Fixed Revenue Auctions: Theory And Behavior, Bart Wilson, Cary Deck

In this paper, we study auctions in which the revenue is fixed but the quantity is determined by the auction mechanism. Specifically, we investigate the theory and behavior of English quantity clock, Dutch quantity clock, last-quantity sealed bid, and penultimate-quantity sealed bid auctions. For theoretically equivalent fixed quantity and fixed revenue auctions, we find that fixed revenue auctions are robust to all the previously observed empirical regularities in fixed quantity auctions.

This paper addresses the future of foreign journalism in China in the wake of the new liberalizing press regulations created for the 2008 Olympics which were made permanent in October, 2008. Despite hope for a more open foreign press in China, the paper argues that the new regulations as applied have largely institutionalized the existing reality.
Part I discusses human rights instruments relevant to freedom of the press in order to determine whether China’s current regulations facially comport with international human rights law. In Islamic law, ijtihâd, or independent legal reasoning, has been limited to Muslims only in classical scholarship. Prohibition of non-Muslim ijtihâd, either express or implied, constricts the potential to harmonize Islamic law with other legal systems and even raises human rights concerns. Using Islamic law scholarship and international treaties, this paper makes the case for permitting non-Muslim ijtihâd.
This paper consists of three parts. In few areas does Critical Race Theory (CRT) give as much insight as it does in analyzing immigration law’s plenary-power doctrine. When in need of cheap labor, the United States opens its border, and, when the economy struggles, the United States reacts with racist violence against aliens. The plenary-power doctrine, which prevents courts from reviewing the actions of the political branches in the immigration context, furthers the aliens’ oppression. Thus, while the legislative and executive branches discriminate, the courts idly stand by. But the courts’ rationalizations for the plenary-power doctrine lack merit. This article begins by discussing the prosecutor’s control over the grand jury process and whether that is necessarily a good or bad thing. After determining that it is indeed harmful to the criminal justice system, the article offers a possible remedy, the grand jury legal advisor (GJLA). Currently, both the state of Hawaii and the military use the GJLA. The article concludes by demonstrating that the advantages of implementing the GJLA greatly outweigh the disadvantages.
