A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson

Interdisciplinary Journal of Leadership Studies

This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

English philosopher and political economist John Stuart Mill argued that people learn by choosing: this is how they become creative and productive individuals. For this reason, and because he felt that individuals are typically the most capable people to make their own choices, Mill was highly skeptical of restrictions on choice placed by a third party, such as the state.

As American political actors have framed poverty as a choice made by the unambitious, it has become clear that our society has a pervasive misunderstanding of poverty. Policy Feedback Theorists assert that the design of our welfare policies contributes to this fallacy, raising the question of whether there is a relationship between policy design and the way citizens act and feel. This thesis uses quantitative data from the American Citizen Participation Study and qualitative data from two original interviews to test the existence of “policy feedback effects” on program participants’ feelings of efficacy. This thesis examines how authoritarian structures found in J.K. Rowling’s Harry Potter series affect the political thoughts and behaviors of its readers, particularly those who read them at young ages. By examining how Rowling depicts authoritarianism and its opposition in the books, I hypothesized that increased exposure would correlate to an increased impact on readers’ political opinions. To test this hypothesis, I created an original survey designed to measure levels of exposure and participation in the Harry Potter fandom as well as respondents’ political opinions. Whether patriotism has a valuable part to play in the educational system of a democratic society is now a highly contentious matter. This chapter argues that it does, principally because such a society is a kind of cooperative practice that requires its members to enact, enforce, and – in most cases – obey the laws that govern their self-governing polity. Democracies rely on rules, and especially the rule of law, to provide the reasonably clear expectations necessary to coordinate public activities and to overcome collective-action problems. Policy Stringency, Political Conditions, And Public Performances Of Pandemic Control: An International Comparison, Dan Chen, Yong Li, Jiebing Wu

What factors might explain the cross-country variations in COVID-19 public performances and what lessons can be drawn to be better-prepared for future pandemics? This study focuses on the effects of policy stringency on COVID-19 public health outcomes to gain insights into national-level state responses to COVID-19 and the conditions for their effectiveness. Using data from 136 countries comprising 91.4% of the global population, we find that more stringent policies lead to lower infection and death rates. More importantly, the negative effects of restrictive policies on infection and death rates are moderated by political trust and democracy levels, possibly through the …

In China, celebrities can dominate public discourse and shape popular culture, but they are under the state’s close gaze. Recent studies have revealed how the state disciplines and co-opts celebrities to promote patriotism, foster traditional values, and spread political propaganda. However, how do celebrities adapt to the changing political environment? Focusing on political signaling on Weibo, we analyze a novel dataset and find that the vast majority of top celebrities repost from official accounts of government agencies and state media outlets, though there are variations. Younger celebrities with more followers tend to repost from official accounts more. Celebrities from Taiwan …

Europe is experiencing heightened public attention toward anti-immigration policy reforms and restrictions. Despite the potential importance of these policy changes, we do not know whether these policies influence how immigrant children perceive their futures in their host countries. Employing secondary data analysis of the Program for International Student Assessment and the Migrant Integration Policy Index data, I show that a decrease in policy support for immigrant integration is associated with a decrease in how good of a job immigrant children expect to have when they are adults. Myth, Fiction And Politics In The Age Of Antiheroes: A Case Study Of Donald Trump, Igor Prusa, Matthew Brummer

In this article, we demonstrate that the antihero archetype informs our understanding of Trump in important ways, including his rise to and fall from power. We introduce an analytical framework for analyzing Trump’s antiheroic traits based on his social positioning, individual motivation, and personal charisma. We argue that Trump is fascinating because he is powerful, amoral, and charismatic, and suggest that the American public was primed for Trumpism through a zeitgeist hospitable to antihero worship. That is, Trump’s dogged popularity with nearly half of the American public was foretold by decades of pop-cultural obsession with, and adulation for, the antihero.

A democracy is more than just an empirically observable mode of governance; it is an actively adopted ideal, an inherently value-laden concept that affects and permeates throughout all dimensions of society. It encompasses corresponding rights held by all democratic citizens, and various state obligations that arise directly from this unique status. As political institutions and practices are given tangible form in a democracy, these moral principles provide both a mandatory set of requirements and an ideal to be oriented towards in their construction. The initial motivation of this research was to develop a better understanding of the primary causes of democratic backsliding, and by extension, how pro-democratic governments, NGOs, and other institutions can most effectively combat democratic backsliding. Previous research has examined the effects of economic conditions (Waldner and Lust 2018) as well as populism (Kyle and Mounk 2018) on a country’s democracy, but to my knowledge, no study has examined whether the effect of economic conditions on a country’s democracy differs between populist and non-populist countries. Public discourse under authoritarian rule is not monolithic. Yet how popular rhetoric engages with the hegemonic rhetoric in the same discursive space remains understudied. This article examines the rhetoric of a standup comedy show in China, streamed online and widely popular among Chinese millennials, to understand how alternative views on social issues can coexist with the hegemonic rhetoric. Using critical discourse analysis, it argues that some standup comedy performances transgress the hegemonic rhetoric of positive energy without outright subversion. Comedians use subversive affirmation, self-deprecation, ambiguity, absurd fantasy, and irony to present alternative viewpoints on social issues of broad interest, such …

The Conspiracy Theory Defense In Response To Whistleblower Accusations: Turning A Hero Into A Villain, James K. Beggan

Whistleblowers can be viewed as heroic actors who reveal institutional misdeeds. In contrast, conspiracy theorists are seen as members of a marginalized element perpetuating misinformation. Despite this apparent difference, the present analysis focuses on how similarities between the two constructs can allow a target to discredit a whistleblower accusation by countering that the whistleblower is operating as part of a conspiracy. More generally, this paper considers how the difficulty inherent in disproving conspiracy theory claims facilitates their utility as a defense. The case study of President Donald Trump’s responses to whistleblower accusations are considered to illustrate the arguments.

This research focuses on a sect of Christian thinkers who originated in mid-16th century Poland called Socinians. They had radical Christian views built upon ideas from humanism and the Protestant Reformation, including Anti-Trinitarianism and rejecting the divinity of Christ. Most importantly, they believed that in order to follow Christ’s message, separation of church and state and religious toleration were necessary. Socinianism spread across Europe into England, first permeating subtly while England remained intolerant, but it came to the forefront during the English Civil War. Kazakhstan has followed a foreign policy of multivector diplomacy since its independence from the former Soviet Union. While multivectorism was a strategy of necessity in its early years, it has evolved to empower Kazakhstan to effectively protect its independence and negotiate its relationship with the great powers on its borders and further afield. After the 2014 Russian seizure of Crimea it is noteworthy that Kazakhstan has maintained positive relations with Russia while asserting its sovereignty and independent foreign policy. Sports victory constitutes an important part of propaganda in authoritarian states. The heavy state investment in sports industries and sports culture in China illustrates the political importance of sports. However, few studies have systematically examined the exact impact of sports propaganda on public opinion. Using a survey experiment conducted in two Chinese cities, this article finds that broadcast highlighting national sports achievements has significant positive effects on general satisfaction and compliance with the local governments. Libertarians(like me) generally disagree with orthodox Rawlsians (like Samuel Freeman) about whether Rawlsian principles of distributive justice are compatible with libertarianism.¹In this essay, I set out to explain why. In section 1, I describe the problem, which is essentially that libertarians think the Rawlsian framework does not rule out anti-statist, capitalist, and broadly libertarian approaches to distributive justice and orthodox Rawlsians think that it does. I propose that this problem arises because the Rawlsian framework is underspecified in two ways.
