The increasing rate and effects of sea level rise is a major environmental concern in the Chesapeake Bay. This paper evaluates the impacts of rising sea level on coastal salt marshes and the surrounding agricultural lands at risk in Dorchester County, Maryland to build off existing environmental monitoring work performed by NOAA’s Sentinel Site Program. The results of the spatial analysis were used to estimate monetary benefits to incentivize farmers to protect these marshes by making their land available for marsh migration to occur. Due to global climate change, sea level rise (SLR) has become a threat for future generations, but the extent of this danger is unknown. To help understand the possible effects of SLR on the east coast of the United States, we studied three national parks: Acadia National Park (ACAD), Assateague Island National Seashore (ASIS) and Everglades National Park (EVER). We predicted that ACAD would be less affected by SLR than ASIS and EVER due to the construction of its beach profile. This report examines regional measures of environmental risk perceptions from the 2017 Life In Hampton Roads survey (LIHR 2017) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

This case study examines how the Hampton Roads Sea Level Rise Preparedness and Resilience Intergovernmental Planning Pilot Project, a whole-of-government and whole-of-community approach to planning for and adapting to sea level rise, addressed coastal resilience in a southeastern Virginia watershed that spans multiple jurisdictions. Meeting the challenge of sea level rise requires that actors across multiple sectors—citizens, community organizations, industry and government—understand the risks and work together to make critical decisions regarding adaptation strategies and actions. Executive Summary

After two years, the Hampton Roads Sea level Rise and Resilience Intergovernmental Planning Pilot Project (Intergovernmental Pilot Project or IPP), convened at Old Dominion University, has come to a successful close. Although the conclusion of the project is different than originally imagined by the drafters of the IPP Charter, the process in and of itself brought hundreds of stakeholders together, built lasting and ongoing relationships, and produced many workable recommendations for the region that can be accomplished by a variety of partnerships. The goals of this study were to utilize citizen scientists in groundwater research in a coastal community where groundwater plays a large role in sustainable water resources management, and assess the extent of groundwater and marine inundation in response to future sea-level rise scenarios. A total of 7 citizen scientists participated in the study by measuring water levels from 15 groundwater monitoring wells using water level meters once a week over a 10-week period. Automated water level loggers were deployed in three of the same wells to assess the quality of the data collected by the citizen scientists. Additional water …

Land Cover Data for the Mississippi-Alabama Barrier Islands, 2010-2011

Land cover on the Mississippi-Alabama barrier islands was surveyed in 2010-2011 as part of continuing research on island geomorphic and vegetation dynamics following the 2005 impact of Hurricane Katrina. Results of the survey include sub-meter GPS location, a listing of dominant vegetation species and field photographs recorded at 375 sampling locations distributed among Cat, West Ship, East Ship, Horn, Sand, Petit Bois and West Dauphin Islands. The survey was conducted in a period of intensive remote sensing data acquisition over the northern Gulf of Mexico by federal, state and commercial organizations in response to the 2010 Macondo Well (Deepwater Horizon) …

Over the past few decades, the Hampton Roads region, with its extensive coastline, has been experiencing more frequent flooding from surges and precipitation caused by tropical storms, nor’easters and heavy thunderstorms (Figure 1). Recurrent flooding is “flooding that occurs repeatedly in the same area over time due to precipitation events, high tides or storm surge.”¹ The recurrence of tidal/surge flooding in Hampton Roads has increased from 1.7 days of “nuisance” flooding per year in 1960 to 7.3 days per year in 2014.² Although there is no definitive region-wide data to document the increases in precipitation-induced flooding, there …

There has been little policy effort to address sea level rise in coastal states in the US. It is important to examine, at the state level, how the multitude of different (and changing) actors with different preferences and perspectives contribute to such inertia. This study examines state-level legislative inaction with regards to sea level rise. Using Kingdon's multiple streams framework, we draw a picture of the policy landscape in Virginia as one where the problem of sea level rise is perceived as a low priority, with little consensus on achievable policy solutions, and is politically controversial.
