Ecosystem-based fisheries management (EBFM) seeks to integrate the full complexity of real-world marine ecosystems into the design of fisheries management policies and regulations. EBFM is practiced currently with the help of complex ecosystem process models that track and simulate numerous ecosystem elements/organisms across space and time. For simplicity and to maintain tractability, the fishing sector component of process models maintain restrictive assumptions for harvesting technologies, fishing behavior, regulations, and fishing sector response to changing stock conditions. Identification Of Resource Extraction Technologies When The Resource Stock Is Unobservable, Quinn Weninger, Larry Perruso, Helle Bunzel

This paper consistently estimates the structural properties of a fishery resource extraction technology. We overcome two ubiquitous features of fisheries data generating processes that invalidate classical estimators: unobservability by the researcher (but partial observability by fishermen) of the fish stock, and endogenous production decisions that vary with private information about stock abundance and economic variables. We adopt methods used in fisheries stock assessment to control for unobserved stock effects on productivity. Ecosystem-based fisheries management (EBFM) seeks to incorporate the full complexity of marine ecosystems into the design of fisheries management policies and regulations. This paper presents a model of a multiple-species, and spatially-temporally heterogeneous fishery that is managed under a tradable quota regulation. Past studies of fisheries management in this setting have, for purposes of simplification, resorted to (1) restrictive assumptions for multiple-species harvesting technologies, (2) myopic and ad hoc behavioral rules for the fishing sector, and (3) assumptions for regulatory control that do not exist in real world fisheries. This dissertation is about artisanal fishers in Chorrillos, a small bay near the southern edge of Lima, Peru, and how they use place as an instrument to defend their access to fishing resources on Peru's central coast. This paper considers the problem of multi-species fisheries management when targeting individual species is costly and at-sea discards of fish by fishermen are unobserved by the regulator. Stock conditions, ecosystem interaction, technological specification, and relative prices under which at sea discards are acute are identified. A dynamic model is developed to balance ecological interdependencies among multiple fish species, and scope economies implicit in a costly targeting technology. Three regulatory regimes, species-specific harvest quotas, landing taxes, and revenue quotas, are contrasted against a hypothetical sole owner problem. This research project examines some of the effects that implementing the Endangered Species Act has on a rapidly growing community. This case study focuses on the eastern Nebraska saline wetlands near Lincoln in the Little Salt Creek watershed - home to the endangered Salt Creek tiger beetle. With the listing of the Salt Creek tiger beetle on the Federal Endangered Species list in 2005, the beetle has emerged as the central figure in a debate dividing those who wish to develop and those who aspire to protect these rare saline wetlands. A unique population of muskellunge Esox masquinongy inhabits Shoepack Lake in Voyageurs National Park, Minnesota. Little is known about its status, dynamics, and angler exploitation, and there is concern for the long-term viability of this population. We used intensive sampling and mark–recapture methods to quantify abundance, survival, growth, condition, age at maturity and fecundity and angler surveys to quantify angler pressure, catch rates, and exploitation. The number of annual fishing licenses sold in Iowa has been in decline for two decades and has limited the amount of funds available to the Iowa Department of Natural Resources for fisheries management. The Iowa DNR is focused on reversing this trend through targeted marketing and efficient management of fishing resources. The sad truth is that direct regulations have not eliminated overfishing but instead increased fishing costs for fishermen risking their lives on the high seas. The good news is that there is a better way to manage our ocean fisheries. Property rights approaches, such as individual transferable quotas (ITQs) and private harvest agreements are proving highly effective in restoring health and sanity to a host of fisheries around the globe. This book traces such developments and addresses the remaining obstacles to the continued development of property rights in ocean fisheries.

The strategic intent of the Midwest Feeds Consortium (MFC) was to decrease the dependence of the U.S. agriculture and aquaculture feed industries on imported marine protein meals and to increase the utilization and export of plant and animal coproduct protein meals to the international aquaculture industry.
