Fluorapatite, fluorinated calcium phosphate, has been identified as a potential matrix for the entombment of the zirconium fluoride fission product waste stream from the proposed FLEX process. If the efficacy of fluorapatite-based waste-storage can be demonstrated, then new and potentially more-efficient options for handling and separating high-level wastes, based on fluoride-salt extraction, will become feasible. The research consortium comprised of representatives from several universities and national laboratories has successfully generated internal and external dose conversion coefficients for twenty radionuclides produced in spallation neutron sources. In addition, the group has identified twenty radionuclide that are missing electron capture files and eighteen additional radionuclides missing substantial physical data.

The goal of the proposed research project is to provide basic understanding of the protective oxide layer behaviors and to develop oxide layer growth models of steels in non-isothermal lead-alloys (lead or lead-bismuth eutectic) coolant systems. It is widely recognized that the corrosiveness of the lead-alloys is a critical obstacle and challenge for which it can be safely used or applied in the nuclear coolant systems. Active oxygen control technique can promote the formation of the “self-healing” oxide films on the structural material surface, drastically reducing steel corrosion and coolant contamination. We have been actively performing research on this project for three months and are currently on schedule in terms of the proposed timelines.

The initial focus of the project involved setting up the laboratories for the studies outlined in the grant proposal. The U.S. Advanced Fuel Cycle Initiative (AFCI) is a program to develop economic and environmental methods to reduce the impact of waste from commercial nuclear fuel cycles. One concept for near-complete destruction of waste isotopes from used nuclear fuel is accelerator driven transmutation. High-power accelerators would be used to produce high-energy charged particles, which then collide with heavy metal targets to create a cascade of neutrons. These neutrons then cause a nuclear chain reaction in subcritical systems. Fission neutrons then transmute fissile waste isotopes as well as other problematic isotopes such as technetium-99 and iodine-129. To design these systems, complex …

In the RACE Project of the U.S. Advanced Fuel Cycle Initiative (AFCI), a series of accelerator driven subcritical systems (ADSS) experiments will be conducted at the Idaho State University’s Idaho Accelerator Center (ISU-IAC), at the University of Texas (UT) at Austin, and at the Texas A&M University. In these experiments we will use electron accelerators to induce bremsstrahlung photon-neutron reactions in heavy-metal targets; this source of about 1012 to 1013 n/s will then initiate fission reactions in the subcritical systems. This project will examine inert matrix fuels containing ZrO2 and MgO as the inert matrix, with the relative amount of MgO varied from 30% to 70% in ZrO2. Reactor physics calculations will be used to examine suitable quantities of burnable poisons from the candidate elements Gd, Er, or Hf with reactor grade Pu providing the fissile component, with up to 10% of 239Pu. Ceramics will be synthesized and characterized based on the reactor physics results. The Clean Air Act of 1970 (CAA) made the Environmental Protection Agency (EPA) responsible for establishing and maintaining federal programs that control air quality. In turn, each state was delegated responsibility for air quality within its borders, although this responsibility may be shared with Native Americans or tribal lands. In many states, jurisdiction has been delegated to regional or local agencies that are then responsible for air quality in their respective air basins. Even though terrain or water bodies define the physical boundaries of air basins, they are usually designated by County boundaries for regulatory convenience (Wooley, David R., 1997).

This task will create a two-dimensional, saturated zone, vertical cross-section model of groundwater flow and thermal transport through the large hydraulic gradient (LHG). This model is referenced herein as the thermal model. The scope of this study is limited to presenting a postulated hydrogeologic configuration of the LHG. The conceptualization will include the use of postulated hydrogeologic structures and material properties. The thermal model will be spatially limited to the area immediately upgradient and downgradient of the LHG and will not reproduce the many hydrogeologic features of the existing regional and site-scale models. The recovery of iodine released during the processing of used nuclear fuel poses a significant challenge to the transmutation of radioactive iodine. During the first two years of this program we have examined the potential of Fullerene Containing Carbon compounds (FCC) developed by KRI, and natural organic matter (NOM) as sorbents for iodine released during the reprocessing of nuclear fuel. This work involved the development of bench-scale testing of the FCC and NOM material in a simulated process off-gas environment.

We propose to continue the investigation of the long term strength of Yucca Mountain tuffs, with particular emphasis on tuffs from and near the emplacement horizon. We propose to also continue and expand the investigation of the spatial variability of rock strength and stiffness. An intrinsic component of this planned rock testing is the testing of rock joints. Although the emphasis is on tests aimed at determining long term strength, as part of the testing measurements of stiffness also are collected, and will be collected, reported, and analyzed.

The purpose of this task is to evaluate the tensile properties of three martensitic alloys namely, Alloys EP-823, HT-9 and 422 at temperatures relevant to the transmutation processes. Testing has been performed to evaluate the tensile properties of all three alloys at temperatures ranging from ambient to 600°C. The test materials were thermally-treated (quenched and tempered) prior to the evaluation of their tensile properties. The deformation characteristics of these tensile specimens, upon completion of testing, were evaluated by scanning electron microscopy (SEM). During first year of the project we were able to demonstrate iodine sorption by a sphagnum peat and Ca(OH)2 mixture. We decided to explore varying the ratio of Ca(OH)2 to sphagnum on the retention of iodine in both the iodine generator experiments and the fuel rod simulator experiments.

We also constructed a device for simulating the dissolution of fuel rods. Early experiments were impacted by sorption of iodine onto various components of the sorption train. We have eliminated or minimized iodine sorption by the system components. We retested both FCC and the sphagnum using this device. In these experiments a …

Highlights of Test Results:

• Residual stress measurements by the RC method on cold-worked specimens showed tensile residual stresses in austenitic stainless steel. However, compressive residual stresses were observed in martensitic stainless steel. This difference may be attributed to the difference in metallurgical phases and microstructures resulting from different thermal treatments imparted to them.

• Residual stress measurements by both ND and RC techniques on welded specimens showed similar patterns. Welded specimens consisting of similar material showed tensile residual stresses in the vicinity of the fusion line (FL). Fertile free fuel with different MgO to ZrO2 ratio in the matrix will require different PuO2 loading in order to assure certain fuel cycle length. A general purposed systems engineering model, Transmutation Research Program System Engineering Model Project (TRPSEMPro), was developed based on the above design concept. Fluorapatite, fluorinated calcium phosphate, has been identified as a potential matrix for the entombment of the zirconium fluoride fission product waste stream from the proposed FLEX process. If the efficacy of fluorapatite-based waste-storage can be demonstrated, then new and potentially more-efficient options for handling and separating high-level wastes, based on fluoride-salt extraction, will become feasible. Dr. Jiang Ma and Mr. Xiaolong Wu worked in LANL between July 1 and Sept. 15 to conduct the experiment. Test of the corrosion of different materials in LBE was performed. The influence of the process of gas introduction to the LBE was studied. Data analysis work was performed based on accumulated data. In the same time, progress has been made in the simulation for transport in oxygen mixing, and one paper was presented in a conference.
