Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

Stronger and more consistent support is needed for research on long-term care. A greater investment in research will strengthen the ability of public and private organizations to provide effective and efficient assistance to people with disabilities and their informal caregivers. Notable among those who have shaped the political landscape of Massachusetts are the Harringtons of the city of Salem.Over the course of five generations, they produced several talented Irish-American politicians who played a major role in state politics and rose to prominent positions of power in the Democratic party. This article centers on the lives and careers of Joseph Harrington and his son Michael, both of whom ran for Congress some twenty-eight years apart. Context: Despite drops in U.S. teenage birthrates, questions continue to arise about how best to reduce the country's adolescent birthrate. School-based programs continue to be considered one of the best ways to reach adolescents at risk of early sexual activity.

Methods: A total of 312 students completed a pretest, a posttest and a follow-up one year after the posttest: 125 who had participated in a 3-4-month-long abstinence-based small-group intervention led by trained social workers, and 187 in a comparison group that received no special services.

Results: There were few significant differences between the intervention and comparison groups at posttest. At …

This article provides a brief history of children raised by relatives and examines the welfare eligibility of these families, emphasizing changes under the Personal Responsibility & Work Opportunity Act of 1996 (PR&WOA). The revolution in public welfare places many care-giving relatives atfinancial risk. Depending on their states' plans for implementing the PR& WOA, children and their relative caregivers may lose state support. The article presents the social welfare policy responses of a number of states to the problems of kinship care-giving, formal kinship foster care, the PR&WOA, and other social welfare provisions. Unintended consequences of welfare reform are highlighted.

Second-Generation Parenthood: A Panel Study Of Grandmother And Grandchild Coresidency Among Low-Income Families, 1967-1992, Richard K. Caputo

The Journal of Sociology & Social Welfare

This paper reports findings of a national study of low-income coresident grandmothers and grandchildren between 1967 and 1992. A small increasing minority of women was found to reside with their grandchildren in low-income families over the study period, although the proportion of those who did declined as they reached retirement age. More than half of ever coresident low-income grandmothers (N = 776) were second-generation parents for three or more years. The majority (64 percent) was Black.

Among ever coresident low-income grandmothers in 1992 (N = 521), being Black and being single increased the likelihood of being a secondgeneration parent. Previous …

The number of working poor families in the United States increased substantially during the 1979-89 period. This increase was found to disproportionately consist of families headed by employed females. The growth in poverty among families headed by employed females during this period was found to be nonstructural in nature and inequitably distributed across labor markets in the U.S. It was found that at the onset of the 1980s, high rates of poverty among families headed by employed females were predominantly concentrated in labor market areas in the South. The Impact Of Education And Family Attributes On Attitudes And Responses To Unemployment Among Men And Women, Liat Kulik

The study deals with differences between jobless Israeli women (n = 361) and men (n = 253) in relation to the following aspects of unemployment: Reasons for rejecting potential jobs, job search intensity, and responses to unemployment. The women mentioned more reasons for rejecting potential jobs, and their health-related responses to unemployment were more extreme than those of the men. However, the men tended to seekemployment more intensively than did the women.

Married respondents of both sexes showed the greatest tendency to reject potential employment due to conflict with family responsibilities. Married women were also more likely than their male …

Clinical Homework Directives: A Qualitative Exploratory Study, Emil F. Harker

A qualitative study was conducted to better understand how marriage and family therapists use homework directives in their work with couples. Eleven therapists of different marital therapy orientations were interviewed. Remarkably, all of the therapists reported using clinical homework directives in their practice with couples, including those clinicians who primarily identify themselves with psychodynamic models- -models that do not typically include homework in their constructs. Four themes emerged as to why homework is given: (a) to augment or extend the therapy session outside of therapy, (b) to help the clients focus on the therapy process between session, (c) to assess …

Low interpersonal skill level in younger youth has shown to lead to higher rates of delinquent behavior in older adolescents. Utah State University Extension established a program titled Youth and Families with Promise (YFP). This is a research-based mentoring program where mentors were screened, matched to individual youth, and activities planned that focus on 8 of the Search Institute's 40 assets. The program provided services for 156 at-risk youth ages 7 to 16 in six Utah counties, 66 of whom completed a pretest and posttest assessment. This research-based, intervention/prevention program has shown that the interventions used were effective in building …

The purpose of this qualitative study was to understand why women from Scott County, Tennessee, left home to attain the baccalaureate degree and returned home to live and/or work. More specifically, understanding (1) the educational aspirations, motivations, and discouragements prior to attending college; (2) the educational persistence, motivations, and discouragements while attending college; (3) and the reasons for returning to Scott County after attaining the baccalaureate degree. This study was designed to look at the many factors that influence the transition to college life and academic persistence within the family life cycle framework using the ABCD-XYZ model of resource management. The sample included 348 students with declared minors within the College of Family Life. The dependent measure was student persistence in college. Independent variables included academic and institutional factors, gender and marital factors, family academic traditions, student motivation and commitment, self-esteem, stress factors, and social support. This report describes the Massachusetts Assistive Equipment Demonstration, a collaborative project funded by the Robert Wood Johnson’s Home Care Research Initiative and carried out collaboratively by the Gerontology Institute at the University of Massachusetts Boston and the Executive Office of Elder Affairs (EOEA). The purpose of the demonstration was to systematically encourage the use of low-cost assistive equipment among elderly clients through existing case management resources, thereby extending the effectiveness of the Massachusetts home care program by supplementing formal services with expanded use of assistive equipment.

The Massachusetts Jobs Council, the Governor’s principal advisory board on workforce development, established the Blue Ribbon Commission on Older Workers in 1997 to analyze the labor market for older workers in the Commonwealth and to recommend policies to improve the economic status of the older labor force. The Commission held numerous hearings, town meetings, and focus groups to solicit the views of older workers, employers, labor organizations, and training professionals, and it reviewed the findings of extensive research on older workers in Massachusetts.

Recent reports cite estimates of more than two million children in the United States who are currently living in kinship care arrangements; 10% or approximately 200,000 of these relationships are children in foster care. Much kinship care is done by midlife and older persons who are finding themselves assuming new responsibilities associated with parenting their grandchildren, typically for a period of two years or more. This is a social phenomenon that cuts across all socioeconomic, racial, and ethnic groups. A Benefit-Cost Analysis Of Syringe Exchange Programs, Robert Reid

To date, a paucity of systematic economic evaluations have been applied to syringe exchange programs. In today's cost-conscious environment, with public health officials contending with restricted HIV prevention budgets, what amount of scarce resources should be allocated toward the operation of SEPs? To address this question, benefit-cost analyses emerge as useful strategies to inform decision-makers about which programs hold the most promise for preventing HIV infection among intravenous drug users. This review article balances the benefits of HIV prevention via syringe exchange against the costs of operating such programs.
