Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

Mapping is inherently a subjective and exclusionary practice as the cartographer decides which elements of the world are included and which can safely be ignored. Similarly, when an international relations theorist describes a new theory it is necessary to define the elements which are essential to understanding the complexities of an international political system, explain why other elements have been excluded and justify why those decisions were made. This article outlines a republican perspective on disability policy. Committed to ensuring the freedom-as-nondomination of disabled citizens, such a republican perspective first offers a particular diagnosis of the injustice of disability disadvantage, both in relation to individuals (dominium) and the state (imperium). Next we argue that a republican perspective may be able to sidestep some perverse implications of social contract approaches to social justice, and capable of offering a robust philosophical foundation for a theory of justice for disabled citizens. Opposing candidates for a political office often differ in their professional backgrounds and previous political experience, leading to both real and perceived differences in political capabilities. We analyze a formal model in which candidates with different productivities in two policy areas compete for voters by choosing how much money or effort they would allocate to each area if elected. The model has a unique equilibrium that differs substantially from the standard median-voter model. The Santa Cruz Autonomía Movement: Preliminary Considerations On A Case Of Non-Indigenous Ethnic Popular Mobilization, Miguel Centellas

This paper discusses the recent autonomy movement in Santa Cruz, Bolivia, within a theoretical framework typically reserved for “ethnic” political or social movements. The paper begins with a brief chronology of the Santa Cruz autonomía movement as it developed into a powerful political oppositional movement during the rise of Evo Morales. In doing so, the movement’s leaders consciously adopted the organizational tactics and forms of discourse typically identified with traditional, indigenous-popular Bolivian social movements. As such, the Santa Cruz case both highlights the fluidity of multiculturalism and challenges our notions of how ethnic identity is publicly constructed.

This paper examines key problems facing United Kingdom police leaders face in meeting the service expectations of government and the public in a period of austerity. A central problem relates to the extent to which the police leader’s opportunity to pursue strategic actions appropriate to changing circumstances, has been compromised by ‘mission creep’. The empirical evidence presented here is based on a study of one large English police service supplemented by interviews conducted with senior officers in this and other police services. The paper concludes that mission creep and path dependency are inter-linked.

The paper argues that while performance management practices are much in evidence in contemporary police services, the perceptions and views of police officers and civilian staff discussed in this paper should give us pause in concluding that there has been a straightforward triumph of managerialist rationality over operational tradition in the use of policing resources. Evidence is drawn from an extensive study of police officers and civilian staff and their self-reported engagement with performance management systems in three large United Kingdom police services.

In February 2010, the Netherlands' coalition government even collapsed after the two largest parties failed to agree on the withdrawal of Dutch troops from Afghanistan later this year. While previous studies investigated the transformation of the Indian party system from a predominant party system to a highly fragmented multi-party system, less attention has been paid to the political consequences of this change. By analysing an original dataset, this paper investigates how the fragmentation of the Indian party system has affected the stability of Indian legislatures, their ability to legislate, and the quality of the law-making process. Our analyses reveal that as fragmentation increased, legislatures became more unstable, produced lower amounts of legislation, and the quality of the law making process declined.
