Who Governs the Public Lands: Washington? The West? The Community? (September 28-30)

Conference organizers and/or session moderators included University of Colorado School of Law professors David H. Getches, Judith Jacobsen, Lawrence J. MacDonnell, Teresa Rice and Charles F. Wilkinson.

Shifting policy objectives and management approaches for the public lands of the West are provoking heated debate about how these decisions should be made and implemented. Are these policy directions a reflection of the "New West" or are they, in fact, a declaration of "war on the West"? Somewhere between these polarities of view, efforts are underway to open dialogue and reach consensus.

The Safe Drinking Water Act includes provisions for state wellhead protection programs which address wellhead protection areas. In Utah, these areas are called drinking water source protection (DWSP) zones. Zones Two and Three are delineated according to analytical or numerical techniques, which are based on hydrogeological and time-of-travel data, as well as recharge information, accumulated through the use of hydrogeologic and hydrochemical techniques. The primary conclusions of this research are:

The plan will implement a mandatory shuttle bus system in Zion Canyon during the peak visitor use season. A transit/information center, located in a portion of the Watchman Campground, will function as the shuttle bus staging area. It will include a 575 vehicle parking and bus loading area, information center, visitor comfort facilities, amphitheater, and a picnic area. The Watchman Campground (partially displaced by the shuttle facilities) and South Campground will be rehabilitated to improve circulation and the quality of the campsites. The existing visitor center would be converted to an education center.

The Roosevelt Hot Springs, Utah geothermal field has been the site of numerous investigations into the behavior of a geothermal system. However, a detailed description of the reservoir is lacking. This paper presents the results of the 237 day Long-Term Flow Test #1, conducted in 1977 and 1978, followed by a 100 day pressure buildup. The responses from one production well and three pressure observation wells, ranging 600 to 12,000 feet from the production well, were used. This study illustrates the utility of a reevaluation of a geothermal system using old, pre-exploitation data and is part of an ongoing case …
