This report estimates training needs in three Kalamazoo “core neighborhoods”: the Northside, Edison, and the Eastside. Using Census data, the analysis estimates the number of people potentially needing training in these neighborhoods as between 1,254 and 2,098 individuals. This report also estimates this training population’s characteristics, including: childcare needs, lack of a household vehicle, disability, felony records, substance abuse, mental illness. All these characteristics pose challenges for many hundreds in the training population. Based on a review of prior effective “sectoral training programs”, a training program may cost $7,300 per trainee, with over two-thirds of this cost due to various …

Place Distress And Job Growth: Are Recent Job Growth Trends Significantly More Favorable For Distressed Counties?, Timothy J. Bartik, Kathleen Bolter, Kyle Huisman

This paper examines whether recent job growth trends have become more favorable toward counties with greater baseline economic distress. Job growth trends are “competitive job growth,” which is defined as growth that exceeds what would be expected based on how a county’s industries are growing nationally. Baseline county distress is measured by the county’s “prime-age employment rate,” the employment to population ratio for 25–54-year-olds. The core findings are fourfold. First, for the most distressed counties, job growth trends have become more favorable since 2019, compared to the 2001–2007 and 2007–2019 periods. In recent decades, many local labor markets—especially those in former industrial areas—have experienced lagging employment rates, hourly wages, and annual earnings. Even in places that have thrived, disadvantaged racial and ethnic groups and those with less education have often fared poorly, and long-term growth has bypassed many Americans at the middle and bottom of the income distribution. This report examines the relative economic success over the past two decades (prior to the COVID pandemic) of different local labor markets throughout the United States, both for residents overall and for those of different demographic groups. This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. The Edison neighborhood is characterized by greater income inequality than the other …

This analysis employs a traditional methodology to reproduce American Community Survey (ACS) data as those data would be if neighborhoods within the city of Kalamazoo were recognized by the U.S. Census Bureau. By aggregating publicly available ACS information from recognized census geographies, rates of home ownership and home values within three city neighborhoods are estimated. Home ownership rates by race are approximated. Rates of homeownership in the Eastside neighborhood are similar to those across Kalamazoo County and the state of Michigan. This short report provides an introduction to a new model of the benefits and costs of business incentives to promote state economic development. This “user’s guide” explains a model for evaluating state or local business incentives. These incentives include tax breaks provided by state and local governments to business, to encourage local job growth. The model is intended to be used by state legislative audit bureaus, state and local economic development agencies, university centers for business research, economic development consulting firms, or any group that wants to evaluate an overall economic development program, or individual economic development projects. A healthy housing continuum provides homes for those in a range of incomes or in different life situations. Kalamazoo County has a shortage of housing units at multiple price points. Low rates of construction, high construction costs, increased demand from a growing population, and housing costs that are increasing faster than wages have contributed to the shortage and affordability issues. Fortunately, many strategies are available to help alleviate some of the housing concerns found in the county. These strategies are most effective when community partners band together and implement them as a cohesive unit.

The Contingent Worker Supplement (CWS) to the Current Population Survey (CPS), fielded six times between 1995 and 2017, was designed to measure jobs that were temporary in nature as well as work arrangements thought to be associated with less commitment between workers and employers. The latter includes independent contractor and platform work, temporary help and other intermediated contract work arrangements, and on-call work, which captures a certain type of unpredictable work schedule. While the CWS provides consistent measures of the work arrangements covered in the survey over a 22-year time span, it has shortcomings. Data from other household surveys, employer …

Contingent And Alternative Employment: Lessons From The Contingent Worker Supplement, 1995–2017, Katharine G. Abraham, Susan N. Houseman

The Contingent Worker Supplement (CWS) to the Current Population Survey—administered six times between 1995 and 2017—is uniquely valuable in providing detailed information on a consistent set of work arrangements in a large, nationally representative survey. Drawing on data from all six CWS waves, we provide an in-depth picture of the nature of contingent and alternative work and whether and how employment arrangements are changing in the United States. We exploit questions in the CWS to distinguish between three types of self-employment, including two types of independent contractors. We also link data on individuals in the CWS to their data in …
