The Merit Network, in support of a U.S. Economic Development Administration (EDA) grant application, asked the Regional and Economic Planning Services Team at the W. E. Upjohn Institute for Employment Research (Upjohn) to estimate the economic impact of building and maintaining more than 70 miles of broadband infrastructure in the eastern Upper Peninsula of Michigan.
The region for estimating economic impacts is referred to as the eastern Upper Peninsula (EUP) and the region includes Luce, Chippewa, and Mackinac counties. The estimates for constructing the broadband infrastructure are reported for the period 2021 to 2023 and include labor as well as …

Gull Lake View Golf Club and Resort, located in Augusta, Michigan, operates several golf courses in the greater Kalamazoo region. A significant portion of its clients is not only from outside the region, but also outside the state of Michigan. Along with golf operations, Gull Lake View offers lodging, spa services, eating and drinking establishments, and meetings, weddings, and other events. The Resort wanted to better understand from where outside the region its patrons come and the economic impact resulting from the activities generated by these patrons.

This paper was commissioned by the Organisation for Economic and Co-operative Development (OECD) to describe the use of Individual Training Accounts (ITAs) under the Workforce Innovation and Opportunity Act and under its predecessor the Workforce Investment Act (WIA). Particular interest is in the use of ITAs by WIOA participants from nonstandard work arrangements. The study provides detailed information about the use of ITAs by participants of the two adult programs under WIOA, Disadvantaged Adult Programs and Dislocated Worker Programs, and in two states, Michigan and Washington. The Effect Of An Increase In Lead In The Water System On Fertility And Birth Outcomes: The Case Of Flint, Michigan, Daniel Grossman, David J.G. Slutsky

Flint changed its public water source in April 2014, increasing lead exposure. The effects of lead in water on fertility and birth outcomes are not well established. Exploiting variation in the timing of births we find fertility rates decreased by 12%, fetal death rates increased by 58% (a selection effect from a culling of the least healthy fetuses), and overall health at birth decreased (from scarring), compared to other cities in Michigan. Given recent efforts to establish a registry of residents exposed, these results suggests women who miscarried, had a stillbirth or had a newborn with health complications should register.

Should Ui Eligibility Be Expanded To Low-Earning Workers? Evidence On Employment, Transfer Receipt, And Income From Administrative Data, Pauline Leung, Christopher J. O'Leary

Recent efforts to expand unemployment insurance (UI) eligibility are expected to increase low-earning workers’ access to UI. Although the expansion’s aim is to smooth the income and consumption of previously ineligible workers, it is possible that UI benefits simply displace other sources of income. Standard economic models predict that UI delays reemployment, thereby reducing wage income. Additionally, low-earning workers are often eligible for benefits from means-tested programs, which may decrease with UI benefits. In this paper, we estimate the impact of UI eligibility on employment, means-tested program participation, and income after job loss using a unique individual-level administrative data set …

The Impact Of The Kalamazoo Promise On College Choice: An Analysis Of Kalamazoo Area Math And Science Center Graduates, Michelle Miller-Adams, Bridget F. Timmeney

The Kalamazoo Promise has led to a pronounced shift in the college-going patterns of Kalamazoo Public Schools (KPS) students who attend the Kalamazoo Area Math and Science Center (KAMSC). Following the introduction of the Kalamazoo Promise in 2005, the percentage of KPS KAMSC students attending public, in-state institutions of higher education has almost doubled—a shift that reflects the program rules of the Promise, which covers tuition and fees only at public postsecondary institutions in Michigan. The percentage of non-KPS KAMSC students attending an in-state, public institution also rose in the post-2006 period but only very slightly, suggesting that the Promise …
