The Legal Framework For Multimodal Transport In West Africa: The African Continental Free Trade Area In Perspective, Damilola Idris Osinuga

This thesis examines how multimodal transport can play a role in achieving the objectives of the African Continental Free Trade Area (AfCFTA). The thesis argues that multimodal transport is cheaper compared with unimodal transportation. While there are a number of issues affecting the operationalisation of multimodal transport in Africa, this study considers, at its core, the legal regimes and other fragmented institutional and governance frameworks of multimodal transport in West Africa. The fragmentation of the legal framework governing multimodal transport leads to uncertainty and unforeseeability of the liability of parties involved in multimodal transport, consequently leading to increased legal costs. …

Analysis Of Crashes Involving First Responder Vehicles, Josie Gray

First responders face many hazards that put their lives at risk while on duty. A review of the National Law Enforcement Officers Memorial Fund statistics shows that 553 police officers died in the line-of-duty between 2008 and 2017 as a direct result of a traffic related incidents. Sadly, the nation’s first responders are exposed to factors which make them uniquely vulnerable to traffic related injuries and deaths. The goal of this research is to investigate and analyze crashes involving first responder vehicles and struck-by crashes. The United States trucking industry has been struggling with a driver shortage for decades (Mittal et al., 2018).Trucks are one of the most important modes of transportation in getting domestic freight from one point to another. The current shortage is expected to continue to grow at an alarming rate if nothing is done to change it (American Trucking Associations, 2017). Having a shortage of drivers will increase transportation costs and lead to delayed shipments. Autonomous vehicle technology is poised to revolutionize transit around the world. There are currently tens of private companies either testing or building autonomous vehicles, including industry juggernauts like Ford and Google. This new mode of transportation falls into a regulatory grey area. Once cars reach full autonomy, governments will have to decide what entities will regulate them, where they will be allowed to drive, who will be responsible for them and a host of other issues. In 1993, the state of Missouri passed the Outstanding Schools Act. This law was created as a means to ensure that “all children will have quality educational opportunities, regardless of where in Missouri they live.” Section 167.131 of this law states that an unaccredited district must pay the tuition and transportation cost for students who attend an accredited school in the same or adjoining district. This portion of the law became known as the Student Transfer Program.
