The growing crisis of antibiotic resistance is a major threat to ecosystems and human health. Infections caused by known and emerging antibiotic resistant pathogens are on the rise globally, with approximately 700,000 deaths per year caused by antibiotic resistant bacteria (1). In the United States, infections from antibiotic resistant bacteria cause more than 2 million illnesses and 23,000 deaths (2). Antibiotic resistant bacteria and antibiotic resistance genes are released into aquatic ecosystems through hospital waste, residential sewer lines and animal agricultural waste streams. The non-native quagga mussel [Dreissena bugensis (Andrusov, 1897)] was initially discovered in Boulder Basin of Lake Mead, Nevada-Arizona on January 6, 2007. This occurrence marked the first biological invasion of dreissenid mussels in the Western U.S., following a significant North American range expansion of invasive quagga mussels from populations that invaded and colonized the Great Lakes Region in the Northeastern U.S. during 1991. This nonindigenous mollusk species quickly spread from Boulder Basin and became established throughout the entire reservoir by the end of 2007, with the exception of the inner Las Vegas Bay. Nantucket’s shellfish resources are an important part of the Island’s history, culture, and economy. Nantucket waters support one of the country’s last wild-caught bay scallop fisheries. Elsewhere along the Atlantic coast, fishing pressure, habitat loss, and disease have severely depleted bay scallop populations. Although Nantucketers continue to make a living harvesting shellfish from the Island’s waters, many do so with concern for the future of the resources and the habitats that support them. The Department of Fisheries has prepared this draft aquaculture plan for Shark Bay to provide an agreed framework for future management of aquaculture. The final plan will assist prospective aquaculturists in preparing proposals and will guide the Department of Fisheries in the decision making process for aquaculture licence and lease applications. The plan identifies constraints to aquaculture development and areas where aquaculture may occur. It also identifies species that may be used for aquaculture development. Implementation of this plan will ensure that aquaculture can occur in a sustainable manner, while retaining the unique features of Shark Bay.

Cover is an important component of aquatic habitat and fisheries management. Fisheries biologists often try to improve habitats through the addition of natural and artificial material to improve cover diversity and complexity. Habitat-improvement programs range from submerging used Christmas trees to more complex programs using sophisticated artificial habitat modules. Used automobile tires have been employed in the large scale construction of reefs and fish attractors in marine environments and to a lesser extent in freshwater and have been recognized as a durable, inexpensive and long-lasting material which benefits fishery communities.

Protecting water quality is essential to preserve the many beneficial uses of western water resources. This conference addresses the dominant federal requirements in the Clean Water Act, including the important major revisions enacted by Congress in 1987, with special attention to western problems regarding nonpoint source pollution. Developments in groundwater quality regulation are considered, as are selected issues concerning the implications of state and federal water quality regulation for the traditional exercise of water rights.
