This article examines recent developments in the Cyprus
negotiations and suggests a number of changes to the proposed electoral system. Specifically, cross-voting and other electoral methods that encourage coalition-building across ethnic communities might add significantly to the functionality of the Annan Plan. Combined with other innovative mechanisms already in the plan, cross-voting could force political parties to seriously take into account the interests and concerns of the two Cypriot communities, an element that is currently missing from

Erneuerbare Energien spielen im Kampf gegen die globale Erderwärmung eine Schlüsselrolle. Nur der verstärkte Einsatz von erneuerbaren Energien und die Steigerung von Energieeffizienz werden es ermöglichen, dass die durch klimaschädigende Gase bedingte Erderwärmung kein „gefährliches“ Ausmaß annehmen wird. The Middle East is a demographic time bomb. According to the United Nations De¬velopment Program’s (UNDP) Arab Human Development Report 2002, the population of the Arab region is expected to increase by around 25 percent between 2000 and 2010 and by 50 to 60 percent by 2020—or by perhaps 150 million people, a fig¬ure equivalent to more than two Egypts. Even under the UNDP’s more conserva¬tive scenario, Bahrain, Kuwait, Qatar, and the United Arab Emirates will be the only Arab countries in 2020 with median ages above 30. This article revisits debates about the role NAFTA played in hastening Mexico's democratic transition. It finds that neither the advocates nor the critics of NAFTA anticipated the ruling PRI party's loss of control over the presidency in 2000. Although NAFTA may have contributed to hte various political crises that had been erupting since the 1970s, it was just one of serveral forces that shaped the country's democratic transition.

This artixcle is based upon my work on State impunity in the context of the guaranteed right to life, in Punjab and Kashmir. The Indian state has fought insurgencies almost throughout its independent history: from Nagaland to Punjab, Andhra Pradesh to Kashmir, from the early 1950s to date. Among the many different kinds of human rights violations that the Indian security forces have been charged with, is the recurring charge that they force local people to act as 'human shields' \with a view to minimising uniformed casualties. This essay discusses the political activity of the conservative groups in São Paulo and Paraná who supported the military coup of March 31, 1964. We analyze the "March of Families with God for Freedom" and conclude that, in the case of the march that was held in Curitiba (re-named "March for Educational Freedom"), priority was given to issues of "individual freedom", relegating traditional Christian values to a secondary concern. This paper analyses Brazil s political evolution during a specific moment. It discusses the processes of conversion of the post-1964 authoritarian regime to the post-1968 regime of military dictatorship. The article s principal aim is to examine the reasons for the issuing of Institutional Act 5, which meant the victory of the military s extreme right-wing and therefore the political defeat of opposition forces. G.L.S. Shackle stood at the historic crossroads where the economics of Hayek and Keynes collided. Shackle fused these opposing lines of thought in a macroeconomic theory that draws Keynesian conclusions from Austrian premises. In Shackle’s scheme of thought, the power to imagine alternative courses of action releases decision makers from the web of predictable causation. But the continuous stream of spontaneous and unpredictable choices that originate in the subjective and disparate orientations of individual agents denies us the possibility of rational expectations, and therewith the logical coherence of market equilibrium through time.

The Scope Of Tolerance And Its Moral Reasoning, Raphael Cohen-Almagor

This essay aims to consider the scope of tolerance and its moral reasoning. I first discuss the reluctance of prominent philosophers to prescribe boundaries to liberty and tolerance. I then focus attention on Rawls’ discussion on tolerance, which I find quite disappointing, yet argue that his line of reasoning on the question of tolerating the intolerant contributed to the very fashionable consequentialist approach. After criticizing the consequentialist reasoning I introduce an alternative approach: the principled reasoning. I explain that much of the liberal reasoning is inspired by the fear of sliding down the slippery slope, and finally turn to discuss …

Among the chief contributors to the anthropogenic causes of global climate change are carbon dioxide emissions resulting from the combustion of fossil fuels. Though the sources of these emissions are clearly identified, global carbon dioxide output from energy generation is still on the rise. Many industrialized countries have achieved a slow down in the increase of their emissions or even a reduction. However, emissions in developing countries are on the rise.
