Restoration Of Bison (Bison Bison) To Agate Fossil Beds National Monument, A Feasibility Study, Daniel S. Licht

Executive Summary

Agate Fossil Beds National Monument is a 3,057-acre park located in western Nebraska. The unit is comprised of northern mixed-grass prairie vegetation, typical of the Northern Great Plains. Weather, fire, and grazing are generally considered to be the ecological drivers of prairie ecosystems and critical for prairie health. However, grazing has essentially been absent since the 1960s. In 2014, a Department of the Interior report explicitly listed the park as a high priority for bison restoration. This report evaluates the feasibility, management options, benefits, and challenges of restoring bison to Agate Fossil Beds National Monument.

The Water Quality Monitoring Protocol includes two parts: a Narrative and the Standard Operating Procedures (SOPs). The Water Quality Monitoring Protocol Narrative Version 1.0 describes a general overview of the status of water resources throughout the parks in the National Park Service’s Northern Great Plains Network (NGPN), the objectives, the field methods, and the sampling design selected for this long-term monitoring program. This report includes the detailed SOPs for the NGPN’s Water Quality Monitoring Protocol. Executive Summary

Preserving the national parks unimpaired for the enjoyment of future generations is a fundamental purpose of the National Park Service (NPS). To address growing concerns regarding the overall physical, chemical, and biological elements and processes of park ecosystems, the NPS implemented science-based management through “Vital Signs” monitoring in 270 national parks (NPS 2007). The Northern Great Plains Network (NGPN) is among the 32 National Park Service Networks participating in this monitoring effort. According to my informal tally, at least seven mountain lions have so far been killed in Nebraska during 2014, as follows: 1 & 2: Two were killed on January 1 and 2, at the start of Nebraska's first hunting season. Both were killed by treeing the animals with dogs, then shooting them execution style. The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. During the last century, much of the prairie within the Northern Great Plains has been plowed for cropland, planted with non-natives to maximize livestock production, or otherwise developed, making it one of the most threatened ecosystems in the United States. Integration of conservation partnerships across geographic, biological, and administrative boundaries is increasingly relevant because drivers of change, such as climate shifts, transcend these boundaries. We explored successes and challenges of established conservation programs that span multiple watersheds and consider both social and ecological concerns. We asked representatives from a diverse set of 11 broadextent conservation partnerships in 29 countries 17 questions that pertained to launching and maintaining partnerships for broad-extent conservation, specifying ultimate management objectives, and implementation and learning. A two-year-old sibling Gray Wolf (Canis lupus) carefully captured an Arctic Hare (Lepus arcticus) leveret alive on Ellesmere Island, Nunavut, Canada, and delivered it alive to a pup 28–33 days old. This appears to be the first observation of a Gray Wolf delivering live prey to a pup.

States have been the policy leaders in establishing programs to reduce greenhouse gas (GHG) emissions from power plants in the US through state renewable energy programs and energy efficiency programs. However, US global warming policy may have turned an important corner during the Obama administration. In the US the two largest sources of GHG emissions are motor vehicles and coal-fired power plants. Significantly reducing US GHG emissions would require addressing these two issues. The Obama climate plan does so. The most contentious issue is reducing GHG emissions from existing power plants. But states will be able to do so through …
