The Sultanate of Oman is a small coastal nation with a maritime history, regional trade and fisheries exploitation. Among those fishery industries is Oman's coastal abalone fishery, which command the highest prices per unit of weight among the other marine living resources. This paper addresses the basis of potential and real conflicts derived by the National Environmental Protection Act (NEPA) process, as identified within and between NOAA and the United States Navy. The International Commission for the Conservation of Atlantic Tunas (ICCAT) and federal management under the U.S. National marine Fisheries Service (NMFS) has certainly been contentious. Atlantic bluefin tuna have been managed at the international level by ICCAT for the past 25 years. NMFS is the organization responsible for implementing ICCAT recommended conservation and management measures in the United States. In an attempt to halt an apparent decline in the abundance of bluefin tuna in the western Atlantic, ICCAT has recommended strict management measures including catch quotas, minimum sizes, "no-sale" provisions, and spawning area protection since 1981. In the State of Rhode Island, marine fisheries are managed through the Marine Fisheries Council, a citizen-based regulatory body of nine members from either the commercial or recreational fishing industries or experienced with the conservation and management of fisheries resources. The state-by-state quota regulation contained in Amendment 2 to the Summer Flounder Fishery Management Plan became effective on January 1, 1993. The research sought to determine the implications that the state-by-state quotas have imposed on federal summer flounder permit holders. commercial fishermen were believed to have landed their summer flounder out-of-state to take advantage of more favorable possession limits in other states, and to have accrued higher costs as a result of their decisions to land out-of-state. The Maine green sea urchin fishery has experienced dramatic growth since its inception in 1987. Landings have increased from 1.4 million pounds in 1987 to 41.6 million pounds in 1993 (NMFS, Fisheries Statistics). The reproductive gonads, referred to as roe or 'uni' are shipped fresh from Maine to japan, where the uni is a delicacy item fetching high unit prices on the Japanese fish market. From a dive in Cueva del Agua, Mona Island, Puerto Rico, twelve un-mineralized bones of Puffinus Lherminieri Lesson, one of Cyclura stejnegeri Stejneger, and one of Moormops blainvilii Leach were collected. The subfossil evidence confirms that P. Lherminieri was a common species on Mona Island. Cyclura stejnegeri and M. blainvilii probably became trapped and died in the pool chamber.

In order to ascertain whether local patterns corresponded to the national trends, which show fewer female and minority students enrolling in and completing high school physical science courses, the Cedar Rapids Community School District studied the course enrollment and drop patterns of seniors in one of the District high schools. Male students predominated in physics and AP Chemistry, and the proportion of males in AP Physics was significantly greater than the proportion of females. The proportion of females in chemistry was significantly greater than their proportion in the senior class. Operations at the Linwood Mine in Scott County, Iowa, have exposed, on two working levels, extensive pre-Pennsylvanian paleokarst and associated sediment fillings and mineralization in Middle Devonian limestones. Cavities in Davenport-Spring Grove host rocks range up to 270 meters in length and are virtually all filled with fluviatile sediment. Cavities in Cedar Rapids host rocks, on average, are smaller and some are unfilled. Limestone dissolution was controlled by high-angle fractures with a wide variety of orientations and by bedding plane and stylolitic partings. Dissolutional features on both levels of the mine provide evidence for phreatic and vadose processes. Most of …

Soil fauna play important roles in many soil processes and conditions which relate to agricultural systems. Earthworms are credited with enhancing soil fertility and soil physical properties by their feeding and burrowing activities. Most research on earthworms has focused on the warmer seasons of the year and relatively little is known about earthworm activity and survival during the portion of the year with frozen soils. Earthworms may survive winter by acclimatization, aestivation, or by burrowing to deeper depths where the soil is not frozen. More research is needed on the fate of earthworms in frozen soils. Most agricultural lands in the USA are subject to subfreezing temperatures. Soil freezing and thawing affects both biotic and abiotic interactions and processes which vary with weather, soil type, land management, and topography. Soil fauna generally undergo physiological changes or rely on locomotion as a means of adapting to frozen soils. Managing faunal populations using soil management may be achievable with a better understanding of winter ecological processes. Tillage during the winter is typically considered impossible, despite its desirability in some cases. Soil freezing results in net upward movement of water to the freezing zone which facilitates primary tillage or incorporation of amendments. these can be performed during a time window when the frost layer is sufficiently thin to be ripped and the underlying soil is tillable. We evaluated the feasibility of frost tillage and performed an agronomic comparison with spring-tilled soil. A long-term study of the wind erodibility properties of a two-year spring wheat-summerfallow cropping systems was started in 1988 in south-central North Dakota as part of an USDA-ARS led effort to construct a process-oriented soil erosion predictive model. Observations were conducted on a conservation tillage experiment established in 1984 on soil classified in the U.S. as Typic-Pachic Haploborolls and in Canada as Brown to Dark Brown Chenozemic. The experiment included four residue-management treatments defined by targeted residue coverages: no-till, > 60% cover; minimal-till, 30% to 60% cover and undercutter dominated; conventional-till, < 30% cover and disk dominated; low-residue, < 5 % cover. Fall and spring measurements of dry aggregate size distribution (ASD) of surface soil (0 to 4 cm depth), and overwinter changes in ASD are reported here. A rotary sieve produced six size fractions ranging from < 0.42 mm to > 19.2 mm diameter. Measurements of ASD are expressed as geometric …

In the Prairie Pothole Region (PPR - SO, NO, MN, IA), wetlands classified as "semi-permanent" or "seasonal" can act as groundwater recharge sites. The nutrient filtering capacity of wetlands has been investigated for both natural and constructed wetlands linked to surface water, but there is little information available on their subsequent impact on groundwater quality. This study investigates four seasonal and two semi-permanent wetlands in the PPR of eastern South Dakota. Transitional no-till (TNT) and organic farm (ORG) management systems border the wetlands. The effect of organic modifiers on the separation of a number of closely related isomeric benzoic acids by capillary electrophoresis is described. It is shown that while a single modifier concentration cannot help resolve the entire electropherogram, organic modifiers do significantly enhance the resolution of parts of the separation system by comparison with 40 mmol l-1 phosphate buffer. The effects on separation and retention times are discussed in terms of the effects on electroosmotic flow and the electrophoretic mobilities of the charged solutes. TL and 14C dating has revealed anomalous chronostratigraphies at two sites on the coast of southern New South Wales, Australia, where Pleistocene sands have been driven onshore over Holocene estuarine deposits. Lack of solar bleaching of the TL component which occurs in normal swash zones, an identical TL age obtained from pumice incorporated in the Pleistocene deposit, and boulders scattered through the sand are indicative of tsunami impact. These observations prompt reassessment of the strictly uniformitarian models of barrier emplacement during the Holocene transgression both in eastern Australia and elsewhere in the world where tsunami are a possibility.
