Financial Assessment Of Agricultural Lands At Risk To Coastal Salt Marsh Migration In Relation To Climate Change Induced Sea Level Rise In Dorchester County, Maryland, Jewell Porter

The increasing rate and effects of sea level rise is a major environmental concern in the Chesapeake Bay. This paper evaluates the impacts of rising sea level on coastal salt marshes and the surrounding agricultural lands at risk in Dorchester County, Maryland to build off existing environmental monitoring work performed by NOAA’s Sentinel Site Program. The results of the spatial analysis were used to estimate monetary benefits to incentivize farmers to protect these marshes by making their land available for marsh migration to occur. The majority of the world’s forests occur where there is a dry season long enough to affect a seasonal change in the forest community. The seasonal forest may include evergreen, semi-deciduous, deciduous trees, or some combination of these. Local differences in soil or other site characteristics often determine which community persists. Recent events like Hurricane Sandy, which struck Staten Island, NY on October 29, 2012, serve as a costly reminder of how unsustainable designs and mounting social pressures can contribute to extensive structural damage and subsequent financial cost, from storm surge inundation and coastal flooding. Climate change has posed increased risks to environmental hazards (e.g., flooding, droughts, hurricanes) in addition to new challenges under climate change impacts (e.g., early snow melt, sea level rises, heat waves). The seagrass resource provides essential ecosystem functions for many marine species. This research evaluated the vulnerability and sustainability of the seagrass resource in an urbanized area to the effects of sea level rise. The assessment required analysis of information regarding the biogeography of the seagrass resource, and developing a method to model the spatial extent of the suitable habitat for seagrass, and applying the model to predict the implications of simulated sea level rise scenarios on the seagrass resource.

A model was developed for county planners to use to identify potential locations for agricultural and environmental vegetation planning and development. The production of the Hawaiian Vegetation Model involve simulation changes in precipitation and temperature on the island to determine what effect these variables have on the Hawaiian vegetation. The variables of temperature and precipitation were chosen as inputs to the vegetation model because they are used in numerous climate change models. The resulting agricultural and environmental vegetation scenarios from the precipitation and temperature inputs identify the best potential locations for agricultural and environmental vegetation planning and development.

This paper, using the State of Maryland, USA as a case study, draws connections between greenway contributions to the Greenprint Program in MD and the rapidly expanding work on the use of green infrastructure to address climate change. It focuses on recent initiatives that could support the role of greenways in mitigating and adapting to climate change.
