Government Clubs: Theory And Evidence From Voluntary Environmental Programs, Cary Coglianese, Jennifer Nash

The U.S. Environmental Protection Agency (EPA) has established numerous voluntary environmental programs over the last fifteen years, seeking to encourage businesses to make environmental progress beyond what current law requires them to achieve. EPA aims to induce beyond-compliance behavior by offering various forms of recognition and rewards, including relief from otherwise applicable environmental regulations. Despite EPA's emphasis on voluntary programs,relatively few businesses have availed themselves of these programs -- and paradoxically, the programs that offer the most significant regulatory benefits tend to have the fewest members. In the past decade, EPA and over 20 states have created voluntary environmental leadership programs designed to recognize and reward businesses that take steps that go beyond compliance with the strictures of environmental law. Environmental leadership programs seek not only to spur direct improvements to environment quality but also to advance broader social goals that may lead indirectly to environmental improvements, such as improving business-government relationships and changing business culture. To meet the dire need for housing created by the devastation of Hurricane Katrina in August 2005, Mayor Ray Nagin of New Orleans and the staff of the Federal Emergency Management Agency (FEMA) worked to create lists of potential sites for trailer parks. This procedure took place within an environment of Not In My Back Yard-ism, or NIMBYism, where a number of communities and individuals expressed their opposition to hosting such trailer sites both publicly and privately. The 2008 UNLV Renewable Energy Symposium was presented by the Office of Strategic Energy Programs and co-sponsored by the Division of Research and Graduate Studies on August 20, 2008 on the UNLV campus.

The event focused on renewable energy production in Nevada, the US Southwest, and renewable research projects nationwide. It was a great opportunity for anyone working on renewable projects to collaborate with others in this field and exchange information. Over 230 individuals attended the event this year.

Plant Recruitment In A Northern Arizona Ponderosa Pine Forest: Testing Seed- And Leaf Litter- Limitation Hypotheses, Scott R. Abella

Seed availability and leaf litter limit plant establishment in some ecosystems. To evaluate the hypothesis that these factors limit understory plant recruitment in Pinus ponderosa forests, I conducted a seeding and litter removal experiment at six thinned sites in the Fort Valley Experimental Forest, northern Arizona. Experimental seeding of four native species (Penstemon virgatus, Erigeron formosissimus, Elymus elymoides, and Festuca arizonica) and raking of litter occurred in 2005. Seeding resulted in a substantial recruitment of 14 to 103 seedlings/m2 (1 to 10/ft2) one month after seeding for two species (P. virgatus and E. elymoides), but these densities subsequently declined by …

Sustainability permeates many levels of human activity. Interest in sustainability is grounded primarily in the sustainable development field which is concerned with the survival of humans on planet earth, and with the growing demands of meeting people's long-term needs. In the North American evaluation literature, however, sustainability is primarily thought of in terms of continuing program activity beyond initial funding cycles via diversification of funding streams or institutionalization.

Two distinct perspectives for evaluating sustainability were identified. The first is concerned with micro-level issues related to the continuation of programs, policies, and other types of human action. The second is a …
