It includes an assessment of the biological characteristics of striped bass taken from the 2002 spring spawning run, estimates of annual survtval based on annual spring tagging, and the results of the fall 2001 directed mortality study that is cooperative with the Maryland Department of Natural Resources. This project was done in response to concerns by environmental resource managers of historic and potential adverse impacts to Virginia’s secondary dune ecosystems. Virginia environmental regulatory programs have little decision-making authority over the use of secondary dunes as these areas are not included in the Coastal Primary Sand Dune Act (the Dunes Act). These areas function as estuarine edge habitat and provide natural upland erosion control, and are thus valuable to estuarine and coastal plain fauna and adjacent upland property owners.

Concern about the decline in landings of American shad (Alosa sapidissima) along the Atlantic coast prompted the development of an interstate fisheries management plan (FMP) under the auspices of the Atlantic States Marine Fisheries Management Program (ASMFC 1999). Legislation enables imposition of federal sanctions on fishing in those states that fail to comply with the FMP. To be in compliance, coastal states are required to implement and maintain fishery-dependent and fishery-independent monitoring programs as specified by the FMP. This assessment characterizes conditions in the shorezone observed from a small boat moving along the shoreline. Handheld GPS units record data observations in the field. 1. the immediate riparian zone, evaluated for land use

2. the bank, evaluated for height, stability, cover and natural protection

Since the moratorium, there have been no monitoring programs that provided direct assessment of stock recovery until this project began in 1998. The ban on in-river fishing in Virginia remained in effect, creating a dilemma for managers who needed reliable information in order to make a rational decision on when the in-river ban could safely be lifted. To address this deficiency, we proposed a method of scientific monitoring to estimate catch rates relative to those recorded before the prohibition of in-river fishing in 1994. To document continued compliance with Federal law, the Anadromous Fishes Program of the Virginia Institute of Marine Science (VIMS) has monitored the size and age composition, sex ratio and maturity schedules of the spawning striped bass stock in the Rappahannock River since December 1981 utilizing commercial pound nets and, since 1991, variable-mesh experimental gill nets. Spawning stock assessment was expanded to include the James River in 1994 utilizing 11 commercial fyke nets and variable-mesh experimental gill nets. The use of fyke nets was discontinued after 1997. The purpose of this study is to perform a shore assessment around Jackson Creek in order to determine what processes are affecting sedimentation in the creek mouth. In addition, the placement of sandy dredge material from Jackson Creek onto Stove Point also was to be determined. The Jackson Creek-Stove Point-Stingray Point evaluation includes an assessment of shore conditions and historic shore changes as well as a wave climate and sediment transport analysis. The product of this study is a recommendation as to the location of placement of dredge spoil for beach nourishment along the Stove Point Shoreline.
