Western Libraries, an academic library with an FTE of 34,000, and Ingram Coutts, have worked together to implement an e-preferred Patron Driven Acquisition (PDA) program at Western Libraries. This implementation has required collaboration between Coutts and Western Libraries collection librarians to develop effective profiles. These profiles allow the PDA collection to be filtered according to subject and non-subject parameters.

There are several aspects of this project that make it unique. First, every e-book that is selected by a PDA-preferred profile will automatically be loaded into the catalogue for PDA. Patrons will trigger a purchase if the book is accessed twice. …

Western Libraries and Ingram Content Group worked together to establish a Patron Driven Acquisition (PDA) program that has been incorporated into the regular acquisitions workflow at Western. Some features of the program include: all titles selected for addition to the PDA collection are filtered through the approval profiles established by the librarians, the library’s holdings are uploaded to Ingram weekly so that duplicate titles are avoided, invoices for purchased PDA titles are sent weekly and holdings for un-purchased and purchased PDA records are updated weekly. Shared Patron-Driven Acquisition Within A Consortium: The Ocul Pda Pilot, Harriet Rykse, Kate Davis, Lei Jin, Colleen Neely

In September 2010 members of the Ontario Council of University Libraries (OCUL) participated in a Patron Driven Acquisitions (PDA) pilot to determine how this purchasing model might be adapted to a consortium. OCUL understood that developing a model that would allow patrons to purchase titles for different collections would be complicated. Careful thought went into balancing the needs of individual members with the needs of the consortium. This paper describes the project and examines the results from three distinct perspectives in the hopes of gaining a better understanding of the challenges and opportunities of PDA at a consortial level.

Objections To The Proposed Access Copyright Post-Secondary Tariff And Its Progeny Licenses: A Working Paper, Samuel Trosow, Scott Armstrong, Brent Harasym

On March 31, 2010, Access Copyright applied to the Copyright Board to certify a tariff that would govern the relationship between the organization and the members of the Association of Universities and Colleges of Canada (AUCC) and the Association of Community Colleges of Canada (ACCC). Previously, the relationship had been governed by a series of license agreements between the organizations which had been periodically renewed. But Access Copyright chose not to seek renewal of the licenses, and applied to the Board to certify a general tariff that would cover all post-secondary institutions for the period of 2011 through 2013.

This report, supported by a Social Sciences and Humanities Research Council (SSHRC) Knowledge Synthesis Grant, critically examines the role of universities in transmitting knowledge in the forms of technology transfer mechanisms, intellectual property agreements and other knowledge diffusion policies. In reviewing and synthesizing the recent literature on the topic, we seek to provide some initial evidence-based policy recommendations in order to generally strengthen Canada‘s innovation ecosystem and more specifically to maximize the return on the nation‘s investment in higher education research and development.

As map-based visualizations of documents become more ubiquitous, there is a greater need for them to support intellectual and creative high-level cognitive activities with collections of non-cartographic materials -- documents. This dissertation concerns the conceptualization of map-based visualizations as tools for sensemaking and collection understanding. As such, map-based visualizations would help people use georeferenced documents to develop understanding, gain insight, discover knowledge, and construct meaning. This dissertation examines the ability of intellectual property and its alternatives to both facilitate and impede innovation. The thesis begins by positing that a more detailed and nuanced understanding of alternatives to intellectual property is required so that such alternatives can be effectively used to mitigate the problems of the expansionary intellectual property regime. The thesis is that substantive alternatives to intellectual property utilize a broader range of incentive structures to encourage the production and distribution of intellectual goods, facilitate greater access to such goods and their informational content and engender innovative outcomes that go beyond the narrow, instrumentalist goals …

The legislation of a public performance right in musical works in the late 19th created the opportunity for the formation of an initial copyright collective within the Anglo-American legal tradition. The subsequent widespread expansion of Performing Rights organizations marked an early successful example of trans-national capital. Despite the widespread expansion and subsequent acceptance of copyright collectives since their inception, there has been very little scholarship in this area generally and almost none that attempt to critically pursue the issue beyond simple economic or legal analysis.

Purpose – This paper aims to provide libraries with collections advice regarding fantasy role-playing games.

Design/methodology/approach – Current and emerging publication and sales models of pencil and paper, tabletop fantasy role-playing games are explored. Details of print, print-on-demand, free and purchasable downloads, and subscription-based options for major fantasy role-playing games and alternatives are provided.

Findings – Many options are available to libraries wishing to provide support for fantasy role-playing game programming. Objective: The research provides an understanding of pandemic information needs and informs professional development initiatives for librarians in disaster medicine. Methods: Utilizing a multisite, comparative case series design, the researchers conducted semi-structured interviews and examined supplementary materials in the form of organizational documents, correspondence, and websites to create a complete picture of each case. The rigor of the case series was ensured through data and investigator triangulation. Interview transcripts were coded using NVivo to identify common themes and points of comparison. Results: Comparison of the four cases revealed a distinct difference between “client-initiated” and “librarian-initiated” provision of pandemic information. Librarian-initiated …

The move towards the digital humanities will see a growing interest in tools such as Ebooks. This study examines how historians perceive Ebooks and other technologies as impacting their research process. Findings indicate that historians are concerned that the digital environment reduces the possibility of chance encounters with a text. They continue to recreate the environment that encourages serendipity to occur within their field, and would readily welcome tools that facilitate this.

This dissertation examines the ability of intellectual property (IP) and its alternatives to both facilitate and impede innovation. Over the past 30 years there has been both an expansionary IP policy regime marked by significant increases in IP protection and a flourishing of alternatives to IP as digital technologies empower end users to create and disseminate intellectual works. However, it remains unclear as to whether alternatives to IP can mitigate the problems of exclusionary IP rights while also encouraging innovation. This presentation provides an overview of Open Educational Resources (OER). It begins by describing what OER are and why they are important. It then examines where OER can be found and provides some screenshots of the OER Commons, MIT`s Open Courseware Initiative and Multimedia Educational Resources for Learning and Online Teaching (MERLOT). The presentation also covers copyright and licensing issues, including a description of the Creative Commons licensing system. It concludes with a brief discussion of how to create OER and provides additional references and resources.

Recent improvements in effectiveness and accuracy of the emerging field of automated deception detection and the associated potential of language technologies have triggered increased interest in mass media and general public. Computational tools capable of alerting users to potentially deceptive content in computer–mediated messages are invaluable for supporting undisrupted, computer–mediated communication and information practices, credibility assessment and decision–making. The goal of this ongoing research is to inform creation of such automated capabilities. In this study we elicit a sample of 90 computer–mediated personal stories with varying levels of deception. This paper explores the issue of the permanent closures of public schools in Ontario. School closure processes are highly (and bitterly) contested, rife with conflict, and with few exceptions, harshly criticized by school and community stakeholders who see closures as a loss of irreplaceable social infrastructure. There is a need for a more nuanced planning style that acknowledges the realities of politics, unequal power relations and the validity of community residents' needs and values.To better understand the consequences of school closures upon communities, the authors evaluate the historical and current school closure decision-making process in Ontario. International faculty constitute a relatively small proportion of the library user community in Canadian post-secondary institutions, but they are underserved when compared to other user groups on campus, particularly international students. The author obtained first hand information about Chinese visiting scholars at the University of Western Ontario, and in this paper she presents conclusions from her experience regarding the visiting scholars' use of libraries as well as some recommendations for serving international faculty. In 2012, the British Columbia government announced a plan to fund a program that will result in the creation of open access textbooks for 40 lower-year university courses — the first such program in any of the provinces. This paper will argue that Ontario should follow British Columbia’s lead and invest in the development of a project to create and promote the use of open textbooks. ‘America’S “Engagement” Delusion: Critiquing A Public Diplomacy Consensus’, Hamilton Bean, Edward Comor

The Obama administration has embraced ‘engagement’ as the dominant concept informing US public diplomacy. Despite its emphasis on facilitating dialogue with and among Muslims overseas, this article demonstrates that, in practice, engagement aims to leverage social media and related technologies to persuade skeptical audiences to empathize with American policies. Indeed, its primary means of implementation – participatory interactions with foreign publics – is inherently duplicitous. Through the authors’ description of how engagement is rooted in long-standing public relations and corporate marketing discourses, and in light of the historical and structural foundations of anti-Americanism, this contemporary public diplomacy strategy is shown …

The Firm Foundation Of Organizational Flexibility: The 360 Contract In The Digitalizing Music Industry, Matt Stahl, Leslie Meier

The devaluation of the recorded music commodity under digitalization has destabilized the recording industry. One primary record industry response is the new “360 deal” form of the recording contract. By securing rights to individual acts’ live performance, music publishing and licensing, and merchandizing activities, this new deal expands record companies’ access to more profitable fields of music industry activity (if in piecemeal fashion). We examine the context, evolution, and varieties of the 360 deal, and argue that it re-secures record industry profitability and further stratifies the population of recording artists by shifting risk onto performers.
