Population trends for 1095 species listed as threatened and endangered under the Endangered Species Act were correlated with the length of time the species were listed and the presence or absence of critical habitat and recovery plans. Species with critical habitat for two or more years were more than twice as likely to have an improving population trend in the late 1990s, and less than half as likely to be declining in the early 1990s, as species without. Proper management of the species is essential not only for maintaining healthy populations but also maintaining the interests of diverse stakeholders. In this brief introduction, we examine the themes and issues that link the three papers in this special section. In each case, neoliberal conservation practices appear to be predicated on a certain kind of individual subject with certain kinds of motives and behaviours-the rational actor. Taken together, these three papers challenge three assumptions of rational actor models, including that individuals are self-interested and attempt to maximise their own benefits, that they only respond to economic incentives, and that economic markets are free, mutual, and rational. The longstanding butter vs margarine debate has recently become more complex as the links between margarine, industrial palm oil plantations, and tropical deforestation are made increasingly clear. Yet despite calls for consumers to get informed and take responsibility for tropical deforestation by boycotting margarine or purchasing buttery spreads made with sustainably-sourced palm oil, research in multiple contexts demonstrates that even the most aware, engaged, and rational consumers run into significant barriers when trying to reduce their environmental impacts. Anecdotal evidence suggests that historically African American communities on the fringes of cities and towns in North Carolina have been systematically denied access to municipal drinking water service. This paper presents the first statistical analysis of the role of race in determining water access in these fringe areas, known as extraterritorial jurisdictions. Using publicly available property tax data, we quantified the percentage of residences with municipal water service in each census block in Wake County (the second-largest by population in North Carolina). Given increased pressure on natural resources to deliver benefits, complex trade-offs and the regulation of behaviours in relation to benefits is of key concern. Behaviours that signify resistance to the rules according to which benefits are allocated prompt us to consider causal links and feedbacks between benefits, perceptions of benefits, meanings attached to the benefits, and the regulatory instruments that mediate the distribution of benefits. An understanding of how meanings influence the perception of benefits exposes the complexity inherent in how people perceive and allocate value to natural resource benefits.
