Japan has maintained a low profile in its diplomacy since the end of World War II, relying heavily on the United States for its security and prosperity. The cold war structure allowed Japan to maintain its passive foreign policy behavior. By the end of 1980s, West-East confrontations largely ended and global issues such as arms control, environmental problem, human rights, economic development, and ethnic conflicts became the main international concerns. It was expected that in this changed world environment, Japan as an economic power, would take on a more active international role. Yet Japan has not shown any significant political …

Many studies concerning multinational corporations (MNCs) are replete with theoretical models and case studies that treat MNCs as stand-alone entities. Very little time and effort is given to understanding the context in which MNCs operate. This context includes not only the fact that MNCs transcend national boundaries (political as well as geographical), but also the meaning of work and being part of a multinational work force for those employed within MNCs. This thesis is an effort to elucidate how the political/societal/cultural contexts of different host countries affect the attitudes of those workers most directly involved with foreign-owned MNCs. The Role Of Congress In The Decisionmaking Process Regarding The Use Of Force: The Cold War And Beyond, Thomas Greven

Employing Alexander George's method of structured, focused comparison of cases, this study identifies patterns of Congressional action when the use of American armed forces was at stake. Common explanations for the reluctance of Congress in assuming its constitutional role in the initiation of armed conflicts stress concerns over political costs of a Congressional involvement, namely the so called rally-effect, and existing policy consensuses.

American Foreign Policy: Constitutionality Of Congressional Initiatives Into Presidential Prerogative—Who Controls The War Powers?, Jay F. Donaldson

This paper examines the executive-legislative relations on foreign policy formulation, debate, authorization, funding and implementation. The research shows that the founding fathers never intended one branch to totally control the "war powers." Inter-branch rivalry and conflict were intended.

The research establishes a pattern this inter-branch relationship has taken since the Constitutional Convention. This "pattern" clearly indicates the natural ability of the executive branch in handling foreign affairs especially those key events involving the use of force or where the potential for violence exists.

This study focuses on the character attributes, philosophy, political skills, policy agenda, and administrative activities of William A. Ryan, Speaker of the Michigan House of Representatives from 1969 through 1974 and a House member from 1958 through 1982. The case study is embedded in a history of Michigan’s political culture, which is characterized by moralistic and individualistic strands often in conflict with one another.

The research hypothesis was that administrative virtue in legislative leadership is best described in terms of utilitarian ethics, the ability to control and manage factionalism in the interest of incremental change. The rival hypothesis was that …

In the area of campaign financing in federal elections, one of the most controversial issues is that of soft money. Soft money refers to those funds raised by the national party organizations for use on various grassroots and party-building activities. but which are not subject to the restraints of federal campaign finance law. This thesis consists of two parts. First, the North American Free Trade Agreement (NAFTA) is described in terms of free trade theory, its precedents, and the text of the treaty. Second, the international aspects of Virginia's economy are examined with regard to NAFTA. The meeting at Argentina, Newfoundland, between Prime Minister Winston Churchill and President Franklin D. Roosevelt in August 1941 was the first "summit" conference of the Second World War. It set the stage for the United States' entry into the war on the side of Great Britain and produced the Atlantic Charter, the noble statement of Western war aims. This study describes how the Nazi threat to England and the Atlantic brought the two democracies together into a de facto alliance before the United States formally entered the war. The foundations of lame duck theory, the expression connoting the study of executive/legislative relations in association with tenure constraints, are composed of broad generalizations which are generally unchallenged by political scientists. Tacit Cooperation Between Enemies: Two Case Studies, Kristina Handy

This research details a point of reference to understand two case studies of cooperation that developed among lower-level, or non policy-making bureaucrats during times of conflict or war. Using components of game theory, I propose that when an international conflictual relationship occurs that resembles an iterated Prisoners' Dilemma, and that meets certain conditions, tacit cooperation can emerge. Tacit cooperation consists of illicit or implied cooperation that is not sanctioned at the national policy level.

In this research I develop a framework of tacit cooperation, relying heavily upon Robert Axelrod's theory of evolutionary cooperation. With the framework in place, I then …

Organizational life and social culture compel individuals toward more radical manifestations of individualism as bureaucracy and society increasingly define personal relationships by rules, regulations and rights. Otherwise incompatible with individualism, this actually contributes to individual and group differentiation when individuals function simply as technicians without the opportunity to gain fulfillment, and they experience existential isolation, becoming detached from their moral and spiritual side. For identity in and control over their own lives, people engage in even more individualistic behavior: working, planning, attaining, or rebelling.
