The purpose of this paper is to promote an understanding of and research into a new category of weapons, designated nonlethal by military services, and less than lethal or less lethal by law enforcement agencies. The intent is to create an initial term and reference listing to help support joint force and dual use initiatives focused on identifying the potential drawbacks of integrating nonlethal weapons into our military services and law enforcement agencies. Given this new reality, projecting trends and possibilities of technology employment in transit terrorism appears prudent. Towards this end, this article look at how terrorism is changing the specific transit facility/system target sets that can be attacked, and current technology employment in transit terrorism. Based on this analysis, projections concerning trends and possibilities of technology employment in transit terrorism are made.

To help the Army redefine operations in failed states, I propose a new politico-military model. This operational environment model would be composed of a four-cell matrix that would include "war and crime," "war," "crime" and "peace." Three of the cells - war, crime and peace - would pertain to traditional Clausewitzian issues; the fourth - war and crime - would pertain to an emergent neo-Clausewitzian one. The United States has been less affected by this process than most other Western nation-states; we seem to prosper despite such challenges. However, the breakdown of the family, increased drug use among our children, the growing specter of gang violence, and other forms of social terrorism suggest that our own institutions are not immune to a degree of chaos. Ralph Peters, in an earlier Parameters article, stated succinctly that we are witnessing "a struggle to redefine human meaning."[3] Regardless of the state of the revolution to which he referred, the struggle he describes is far from ended.
