The United Nations Seventh Special Session: Proposals For A New World Economic Order, Clark D. Mervis

In September 1975 the United Nations held a special session, only the seventh in the organization's history, on global economic problems. The issue precipitating the special session was the call for a new international economic order by the world's developing nations. Since the oil crisis of 1973, the United Nations has become the arena for dispute between the world's wealthy nations and its poor nations, and bloc against bloc confrontations are common-place. It is clear that action must be taken soon, not only if we are to distribute more equitably the world's wealth, but also if we are to avert …

Our unfamiliarity with Chinese legal institutions and policies toward law causes misunderstanding of the role of law in the People's Republic of China. The present unimportance of the formal legal system has deep historical reasons. As China's economy becomes more complex, regularity should increase, although it will remain controversial. In commercial contracts with the West, custom performs the role of law.

In this article, A.A. Fatouros places the U.S. aid-embargo to Turkey in the context of jurisdiction (executive vs. legislative powers) rather than in the context of ideological differences between the two camps. If, as the writer claims, the final concessions to the executive branch by Congress had been predictable, could we conclude that the executive branch is on the road to recovery? And if that is the case, is the Congressional ratification of the recent agreement between Kissinger and Turkey a foregone conclusion? There is of course such a possibility. In this paper I propose to explore the relationship between treaty law and domestic law in Canada. I will start with the familiar theory of the relationship between treaties and domestic law in England and in Canada and then move to less familiar areas of Canadian practice. An attempt will be made to investigate the rather murky area surrounding interdepartmental arrangements between Canada and sovereign states which are less than treaties but which do affect domestic law.
